There is a MCC Advisory Hoard meeting being con ucted at the same time as the Parks Commission which
.lefT O'Neill will be attending. lie docs plan to com to the Parks Commission meeting to cover item # 9 so
when he comes in the Parks Commission may want 0 jump to that agenda item.
6. Groveland - If the Parks Commission could entativcIy schedule a date and time for a neighborhood
meeting on the Groveland park, it will give s afftime to post notice of the meeting and prepare the
mailing list. Initially, Adam Ilawkinsonindi 'ated that this would not be until February.
7. Sports Association Policy - This is a discuss on item. However at the last meeting, there was some
discussion on the new policy taking place UP( n expiration of the existing agreement, which was believec
to be 2003 or 2004. Attached is some inform tion relating to an agreement on the ballfields but I'm not
sure if this is the agreement that was referenc d at the last meeting.
10. Grant Applications - Adan1Hawkinson has een working on various grant applications and can
update you on that. Attached is just some general information we have received the 2003 grant
applications.

Earl Smith moved to approve the minutes of the September 19, 2002 regular Parks
Commission meeting and the September 25,2002 Special Parks Commission meeting.

Develooment Plan - G roveland Addition
Parks Superintendent, Adam Hawkinson, presented a drawing showing the proposed layout of
the park for the Groveland development. Th plan showed two driveways into the park,
approximately 36 parking spaces, three park helters, play area and fields for soccer/football
use. The Parks Commission discussed the p oposed layout. One issue was the placement of
the three shelters. It was felt that the shelter located 15 feet from the property line should be
shifted over more toward the chi Idren' s play rea. The placement of the fields was reviewed.
If the fields are moved towards the front oftl e park land, the children would have to walk
through the fields to get to the play area. Ad m Hawkinson stated there is a drainage swale in
the area that has to be retained so that impact d the placement of the various park design
clements. Larry Nolan asked if some type of fencing was going to be installed so the adjacent
property owners would know where the park and starts. lhe feeling was a split rail fence at
the corners of the park land should be suffieie t for this purpose. Pran Fair suggested that
instead of having the two shelters in such clo. e proximity to each other, one should be moved
closer to the playground equipment so that th parents would have a place to sit while
watching their children. Earl Smith suggeste locating one of the shelters by the ballfields.
Nancy McCaHrey felt that maybe the locatio of the shelters was something that the residents

could have input on when the neighborhoo :lmecting on the park plan was held.
Nancy McCaffrey asked whether the parkil g spaces would be straight in or angled. Adam
Hawkinson stated they would be straight if. The dumpsters would be enclosed and the Parks
Department is in the process of building do' eared fences around the dumpsters in the cxisting
parks. Weather conditions will dictate ho much can be accomplished yet this year. The
plan layout for the Uroveland park was acc ptable to the Parks Commission.
6. East Bridf!c Pathway Plan.
Adam Hawkinson submitted a plan for the athway at East Bridge Park. The existing stcps
will be removed and replaced with a bitumi 10US pathway. There are three spurs extending off
the pathway and these spurs would be adjac nt to the retaining walls where there would be
plantings. It is proposed that the existing plantings by the parking lot area would be
transplanted to the areas by the three spurs. Thc spurs could be SUrilIccd with wood chips,
Class V rock, or aggregate lime. The main athway would he blacktopped and would connect
to the pathway to West Bridge Parle
Fran Fair asked about the plantings along th back of the parking lot. Adam llawkinson
stated he didn't know where the property line was so he didn't know if there was room for the
plantings. The Parks Commission Jelt there should be some colorful plantings lining the side
of the parking lot. The Parks Commission discussed the planting areas by three spurs and it
was felt that perhaps each planting area coul emphasize a certain type of plant, i.e. iris bed.
The time lfame for the improvement was dis lIssed. Initially Adam Hawkinson had hoped
that the plantings could be moved this fall bt t he now felt that would be unlikely. It is
proposed that the planting areas be set up fir t so that when the pIantings in the area by the
parking lot need to be moved the new area is ready fix them. Earl Smith noted that they could
not wait too late into the fall to move the pIa tings because otherwise there would not be
sufficient time to complete construction of tr i I in that area and he suggested that they try to
have the plants moved by September ]'t. fr' n fair stated that if the pathway goes in, they
would probably want to open the area to the iver bank. This area now is overgrown.
According to Adam Hawkinson, the pathwa while it is not ADA accessible it is very close.
There was additional discussion of the time LIme for moving the plantings and whether the
bushes currently adjacent to the steps could b moved. Adam Hawkinson felt that the Fran
fair and the group who currently takes care of the plantings should study this aspect of the
project and determine what existing plants w uld be utilized, what would be transplanted and
when and the layout for the new beds. Nanc McCaffrey asked iffill would have to be
brought in and Adam Hawkinson stated they ould use what is there but if fi II was needed
there was fill from 71h Street that could be use 1. Nancy McCaffrey asked what material the
retaining walls would be constructed of. It w s felt that boulders would be used since there is
a stockpile of them available and it would cOllplement what exists in West Bridge Park. The
Parks Commission felt the pathway plan was orkable.

