City Council Minutes 03-21-1972 SpecialVILLAGE OF MONTICELLO Monticello, Minnesota 55362 March 21, 1972 Special meeting of village Council - March 21, 1972 - 7 P.M. Meetin7 called to order by William Sandberg, mayor. Councilman Rowan, Blonigen, Markling and Martie in attendance. Absent: none. Al Zahler and Yonak Bros. also attending. Purpose of special meeting was to resolve garbage collection bids. Council studied attorneys opinion as rendered by Gary Pringle. (Attached). Motion by Richard Martie to reject all bids. Seconded by Blonigen. In favor: Martie, Blonigen, Markling, Rowan. Carried. Motion,by Malt Markling to instruct clerk to contact League of Minnesota Municipalities to get written opinion from their attorney re negotiating with one or more collectors for garbage service. Seconded by Martie. In favor: Martie, Rowan, Markling, Blonigen, Sandberg. Motion by Jeff Rowan to anorove for payment bills presented to council, seconded by Dan Blonigen. All -in favor. Liquor $12.908.61 General Fund $1.6P?.00,* Bond Interest $7,974.89; Insurance %.306.00. Motion by Walt Markling, second by Dick Martie to send Walt Mack to waste operators school April 10,11,12. All. in favor. The minutes of. the March 14 meeting were read and approved. Motion to adjourn by Dick Martie, seconded by Jeff Rowan. So ordered. Don W anlund, Clerk DG%lg March 20, 1972 Village Council of Village of Monticello MIO I am addressing myself to the question - whether the Village Council can accept a bid which is other than the one for the lowest sum of money, assuming that all bids meet specification. The Village Council is required to accept the lowest responsible bid. In a situation, like the one at hand, where services are involved, the Village must consider the responsible part of the bid as well as the lowest part of the bid. Where the bid is substantially lower, as. in this case where the three year period would result in a savings of approximately $1,500.00, the Village Council should be very careful to consider the quality of the services of each bidder. If it would appear that the low bidder could provide services equai.to triose of the next higher bidder than the Village Council should seriously consider going with the lower bidder. Gary L.
