August 10, 1971
Regular meeting of the Village Council called to order August 10, 1971,
by Mayor Ronald Schleif. Councilmen -present: Richard Martie, William
Sandberg, James Maus, Walter Ma.rkling. Members absent: None. Staff
persons present: Richard Brooks, Walter Mack, Robert Westermann and
Gary Pringle.
Richard Brooks reported that village will need a new snow plow truck.
James Maus and R. Brooks to develop specifications -- checking with
neighboring towns who have recently bought and report back on August
24th*
Elm trees that are dead or diseased have been marked and methods and
time for removal will be determined in near future. Clerk instructed
to write article in Times advising residents that have trees to be re-
moved to advise village office that they may be included for removal
at same time. Cost may be paid directly to village office or assessed
on property tax.
Walt Mack reported that the new non -mercury seals have been received for
disposal plant. Walt to contact Fred Brenteson for help in installation
and coordinate with engineer.
Water and sewer permit action for Junior High School deferred pending
satisfactory plans and specifications and report of engineer. Village
superintendent to inspect.
Robert Westermann reported"that police car is in unsafe condition;
brakes bad, motor bad, generally worn out.
Bill Lvrenmann appeared before council requesting a beer license for
August 21 and 22nd. Council requests that a 125.00 refundable- deposit
be included with the license fee to allow for cleanup cost after the
weekend. Motion to apnrove issuing of license if in compliance with
ordinances made by Walter Markling, seconded by Richard Martie., Carried.
Roy E. Carlson requested hermit to build addition to house on West Broad -
war adding dining room and den.. Motion to approve by Richard Martie,
seconded by James Maus. Carried -- all in favor.
Tom Bondhus appeared before council regarding parking citation and having
car towed away from Cedar and Broadway. Case referred to Gary Pringle
to study parking ordinance and report on disposition.
Gary Pringle to follow up on revision of nuisance ordinance and present
at next meetfing.
Pringle reported on Martinson vs. Monticello Liquor Store suit under dram
shop act. Gary Pringle to follow through on case and keep council in-
formed.
Pringle requested that he be kept informed regarding council action on
county police protection to determine extent of revenues and other
services due village by law.
Township commissioners have conveyed through J. Metcalf and G. Pringle
a desire to meet with village council to determine zoning of agriculture
and non -agriculture lands.
Extensive discussion re: County Police protection. Motion by William
Sandberg, seconded by Richard Martie that village enter into a contract
with Wright County Sheriff's Dept. for police service to Monticello.
Details to be worked out with council and Sherifff Wolff and Deputy J.
Powers. In favor: Markling, Martie, Maus, Sandberg, Schleif. Against:
None.
Motion by Walter Marklin,g seconded by Richard Martie to approve payment
of second installment of 20,325.03 to Standard Contracting. Clerk author-
ized to pay by bank warrant or transfer funds from Liquor fund whichever
is more economical.
Motion by James Maus, seconded by Dick Martie to prepare plans and speci-
fications and reauest bids for Liquor Store parking lot #1, and to pre-
pare alternate plans and specs for Municipal Building service lot and
request bids. Carried. All in favor.
Discussion re insurance company's refusal to pay claims on water/sewage
damage for residents on Front Street. Residents will be requested to
submit claims to village to be referred to attorney.
Request by Vern Strand and Emil Carlson to erect 42" chain link fence
across back of property approved on motion by James Maus, seconded by
Walter Markling., Carried.
Request by Robert Felson to erect porch on back of house approved on
motion by R. Martie, seconded by Jim Maus. Carried.
Motion by James Maus, seconded by Richard Martie to pay bills as pre-
sented. Carried. Admin. - $4092.52; Police - 1335.72; Fire - 1254.04;
Park - `450.82; Payrolls - 13483.30; Water - 11245.33; Sewer - 1714.12;
Street - 12509.35; Service - 132512.08; Liquor - $32223.67.
Motion by James Maus, seconded by Dick Martie to approve minutes of
previous meetings as mailed. Carried.
Motion to iourn by 'Kalt Markling, seconded by R. Martie. So ordered.
