Special meeting of Villa7e Council_ -- June 27 -- 7:30 Y. M.
Meeting called to order at, 7:30 P. M. by Mayor William Sandberg with
the following councilmen present: Dick Martie, Walt 1'Iarklin7, Dan
Blonigen and Jeff Rowan.
The minutes of June 13th were annroved as read except for the bill
arpr. oval motion by Dick Martie irith the second by Walt, Markling.
The statement "Carried -- all in favor's was omitted in the minutes.
They were annroved as amended.
After a lengthy discussion it was decided to yet bids on 3rd Street
and Cedar Street for a 11" haver lav and to instruct the villa7e
engineer to draw un specs for nroner compaction with the contractors
P!i.iaranteeinq their work for one vear. Motion by Walt Markling, second
by Dick Martie. Carried -- all in favor.
Buildinp nermit for L. 7artzler for an adiiti_on to his house annroved
on motion by 71a.lt Marklinp-, second by Pan Blonigen. Carried -- all
in favor.
Motion by galt Marklinq, second by Dan Bi.onip-en to retain the resolution
of May 10th on the Community School nro7ram as it stands. Carried
all in favor.
On motion by Walt Markling, with a second by Dick Martie, the villapte
clerk is to obtain the details necessary for chan7ing the governing
body of the public library from the school board to the village council_
so we may proceed with our affiliation with the Great River Library
Association. Carried -- all in favor.
Walt Markling moved to issue a permit to Lee Hatfield to display fire-
works on the 4th of July as prescribed in his letter, with instructions
for the mayor to sign the Dermit. Seconded by Jeff Rowan. Carried
all in favor.
Motion made by Jeff Rowan, seconded by Dan Bl_onigen to transfer $9,694.04
q, from 1971-2 eater Improvement Construction Fund to the I^rater Revenue
Fund; $5,913.47 from the General Fund to the Park Fund; $4,264.79 from
the Fire Fquinment and Building Sinking Funds to the General Fund.
Carried -- all in favor.
Motion by William Sandberg to ask for bids on a Tvne 2 Slurry Kote
re -surface, under International Slurry Seal Ass'n. Guide Snecs. A.-104,
on the streets in the village with the exception of Cedar and 3rd Sts.
Second by Jeff Rowan. Voting yes: Sandberg, Rowan, ?11onipen. Votine,
no: Dick Martie, Walt 'KarklinR. Markling's no vote was on the basis
it is not a nroner annroaeh to an adeouate street vro7ram. Motion
carried - 3 - 2.

Walt Markling made the motion to accept Earl Domke Jr's. anDlicati.on
for summer park maintenance. Second by Dick Martie. Carried
all in favor.
Motion by Markling and seconded by Dick Martie that the bill for
$2,000.00 from Standard Construction Co. under 1971-1 Street Im-
provement contract $7010-A, and the bill for 114,266.82 from Widmer
Bros. contract E 7110-C for I-94 Utility Crossings be raid, as re_
commended by the village engineer. Carried -- all in favor.
Motion to annrove petty cash check for $19Q.44 by Jeff Rogan, second
by Dick Martie. In fairor: Sandberg, Jeff Rowan, Dick Martie and.
Dan Dloni7en. No: Walter MarklinF. Carried -- 4 - 1.
Jeff Rowan made motion to adopt Minnesota Chanters 160 anO 171 of
the Minnesota State Traffic Corse, second. by Walt Marklins,. Carried
all in favor.
