Kevin Steffensmeier called the meeting of the IEDC to order at 7:00 a.m.

3. Approve Minutes:

4. Consideration of adding items to the agenda
The order of the agenda was revised.
DAREK VETSCH MOVED TO APPROVE THE AGENDA WITH THE CHANGES
AS INDICATED IN THE MEETING. MIKE CARR SECONDED THE MOTION.
MOTION CARRIED, 10-0.
5. Consideration of Draft proposed amended I-1 Outside Storage Ordinance
Angela Schumann discussed the draft ordinance for accessory use, outdoor storage in the
I-2 (Heavy Industrial).
Steve Grittman — NAC, reminded the IEDC that the I-2 currently allows outdoor storage
up to the size of the building. Grittman proposed allowing a Conditional Use Permit for
outdoor storage in the I-2 to be up to 300 percent of the size of the building. Proposed
standards were identified per the staff report.

6. Industry of the Year Planning Update
Kevin Steffensmeier presented the calendar of events for Industry of the Year. The award
breakfast will be held on Wednesday, October Yd
Appoint Nomination Task Force
Kevin Steffensmeier, Darek Vetsch, and Joni Pawelk volunteered to be on the
nomination task force. The nomination task force would be responsible for attending
the tours of up to three selected industries and provide a summary to the entire IEDC
board on their qualifications for the award. City staff would coordinate setting up
tours of the businesses nominated for the award. Joni Pawelk asked that the tours also
be available to the Chamber board.
Jim Thares reminded the IEDC that anyone can vote for an industry or another
business can nominate.
7. Reports: (Verbal Reports)
a. Economic Development Report
Jim Thares provided a year to date building permit report and an updated prospect
list.
Thares also provided the following updates on construction projects moving
forward:
• LaMont: Multi -tenant building with one of the suites having a laundromat
• Twin Cities Staffing
• Briggs Properties: 47 -unit apartment with 20% affordable units
• Block 52: Former antique building is owned by the EDA and vacant. The
Union Speed and Style building is owned by the EDA and former owners
will vacate property by April, 2019. One developer has expressed interest
in multi -family development on the block.
b. Planning Commission
The Planning Commission will be meeting at 6 p.m. Angela Schumann explained
that three public hearings scheduled to be held. The P.C. agenda is attached.
c. City Council
Jeff O'Neill stated that the Fallon Avenue overpass project is progressing. It is
expected that the Interstate will be closed overnight in 15 minute increments when
placing the bridge rails. Expected to occur starting in August.
Mayor Brian Stumpf and O'Neill provided an update on the Highway 25
Coalition. The City's website contains information about the committee,

including the meeting agendas and minutes.
O'Neill also talked about legislation that Xcel Energy is proposing. Lastly,
O'Neill explained timeline for the Integrated Resource Plan and its impact on the
nuclear power plant.
d. Chamber of Commerce and Industry
Marcy Anderson provided an update on Riverfest that was held in July. She noted
that moving Block Party into West Bridge Park was successful and that it is the
hope to continue holding the event there. Anderson also stated that the Chamber
will be looking for additional board members for next year. Information can be
found by contacting the Chamber office.

7. Consideration of Draft Business and Employee Survey Report I (JaT)
A. REFERENCE AND BACKGROUND:
In March 2018 the City of Monticello initiated an electronic survey to allow local
Monticello industrial and manufacturing businesses and employees to provide insights
about workforce issues impacting their companies. The survey included questions about
housing as well as community services and amenities with particular focus on affordable
housing, childcare, and public transit.
City staff attempted to contact 26 local industrial and manufacturing companies, and
received survey responses from 8 employers and 153 employees. Taken together, the
perspectives of the employers and employees provided a multi -faceted view of how the
issues identified in the survey content impact Monticello.
A copy of the draft review is provided for the IEDC's review which includes the survey
results.
B. ALTERNATIVE ACTIONS:
No action is necessary as the item is only for review, discussion, and comments.

