Special meeting of Village Council -- August 29, 1972 --- 7:30 P. M.
Meeting called to order by 'dill Sandberg, mayor. Councilmen present:
Dick Martie, Walt Markling, Jeff Rowan, Dan Blonigen.
Initial discussion with representatives from N. S. P. -- Ward King,
Lloyd Lund, .gland Brusuen, law office and Robert Sander, Juran and
Moody, financial consultant -- centered on N. S. P's. request to
village to consider issuance of Municipal Industrial Revenue Bonds for
approximatel`r $4.5 million for eas emission control equipment under
P. C. A. regulations. This procedure handled under the Municipal
Industrial Develonment Act, Sec. 474, Minnesota Statutes. The muni-
cipality is not obligated in any way on these bonds as all issues and
costs are assessed to the benefited corporation. Sequence of program
to take from two to four months to implement start with the adontion
of a resolution by council, request to State Economic Development
office, to agreements, etc. between underwriters, corporation and
village. No action at this time.
Allan Schleif appeared before council to complain of water from Walnut
Street running into his driveway and lawn. Clerk to contact Thore
Meyer to follow up on Barbarossa to repair.
Chamber of Commerce downtown planning committee and community people
appeared before council.
Dr. John Kasper, Chamber of Commerce president, reiterated on down-
town planning proposal previously presented and requested that council
initiate the program.
Dr. A. T. Brenny requested a reading of the proposal so that all may
understand the program. Dr. Kasper read the proposal.
Extensive discussion followed with several persons from the group

Dr. Charles Fish, Jim Figenshau, Harry Rebo, Mrs. Kenneth Falk, Mr.
Ray Muller, Lois Schoeof, Les Finn John Kasper, Lloyd Lund, Lynn Smith,
Pete Christianson, Bruce Wachtor, bene Walters, Paul B,jorklund, Loretta
Doust, Otto Greifnow, Dr. A. T. Brennv, Al Larson, Dr. P. White, Hugo
Hillstrom, John Poirier).
Motion by Richard Martie to adopt the orop►ram, develop plans and set up
assessment hearing. Seconded by Walter Markling. In favor: Markling,
Martie. Abstain: Blonigen, Rowan, Sandberg. Motion lost.
Motion for adjournment by Walt Markling, seconded by Dick Martie. So