Development Plan - Ballfield.
Parks Commission Minutes - 10/17/02
Adam llawkinson submitted a drawing that slowed the location of the existing fields at the
Xcell':nergy property. Added to this drawinn was the layout for two additional fields. Earl
Smith has contacted Xcel Energy and had di" cussed getting a strip about 120 yards by 100
yards which would be adequate for the additi mal fields. The Parks Commission approved
the plan showing the additional fields and Ea -I Smith will continue to pursue this matter with
Xcel Energy.
8. Sports Association Policy.
The purpose of this item was to initiate discu sion on what staff and Parks Commission felt
were important elements to include in a policy for field use. Adam Hawkinson noted several
items from a League of Minnesota Cities pu lication that he felt should be addressed in any
policy the City would draft. Earl Smith men ioned an agreement with the baseball association
for the use of the fields which he believed w uld be expiring in 2004 or 2005. He felt the
City should have the new policy in place so t at it could be implemented when the current
agreement expires. It was felt that the polie would give the City more control over the use
of the fields by various groups.
The Parks Commission discussed issues rela ing to the use of the fields such as 111aintenanee.
Adam Hawkinson stated that the ballfield fe ces are 13 years old and in need of maintenance.
He has budgeted to replace one fence this ye r but he felt this fence replacement should be
accelerated. The fields are not being dragge properly after use and it was discussed whether
this was a lack of effort on the part of those oing the dragging or lack of knowledge on the
proper technique for dragging fields. It was iscussed having the City take up the
responsibility for dragging the fields and cha ge the participants a fee for the maintenance.
Adam Hawkinson indicated he had discusse with the Community Center Director staffing
for the concession stand and whether those it. dividuals could also drag the fields in
preparation for the games to be played.
The Parks Commission discussed the prcsen condition of the fields. It was felt that any
policy drafted concerning field use should sp cify who is the governing authority to determine
when the fields are playable. Hopefully that would mitigate some of the damage that occurs
to the turf when games are played on fields tat are too wet. The importance of keeping
different uses of the fields apart from each ot er, such has not having a soccer game going on
in a field next to where a softball game was eing played, was also discussed. The Parks
C0ll1l11ission was informed that the League 0' Minnesota Cities recommends that liquor
liability insurance be increased. The City p esently has $300,000 has the liability amount and
the LMC suggests $500,000.
The Parks Commission stated that they will e continuing discussions on what is needed in
the policy at future meetings. It was suggest d that the sports associations be given copies of
some of the policies the Parks Commission i' looking at so they have some idea as to the

Park Maintenance Items:
Adam Hawkinson submitted a list of the w rk completed by the Parks Department which was
reviewed and discussed by the Parks Comn ission. The Parks Commission discussed the
status of the work at the Rolling Woods Pa k and it was suggested that some kind of
neighborhood event for that park be schedu ed. Larry Nolan asked if the pathway that was
proposed as part of the Riverwalk developn ent was going to be done yet this year. Adam
Hawkinson indicated that was the intent.
10. Review Pathway/Sidewalk Plan.

