Special Hearing on Street Improvement -- September 7, 1971
The meeting was called to order at 8:00 P. M. by Mayor Ron Schleif.
Councilmen present: Schleif, Markling, Maus, Martie, Sandberg. Absent:
None. Also in attendance were Thore Meyer and Pill Elliott, engineers,
Phil Chenoweth, fiscal consultant and 35-40 interested citizens.
Mayor Schleif opened the meeting with the explanation of the proposed
street imnrovement area which is curb and gutter and black top in the
13 blocks of the "downtown area." The reason for this area being the
the first i7provement in the village is the condition of some of the
streets -- -primarily Walnut Street -- and it was felt that this
is where the heaviest traffic occurs.
Mr. Thore Mleyer went on to state the program would Provide internal
drainarre in the downtoTan area with storm sewers. The street construction
itself would cost $112,000. The streets would be 40' or 44' wide in
the commercial area and 36' wide in the residential area.
Mr. Phil Chenoweth Presented his figures, usl.ng the 80% assessment
to the property oT,,mers, as a base. The cost Per front foot is $18.80
and $4.70 for the side foota7e assessment. If a lot is 66' across
the .fronfand 165' on the side the total assessment would be $1246.00
over a 15 near Period. The first year's assessment would be $170.00,
$88.94 the last year, and the vearly average would be 1129.67 or $10.Po
per month. However, this assessment may be -paid up any time. If it
is a side assessment only at 16'5' the cost would be 1775.00.
There was much discussion as to the plans and methods of assessment.
Monticello is operating on 120 mills tax levy for it's village operation
which is about as high as a community should go if you want to en-
courage new business, according to Mr. Chenoweth.
The mayor thanked the citizens for their interest and concern.
In a special session of the council a motion was made by Balt Markling,
seconded by James Maus to prepare Plans for 1971-1 Stage 2 Storm Sewer
Project. In favor: Schleif, Sandberg, Martie, Maus and Markling.
Against: None.
Motion was made to adjourn by W. Markling, second by R. Martie. So
ordered.
