EARL SMITH MOVED TO APPROVE l' E MINUTES OF THE NOVEMBER 21, 2002 REGULAR PARKS COMMISSION MEETING. FRAN FAIR SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 3. Consideration of addin items to the a en Jeff O'Neill added an update on new develol ments on the City's perimeter and its impact on the Comprehensive Parks and Pathways Plan. ,ince he had to leave early he asked that this be addressed fi rst. It was brought up that the terms of Larry Nol n and Nancy McCaffrey expire in 2002. Both Larry Nolan and Nancy McCaJ1i'ey indicated their illingness to serve another term. Added Items: Jeff 0 'Neill reviewed with the Parks Commission 1 properties that had petitioned for annexation to the City. lIe explained the criteria for determining whic parcels would be considered for immediate annexation. The City considered the properties read fiJr immediate annexation as those properties that had presented a preliminary plat or concept plan to t e City and had utilities availahle to serve them. The City and Monticello Township had agreed to ajoint r solution approving the annexation of those properties with the exception ol'the parcel known as the Chadw ck property. The City's Comprehensive Parks and Pathways Plan focused more on l~lciIities within the ity's boundaries. As the City extends further out beyond its original boundaries it creates gaps in the p an. Since many of these parcels will be developing in the next few months, the Parks Commission will be l' viewing the preliminary plats as far as park dedication and trail location. The Parks Comnlission needs to look at the areas proposed ti)!" immediate annexation and see what facil ities are needed in these areas and h )w the trail systenl should interconnect with what is existing. Parks Commission Minutes - 12/l9/02 . Jeff O'Neill then reviewed each of the parcels for c nnexation including the: I) Bruggeman/Bauer property along County Road 39; 2) Parkside at Mcadow Oa"s developrllent hy Harold Shermer; 3) the Farr development along County Road 18 (known as the I lermes property); 4) Jim Shultz property being developed as the Fields of Hillside Ilurst; 5 & 6) I en Shultz property/Maplewood development. The Parks COlllmission also looked at other properties in the area east of TH 25 that had petitioned for annexation to get an overall view of how rlluch arc was proposed l()r development and possible ideas for locations of parks. In looki ng at this area the Parks Commission was bing asked to determine what kind of park facilities were needed to serve the potential developments as well's the location of them. In addition the Parks Commission would have to look at the trail layout ,nd how the new developnlents would be connected to the existing pathway system. It was suggested tl1' t Steve Grittman, the City"s Planner, should be involved in this as it would require an amendment to the Cit 's Comprehensive Parks and Pathways Plan. Earl Smith noted that as this area develops the City also has to onsider increased staJling f()r the Parks Department. The Parks Commission discussed going with larger parks rather than smaller parks within each development. The Parks Commission also discus ed using power lines as trail corridors. In the past few years the City has gone away from having trails locic ted at the back of the lots and have placed the trails closer to the roadways. Earl Smith didn't feel that he power line area ifused for trails should be given credit towards the park dedication requirements. . The Parks Commission discussed the possihility or lcquiring 10-12 acres in this area to be used l()r ballfield development. Ballfield use would require a good r< ad access to theL\cil ity so that would be a consideration in where the fields should be situated. Adam Hawkinson stated that 4 ballJields and 2 soccer ilelds would require approximately] 6 acres. Parkil g for this size of ballfield complex would be about another 8 acres. Although the Parks COlllmission s looking for approximately 15 acres for ballfield use cast of "J]-j 25, they arc not waiving their intent ofaquiring land in the area of the Schluender gravel pit for ballfield use. Adam I lawkinson noted that work is in procc's on a grant application to cover the play structure for the (3rovcland development. In the grant it s ys that all power lines must be buried going into the property. Adanl Hawkins talked to the perso 1 handling the grants and she suggested moving the play area as I~rr away from the power lines as .ossiblc. Adam Hawkinson revised the development plan to show the play area and tl e hard court area switched about. Nancy McCaffrey . 