Nancy McCaffrey reported that she and Lar Nolan made a presentation to the Council
regarding the entrance signs to the City. Jo n Simola had prepared the agenda item which
covered the sites for the signs and a copy of he sign design. The Council approved the
ordering of all lour signs. It was added that ity stafT would be responsible for the
installation, landscaping and lighting for the signs. Nancy McCaftreyindicated that she will
be getting a time line for the signs to be prep-red and more detailed costs. She also wanted to
verify the sign locations with John Simola at d have the sites staked. The balance of the work
relating to the signs would he in the hands 0 the city stafT.
Adam Hawkinson submitted inlormation fro 1 a 1978 trail plan that talked about the Battle
Rapids overlook. In addition a map of the right County Trail Plan was submitted and of
interest to the Parks Commission was the pro osed off shoulder path to run along County
Road 39.
Larry Nolan informed the Parks Commission ahout an upcoming seminar in Rochester in the
first part of November and encouraged those ho could attend to register.

AGREEMENT OF UNDERSTANDING
This agreement, executed tlus lei! day of })~ ,1992, between the City of
Monticello (hereinafter referred to as "T e City") and the Monticello Mens' Softball
Association (hereinafter referred to as "MM A"), sets out provisions for the use of and the
orderly reimbursement to the City for t e cost of constructing lighting of two (2)
softballlbaseball fields at the NSP softballlb seball complex park, and the reimbursement
of electrical costs for operation of said light .
The City and MMSA do hereby agree as fall ws:
1. The City shall pay all construe ion costs for the installation of lights for two
(2) fields.
2. The City shall assume responsi ility for routine maintenance and repairs.
3. The MMSA agrees to reimburse he City for the electrical costs associated with
operation of the ballfield lights n or before December 1 of each year.
4.
The MMSA agrees to reimbur e the City for a portion of the construction
expense related to the lighting i stallation in the amonnt of $5,000 over a 10~
year period.
5. The MMSA shall pay, and th City agrees to accept, the reimbursement
amount in annual installments of Five Hlllldred Dollars ($500) on or before
December 1 of each year, with rst year payable December 1, 1993.
6. The City shall not charge interes on the nnpaid balance of the reimbursement
sum.
7. The MMSA will notify City staff as soon as is feasibly possible of any repairs
and/or maintenance problems th t may require City attention.
8. The r."fMSA shall not be respo sible for reimbursement of any remaining
unpaid annual installments should the MMSA be dissolved and no longer
utilize the NSP ballfields.

4. Consideration of a rovin a eem nt with Monticello Baseball Association for
reimbursement of a ortion of the i htina cost at the NSP ballfields.
City Administrator, Rick Wolfst ller, reported that in 1992 the Council
authorized installation oflighting or two fields at the NSP ballpark complex.
As part of the decision to light the fields, the Monticello Baseball Association
and the Monticello Men's Softball ssociation agreed to help defray the cost of
the lighting project. The Baseball ssociation agreed to contribute $1,000 per
year for 10 years, and the Softball I ssociation pledged a contribution of $5,000
over 10 years. I

Wolfsteller noted that while the Baseball Association's commitment was
acknowledged by the Council in F bruary of 1992 as part of the decision to
light the ballfields, he also has no: prepared an agreement of understanding
that should be of record which utlines the .10-year commitment by the
association. W olfsteller also stated that the Baseball Association is supportive
of the agreement.
vVolfsteller also informed Council t at he will be preparing an agreement with
the Monticello Softball Associatio indicating their pledge of $500 per year
starting at the conclusion of the 93 season for a period of 10 years. This
agreement requires that the Softb 1 Association will reimburse the City for
electrical costs associated with the. lighting of the fields.