Review Draft — Employee and Employer Survey
Executive Summary
In March 2018 the City of Monticello initiated an electronic survey to allow local Monticello
industrial and manufacturing businesses and employees to provide insights about workforce
issues impacting their companies. The survey included questions about housing as well as
community services and amenities with particular focus on affordable housing, childcare, and
public transit.
City staff attempted to contact 26 local industrial and manufacturing companies, and received
survey responses from 8 employers and 153 employees. Taken together, the perspectives of the
employers and employees provided a multi -faceted view of how the issues identified in the survey
content impact Monticello.
Employer Survey
Initially, the survey responses provided insight into the staffing and wage composition of the
companies. All respondents said the majority of their staff are full-time employees, though the
number of employees ranged from 11 to over 51 people. Three of these employers had over 51
full-time staff members.
Full-time employees by occupations varied greatly. A majority of these positions were in precision
production or operating occupations. Service occupations were the least held position.
Management were the smallest percentage of full-time staff.
Management positions averaged the highest wage rates with all responses indicating over $25 per
hour. Laborers were paid the lowest rate out of all occupation categories with 75 percent making
under $20 per hour.
In addition to full-time employees, one of the employers had over 51 part-time staff members,
and five employers had between 1-10 part-time staff. One of the employers had over 51
temporary employees.
Most part-time employees held positions in labor, precision production, or administrative
support. Part-time employees in precision production or professional or technical occupations
were paid the highest at $25-$29.99/hour. Part-time laborers were paid least at $10-
$14.99/hour.
All companies had a first shift, six had a second shift, and four had a third shift.
The survey responses also showed that over 50 percent of participating employers had concerns
with recruiting employees in operator/laborer, professional/technical, and service occupations
due to poor work attitudes and inadequate labor skills.
62.5 percent of employers that responded to the survey stated that they are hiring for full-time
employees.
Review Draft
The companies indicated that most of their employees lived more than 5 miles from their
business; however, a majority of responses indicated that housing for owner occupied and rental
was average.
The companies believed expanded affordable housing choices and expanded childcare choices
and hours were services that would support recruitment efforts.
Employee Survey
The issues identified in the employer survey results were also reflected in the survey results from
industry and manufacturing employees. The city received 153 employee responses by June 2018.
Nearly 70 percent of respondents live outside the city limits of Monticello. Of the 70 percent of
commuting employees, a majority (44%) indicated that the availability of affordable housing
options was a reason why they preferred living in other communities. The locations of other
family members requiring a different residence was also a factor for (35%) respondents. Several
respondents indicated they preferred living closer to the Twin Cities metropolitan area.
Respondents were then asked to rate housing opportunities for quality, availability, affordability,
and location for owned and rental homes.
• A majority indicated the quality (90%), availability (75%), affordability (72%), and location
t90M of owned homes was average or above. The largest concern of respondents was
affordability.
• A majority also indicated the quality (81%), availability (66%), affordability (68%), and
location (84%) of rental homes was average or above. The largest concern of respondents
was availability.
The respondents who indicated they live outside of Monticello were asked to identify
characteristics that would support their relocation within the city. A majority (54%) of responses
indicated expanded affordable housing options. Increased availability of step-up housing (37%)
and the tax rate (33%) were also considerations affecting a decision to move to Monticello. 79
percent of participants stated they lived under 20 miles from Monticello.
A majority indicated that they drove to work (95%) and that their commute was less than 30
minutes (84%).
Being a majority of participants live outside of Monticello, most do not use the sidewalks and
trails in Monticello. Of the 43 percent that use the trail system, many (82%) of these people used
the trails only for recreational purposes.
A majority (92%) of respondents did not utilize childcare services. Of those that needed childcare
services, many of them were satisfied. A few responses encouraged expanded hours.
In conclusion, the survey results contributed to a more comprehensive understanding of employer
and employee needs in the community. The responses demonstrated a need for additional
affordable housing and amenities to retain and attract people to Monticello.
Review Draft
Since Monticello has a high percentage of people that work in the community but live outside of
the city limits, the City should examine how it can attract both developers familiar with step-up
housing styles as well as affordable housing developers. This will help encourage families to stay
in Monticello when moving into larger dwellings a well as provide options for first-time home
homebuyers and low -moderate family incomes.
The City should also examine the goals of the comprehensive plan, housing study, zoning
ordinance, subdivision ordinance, and other documents to ensure the needs in the survey align.
This will help determine if the city should consider options such as amendments for larger lot
sizes or greater square footages for homes. It will also indicate if the city has created the
necessary incentives to encourage entertainment opportunities in Monticello's commercial
districts.
Additional community wide surveys may help to gather a better understanding of the
community needs as a whole. However, the employer and employee surveys provided the
necessary start of an analysis specific to Monticello.
