Special meeting of V_llage Council, Wednesdav, April 26, 19729 7:30 P.M.
Meeting called to order by Bill Sandberg. Councilmen present: Dick
Martie, Dan Blonigen, Walter Markling, Jeff Rowan. Also attending were:
Bob Davis, Planning Commission; Bill Elliott, Engineer; Dale Johnson &
Gary Weaver, Au(?itors. Fifteen men from the Chamber of Commerce attended.
Minutes of previous meeting approved as read.
Bill Elliott explained that bids taken April 11 for carrier lines under
I-94 were firm for 30 days and that contractor has 45 days to complete
job after letting of bid.
Discussion on financing and need followed.
Motion by Walter Markling that council accept the bid from Widmer Bros.
for $17634-50 and that engineer prepare the contract for three water
services and one sewer service under 1_94. Seconded by Dan Blonigen.
In favor: Martie, Markling, Blonigen, Rowan. Abstain: Sandberg. Carried.
Motion by Walter Markling to transfer funds from liouor fund to cover
costs of installation and assess nronerty owners benefitted with interest
at 6% per annum for this project. Dick Martie seconded. Voting in favor:
Martie, Markling, Blonigen, Rowan. Abstain: Sandberg. Carried.
Harry Gahr complained of trucks narking for long periods of time on
Walnut Street.
George Phillips asked about enforcing two hour narking regulations on
village streets. Action deferred until next meeting to allow time to
study ordinance.
Gary Weaver went through the first ouarter audit report with council in
detail.
Motion by Walter Markling, seconded; by Jeff Rowan that we accept audit
report as presented. Carried -_ all in favor.
Dale Johnson presented the annual audit report for village for 1971.
Notes commented on were: 1) verify that bank has pledged enough securities
with FDIC to cover deposits 2) update property inventory records 3) check
investments and watch bond market 4) transfer surplus sinking fund monies
5) clerk change monthly disbursements reporting form.
Motion by Walter Markling that annual audit report for village of Monticello
be accepted as presented. Seconded by Jeff Rowan. Carried. All in favor.

Special meetine scheduled for May 2 to discuss assessment require-
ments and met'^ods for 1971 bonding nrogram, street maintenance and
buildine nrogram and sewer and water service to the south west
section of the village.
Thore Meyer to prepare cost estimates. Clerk to contact affected
property owners for their views (preliminary hearing).
Motion by Richard Martie to approves building permit request for
Dental Clinic on Lots 3 & 41 Block 24 (west of Hospital), seconded
by Rowan. Carried -- all in favor.
Motion by Jeff Rowan, seconded by Dan Blonigen that council re-
cognize Planning Commission recommendation and a-onrove building
permitapplication for Ken Lassen to build double garage on his
Lots 6-7-8.Block 32. Carried -- all in favor.
Motion by Walter Markling to apnrove building permit for two bay
addition to Standard Service Station. Seconded by Dan Blonigen.
Carried -- all in favor.
Motion by Dick Martie to buy a copy of 1971 Minnesota laws to
supplement law books on file. Seconded by Walter Markling. Carried,
Robert Davis reported that State Highway planned to install free-
wav fencing soon. Partial cyclone and. partial barb wire. Clerk
requested to write State Highway to request cyclone fencing all
the way.
Motion by Jeff Rowan, seconded by Dan Bloniven to appoint James
Hanna for a 5 year term to the Housing Redevelopment Authority.
Carried all in favor.
Clerk directed to initiate a letter to County Commissioners to pur-
sue effort to contract with the county for building insnector ser-
vice by County Btail dirg Inspector.