Roger Pribyl was in attendance to epresent the Baseball Association. Pribyl
noted the Baseball Association's s pport for the proposed agreement, and he
submitted a check in the amount f $1,000 to the City of Monticello as their
first installment toward their 10-y ar commitment.
After discussion, a motion was m de by Shirley Anderson and seconded by
Clint Herbst to accept the $1,000 p yment and adopt the agreement with the
Monticello Baseball Association for reimbursement of a portion of the lighting
cost at the NSP ballfields. Motion carried unanimously.

Enclosed you will find information on DNR grant rograms available for the 2003 application round.
Please review the materials carefully and thoroughly. Application requirements, such as due dates for
complete applications, do vary.
The total amount of funding that may be available r these programs is uncertain at this time. The
Legislative Commission on Minnesota Resources ( CMR) has recommended funding for several of
these grant programs. The 2003 legislature will con ider these recommendations for funding. In
addition, Congress will likely appropriate funds to t e states for the federal Land and Water
Conservation Fund. A final allocation figure for Mi nesota should be available after the first of the
year. Other federal funding is expected for the Fede al Recreational Trail Grant Program.
If you are interested in applying for a grant, we reco end that you return the enclosed Application
Request Form as early as possible. This will allow a equate time for the DNR staff to discuss the
project with you and provide the appropriate applica . on materials. Lead time may be required to
meet application requirements, such as holding a pu lic hearing, permit review, completion of
appraisals, etc.
Communities interested in the Outdoor Recreation 0 the Regional Park grant programs should check
out the 2003-2008 State Comprehensive Outdoor Re reation Plan (SCORP). To locate the final draft,
go to www.dnr.state.mn.us.click the "What's New?' heading, and find the link to the plan. At this
time, the final draft is under review by the National ark Service.
Informational meetings on the Outdoor Recreation, atural and Scenic Area, Regional Park,
Conservation Partner and Environmental Partnership grant programs will not be held this year. If
you have questions or need additional information ab ut those programs, please contact the
appropriate grants staff listed on the enclosed fact sh ets. There will be informational meetings on
the trail grant programs. See the attached meeting sc dule for details.
Also enclosed is information about the Minnesota Re eaf Community Forest Development and
Protection Grant program. This program is recomme ded for funding by the LCMR. A brochure

To increase and enhance outdoor recreation facilities.
Provides matching grant to local units of government for up to 50% of the
cost of acquisition, devel pment and/or redevelopment costs of local parks
and recreation areas.
Cities, counties, townshi s and recognized tribal governments.
Park acquisition and/or d velopment/redevelopment including, among
others, internal park trail ,picnic shelters, playgrounds, athletic facilities,
boat accesses, fishing pie s, swimming beaches and campgrounds. Contact
the Grants Manager with uestions about other eligible facilities.
Project proposals must in lude at least one eligible primary outdoor
recreation facility and ha e a total project cost of at least $10,000. Land
proposed for developmen and/or redevelopment must be owned by the
applicant or be part of an cquisition project. Significant progress must be
completed on active proj cts before an additional proposal can be submitted.
A maximum of 50% of th total eligible project costs. Applicants must be
able to fund at least 50% f the total project costs. The "local share" can
consist of cash or the val of materials, labor and equipment usage by the
local sponsor or by donati ns or any combination thereof. Costs must be
incurred and paid for befo e reimbursement can be made. Applicants arc
eligible to receive more t an one grant.
The Department of Natur I Resources will review applications during the
spring of 2003. Prelimin y grant awards will be announced in the summer
of 2003.
Projects cannot begin unti all requested final documentation has been
submitted and an agreeme t has been completed. This process can take three
months to complete. Most projects can expect to begin in the fall of 2003
and all work must be com leted no later than December 31,2005.
To receive an application, lease submit an Application Reauest Form. We
recommend that the Appli ation Request Form be submitted no later than
January 31, 2003. The co pleted application is due by March 31, 2003.