2 . . . Parks Commission Minutes ~12/19/02 asked ahout moving the parking lot under t1e power line area. The slope of the land would prohibit the parking lot li'om heing moved entirely nder the power lines but it could he tlloved somewhat. Adam Hawkins stated that he submitted re uests for application forms for grants on the following projects: 1) Fishing pier - East Bridge Park 2) Groveland Park play structure; 3) East Bridge pathway; 4) Landscaping - Bridge Park; an 5) Pathway along CR 18 between Wildwood development and School Boulevard. He h IS received three grant applications back at this time. One of the requirements of the grant is that the City conducts a public hearing. The Parks Commission discussed the time frame fix 1 olding the public hearing. If the publication requirements can be met, they would like to conduct the uhlie hearings at the January 16th Parks Commission tneeting with all five puhlic hearings being 'ondueted at that meeting. Originally the informational meeting fi.1r the Groveland park developrne t was planned for that date hut the Parks Commission felt that should be moved to a later date. Adan) Ilawkinson submitted sketches of th ee different play structures for the Parks Commission to review that were in the price range budgele 1. In addition to the play structure, six swings would also be included. The Parks Commission iseussed some of the features the structures had and what features they felt should be considerec. A committee of Fran Fair. Nancy McCaffrey and Adam Hawkinson was set up to select the p ay equipment for this parI\.. 6. Pa.-J{ Maintenance Items: Adam Hawkinson suhmitted a list of the w. rk completed for the month. He updated the Parks Commission on the work at the Pioneer Par< shelter. 'fhe Parks Commission discussed the condition of the restrooms at Ellison Parle Adam Hawkinson felt that the plumhing was okay hut the restroom huilding needed to he replaced. There were funds budgeted in 2004 fCll' this work. 7. Updates: A. Grant Applications - This had heen iscussed somewhat earlier in the meeting. While it was pointed out that the state budget dell 'it may impact the state grant funds available, the federal funds are there. One of the grant appl ications is Ii.)r the steps and landscaping work at Bridge Park. Even if the City doe' not get the grant the condition of the steps requires that something be done soon. 8. lligh School Ballfield Lighting Cost - No information on this. c. 1-94 Interchange - Impact on athleti fields. Adam Hawkinson reported on a meeting he had attended where the interchanges were discussed. An interchange is being proposed f()l' CR 75 in the area of Orchard Road t at would impact the Xcel ballfield complex. This interchange is proposed to be constr cted within the next 7-9 years. There is also an interchange proposed for the County Road IS/County Road 75 area that will impact Freeway Fields. If constructed as pr posed the interchange would take out 3 homes, 1 .., ,J . . . Parks Commission Minutes - 12/19/02 ballfield and 1/2 the soccer field. This interchange is proposed to be constructed within the next six years. The Parks Commissi{ n felt that they should be planning fl.lr more ballfield development than 15 acres. There wa' a brief discussion on possible sites for ballfield development. Entrance Signs _ Nancy McCaffrey re )orted that the City took deliver of the entrance signs and the signs will be installed in the s)ring. crhe signs look good and they were pleased with the end product. D. Other Items: Adam Hawkinson reported that someone ofiCred to _ ay for plantings that would run along the knce at Riverside Cemetery. The plantings are proposed to 1e located behind the existing fence. The Parks Commission felt that the plantings Inay involve a 10 of maintenance for park stafl The Parks Commission also discussed the condition of the fence at the cem tery. The road in front of the cemetery (River Street) is proposed to be widened and a pathway installed. Earl Smith felt that irthis is the case it may be best to delay doing the plantings and replacing the fence until the street work is completed. Adam Hawkinson stated he would talk to the donor and see if they wo lid be interested in a different project such as the landscaping and plantings around the f1agpole area. Adam l-lawkinson sublnitted a proposal fl.)r operatic n of the concession stand and maintenance of the ballfic1ds at the Xcd ballfield complex. The prol_osal calls for the City to take over the concession stand and organizations using the liekl would be asked to help staff the stand and monitor the gates. The associations would continue to be responsible fl.)r tl e cost of the lights on the fields they use. The City would do all maintenance of the lields. In addition the City would give $3,000 per year rrom concession stand revenues to the various associations. The Y uth Baseball association would have use or the concession stand for their annual tournament. The Parks COlnmission discussed the financial information about the costs and revenues for the concession sta d operation.