03 Application Cycle
To increase, protect an enhance natural and scenic areas.
Provides matching gran s to local units of government for up to 50% of the
cost of acquisition of n tural and scenic areas.
Cities, counties, townsh ps and school districts.
Eligible projects inelud fee title acquisition and permanent easement
acquisition. Minimal be terment activities are eligible as part of the proposed
acquisition project and i elude interpretive, educational or boundary signing
and protective fencing.
Project proposals must ave a total project cost of at least $10,000.
Significant progress mu t be completed on active projects before an
additional proposal can e submitted.
A maximum of 50% of e total eligible project costs not to exceed a
maximum grant of $500 000. Applicants must be able to fund at least 50% of
the total project costs. C sts must be incurred and paid for before
reimbursement can be de. Applicants are eligible to receive more than one
grant.
The Department of Natu al Resources will review and rank applications
during the spring of 200 . Preliminary grant awards will be announced in the
summer of 2003.
Projects cannot begin un il all requested final documentation has been
submitted and an agreem nt has been completed. This process can take three
months to complete. Mos projects can expect to begin in the fall of 2003
and all work must be co pleted no later than December 31,2005.
To receive an application please submit an Application Request Form. We
recommend that the Appl'cation Request Form be submitted no later than
January 31, 2003. The co pleted application is due on March 31, 2003.

LOCAL TRAIL CONNECl IONS GRANT PROGRAM

Applications must be received no 1 ter than February 28,2003. Pending the availability
of funds, reimbursement grant awa ds will be announced in July 2003.
The emphasis of this program is to promote access between people and desirable
destinations, not to develop signifi ant new recreation facilities. Its primary purpose is
to complete trails connections betw~en where people live (e.g. residential areas within
cities, and communities) and signif cant public recreation facilities (e.g. parks and other
trails). Priority will be given to res dential connections to state and regional facilities
and linking existing trail segments.
Provides reimbursement grants to II cal units of government for trail projects or serves
as a partial local "match" for a TEA -21 Enhancement project.
Land acquisition and trail developn ent. However, acquisition of trail right-of-way will
only be eligible when it is proposed in conjunction with trail development. Land
purchased with this fund will requir a "perpetual easement for recreational trail
purposes," and trails developed wid these funds will require a twenty-year maintenance
commitment by the project sponsor. Projects inside state park boundaries, state trail
corridors, or elements of the MetroI olitan Regional Open Space System are ineligible.

FEDERAL RECREATIONAL TRAIL PROGRAM

Deadlines! The complete application is due on February 28, 2003 to be eligible for this funding cycle_ Reimbursement
Important Dates: grant awards will be announced in the Summer 2003. Funds will be available no sooner than October 15,
2003.
Program Program funding comes from a portion of the revenue received by a federal motor fuel excise tax paid by the
Introduction: users of off-road recreational vehicles. Approximately $1,000,000 will be available for projects in 2003. Of
that total, 30 percent will be available for strictly motorized projects, 30 percent for strictly non-motorized
projects and 40 percent for projects that can demonstrate both motorized and non-motorized use.
How It works: A unit of govermnent must sponsor all projects; preferably in cooperation with a local trail organization.
Applications will be reviewed by the Department of Natural Resources (DNR) and the state's trail advisory
council, the Minnesota Recreational Trail Users Association (MRTUA), With consideration given to
MRTUA's recommendations, the DNR will make the final selections. If selected, the recipient will enter into
a contract with the State of Minnesota after required environmental documentation is completed. Slate
requirements as well as those by the Federal Highway Administration will guide procedures for
reimbursement. The DNR will only reimburse work that takes place after completion of the contract.
Eligible Activities: Motorized (snowmobiles, off-highway motorcycles, all-terrain vehicles and four-wheel drive trucks) and
non-motorized (hike, bike, ski, horse, in-line skate) trail projects are eligible for funding.
. Maintenance/restoration of existing recreational trails
. Development/rehabilitation of trailside and trailhead facilities and recreational trail linkages
. Purchase and lease of recreational trail construction and maintenance equipment
. Construction of new trails on federal, state, county, municipal or private lands
. Acquisition of easements and fee simple title to property for recreational trails
. Redesil!Jlirclocation of existing trails to benefit/minimize the impact to the natural environment
Nou-Eligible . Condemnation of property of any kind of interest
Activities: . Construction of trails within federally designated wilderness areas (with some exceptions)
. Upgrading, expanding, or otherwise facilitating motorized use or access to trails predominantly
used by non-motorized users prior to May I, 1990 on which motorized use is either prohibited or
has not occurred
MRTUA Priorities The Minnesota Recreational Trail Users Association has recommended the following priorities for 2003:
for 2003: . Projects that accommodate both motorized and non-motorized 'Uses, including same-season access
corridors.
. Projects that involve urban youth corps workers such as the Minnesota Conservation Corps will be
given special consideration.
. Any eligible all-terrain vehicle, off-highway motorcycle, off-road 4x4 vehicle, and snowmobile
projects. Priority will be given to trail projects and trail linkages to existing systems over
equipment purchases.
. For all horse, in-line skate, ski, and hike projects, priority will be given to trail linkages and
restoration to existing trail systems, necessary trail facilities, or trail signage to improve safety_
. Any eligible bike projects, including mountain bike.
Local Match: Fifty percent (50%) "cash match" for eligible elements of the project proposal is required.
. Neither this funding source nor the cash match can be used for in-house labor services and/or to
meet existing payroll (i.e., only contract services, materials and supplies are reimbursable)
. Regional Trail Grant Program, Local Trail Connections Grant Program and Outdoor

government is less than 95 percent of the cost of the project
. This program may be used in tandem with 2003 DNR Grant-in-Aid Agreements for capitol
improvements to pay for activities eligible under both programs (contract services, materials, etc.)
Grant Amount: Project proposals must result in at least $5,000, and no more than $100,000 of reimbursement.

Fishing Pier Grant Program
Program Purpose
To improve fishing opportunitie ,especially to meet the needs of children, the elderly, and
people with disabilities.
Eligible Projects Development and installation of fishing piers. Also, the program provides for the
development or improvement of shore fishing sites or shore fishing platforms. Local units of
government provide public land, accessible sidewalk/path, accessible parking space and on-
going maintenance.
Who May Apply Counties, cities, and townships.
Priorities Projects are selected based on an king the criterion which include but are not limited to the
following: public fishing demand accessibility, location, gamefish present, and project
sponsor donation.
Level of Assistance Up to 100% of development and installation of the fishing pier/shoreland site with a
maximum grant amount of $25, 00 for a traditional DNR floating fishing pier.
Generallnformation This program was created in 19 0 by the State Legislature. It has received funding from
various sources, including grant from the Legislative Commission on Minnesota Resources.
The piers are built by MINNCO Industries (state prisons) and more than 250 piers have
been installed statewide.

Water Recreation Cooperative Acquis tion and Development Program
Program Purpose To improve public boat accesses to Minnesota's public lakes and rivers.
Eligible Projects Acquisition, development and im rovement of public boat accesses, parking lots, docks, and
boat launching ramps. Engineeri g and design assistance is available.
Who May Apply Counties, cities, townships, and r cognized tribal bands.
Priorities Projects are selected based on r nking the criterion which includes but is not limited to the
following: public demand, locatio ,gamefish present, size of water body, accessibility, and
sponsor donation.
Level of Assistance The level of grant and technical a sistance fluctuates considerably depending on the project
scope, sponsor's need, and prog m's level of funding.
Generallnformation This program provides financial a d technical assistance to local governments for public
boat accesses on the State's rive s and lakes. It is funded through the State Water
Recreation Account (boat license fees and state gas tax used for marine purposes).

Information Sheet - 2 03 Application Cycle
To encourage the enhancement 0 fish, wildlife, and native plant habitats and research
and surveys of fish and wildlife d reedy related to specific habitat improvement
projects through cooperation by p ivate organizations and local governments.
Provides grants to private organiz tions and local units of government for up to 50%
of the cost of enhancing or impro ing fish, wildlife, and native plant habitats, and
conducting research and surveys f fish and wildlife.
Private organizations, counties, ci ies, townships, and school districts.
Eligible projects fall into two cate ories: I) Habitat Enhancement, and 2)
Research/Surveys. Habitat Enha ement projects include but are not limited to:
restoration of natural plant comm. nities; reforestation; protection of wetlands;
establishing native plant buffer s 'ps along streams and lakes; protection of water
quality; and abatement of soil ero ion. Research/Survey projects include but are not
limited to: monitoring environme tal indicators; surveying plant and animal
populations; evaluating enhance nt projects; and researching methods to conserve
or enhance fish, wildlife and nativ plant habitat. These research/survey projects
must be directly related to specifi habitat improvement projects.
Program funding A maximum of 50% of the total el'gible project costs. Applicants must be able to ftmd
at least 50% of the total project co ts. The "local share" can consist of cash or the
value of materials, labor and equi ment usage by the local sponsor or by donations or
any combination thereof. Costs m st be incurred and paid for before reimbursement
can be made. Applicants are eligib e to receive more than one grant.

Minnesota ReLeaf Communit Fo est Develo ment and Protection
Grant Pro ra ~ 2003-2005
Minnesota ReLeaf is a matching grant program that pro. ides funding to local units of government, non-
profits, and schools to incorporate a more comprehensiv approach in planning and managing their
community forest resource. In partnership with Tree Tr st, the Minnesota Department of Natural
Resources will provide educational and technical suppo t that will incorporate the various categories listed:
Grants will be award based on how projects demonstrat a comprehensive approach to the improvement
and management of community forest resources.
Category 1. Forest Health Protection: for fo est pests: sanitation and silivculture practices that
include mechanical root disruption for oak wilt, herbici es and/or biological controls, pest mapping, and
pest life stage surveys. Maximum grant amount for this category: $7,500
Category 2. Community Forestry Assessme t: creation of management plans, which include
inventory and assessment to integrate the forest resourc into their public infrastructure, zoning and
comprehensive planning for tree protection and diverse lanting efforts. Maximum grant amount for this
category: $7,500
Category 3. Tree Planting: tree planting to i crease species diversity to reduce gypsy moth
defoliation, restore habitats, improve air and water quali y, reduce erosion, conserve energy, replant oak
wilt pockets and storm damage replacement. Maximum ant amount for this category: $7,500

Level of Assistance: Proposals can include one or more of the areas of focus but the total amount of the
grant cannot exceed $15,000. Final applications will bel review by regional Minnesota ReLeaf Steering
committees.

Example 1: A community wants to inventory public trd s for species, size and. condition (Community
Forest Assessment Grant $5,500 + match) and develop d implement a plan to manage two line chestnut
borer. (Forest Health Protection Grant $7,500 + match). i The community then organizes a group of
volunteers to plant a local park to diversify tree species nd improve water quality in adjacent lake (Tree
Planting Grant $2,000 + match).
Example 2: A school has inventoried the trees and dev loped a management plan for their school grounds.
They want to design and plant an outdoor environmenta learning area (Tree Planting Grant $5,600 +
match)

boat access was in the early 19th century. There is a t 'ered ground area there that would lend itself to
ADA access. The purpose would be to promote fishin by creating better access to the river and also to

and will contain open green space for possible sports lay - soccer, baseball, youth football, etc. It will
also contain a large place structure since it will servi e about 300 homes in the development. There will
be a hard court and several shelter structures and bat room facilities. The parking lot will be large

PROJECT DE CRIPTION
The City of Monticello has two parks on either side 0 T.H. 25. West Bridge on the west and East
Bridge on the east side. We do have a rock path con ecting the two paths which goes under the bridge
and creates a safe wtry for citizens and others to get om one side of T.H. 25 to the other. At present we
have only steps in East Bridge which allows navigati (?f the hill at East Bridge only by those who have
the ability to walk them. The steps are old and need r, placement. Parks commission would like to see a
pathway so that bikers, roller bladers, walkers and th se with wheel chairs can navigate between parks
. and also gain acces..v to the trailway system currently n place. This would be a key connecting path for
the city. It runs parallel with the Mississippi River a it would be wonderful to make it accessible to
more people. We also have the beginnings of an arbo etum type garden in East Bridge which gives
people ideas on landscaping their own residences.
