Consideration of ~lddin(J items to the a
Jeff O'Neillupdatecl the Parks Commissio 1 on the Hunters Crossing plat. The developer
has. at the request of the Parks Commissiol. included a 5 acre park that will be located in
the southeast corner of the development. b rdered by Fallon and School Boulevard. The
plat \vill now go on to the Planning Commission for approvaL Jeff O'Neill suggested that
the Parks Commission give consideration 0 creating a mirror park when future
development happens across School Boule 'ard.
4. Citizens comments ~md requests
No citizens \Yen~ present. but Adam Hawk nsnn and Ben I-litter said that a tlyer was being
circulated in the Groyeland neighborhood bout creating a neighborhood \\atch group to
discourage yandalism and abuse oCthe pIa' equipment (mostly kids with skateboards),
The abuse usually takes place \\hen the sk teboard park is closed. Adam Hawkinson will
talk with Kitty Baltos about keeping the skateboard park open longer.

Park Maintenance
Adam Hawkinson distributed a list of mai tenance items. The installation of the 3'd
welcome sign at H\"y 25 and School Blvd is still scheduled to happen before the end of
the year.
There was a brief discussion of vehicles diving on the pathways. It was agreed that a
letter to the editor in this week's the Mont cello Times encouraging people to report any
such sightings to the police is the appropri te thing to do.
Parks Commissioners approved the sampl s of"Master Mark" corners that Adam
Hawkinson will use to mark the corners of park land.

Nancy l'vIcCaffrey said that the parks inve tory list is almost complete, but needs to meet
with Adam Hawkinson to darifiy some itcms. The updated inventory list will bc lIsed
"whilc updating the 1998 Comprehensive Plan.
Recommendcd rcvisions to the Ci ,Or inance Section 11-6-1
Adam Hawkinson distributed John Simola's recommended list of items to consider when
requcsting park land. John Simola asked t at the Parks Commission rcvic\\' the list and
add these speci fie items to the City Ordin nce, Section 11-6-1, C & D.
The Parks Commissions also made these r commendations:
P~lragraph C should read: "Park dedicati n credit should not includc anv utility
easements, wetland or ponding area neces ary for the drainage plan of the particular
subdivision"
Changes to Paragraph D are as follows: and dedicated lor park purposcs should be
transferred to the City of Monticello by w, rranty deed. The deed must be clear with no
encumbrances. with all taxes and assessm nts aid and aeee ted at time the lat is

Park Uodates
CountrY Club Park
Adam Hawkinson stated the changes to be ade include moving the play area about 40
feet from it current location so it will be ab ut 60 feet from the nearest property;
shortening and painting of existing swing s 1. install new play set, wood fiber and border;
remove the fence and possibly the backstop retain the volley ball area using grass rather
than gravel.
Renamiml ark land ad.acent to Meadow 0 k Park
There is a strip of park land located by the leadow Oak Park parking lot/Park & Ride
that is called Parks ide Park. Adam Hawkin on requested that the name be dropped and
the area be joined to the existing Meadow ak Park.
FRAN FAIR MOVED TO DROP THE PA KSIDE PARK NAME AND TO INCLUDE
THE AREA WITH THAT IN THE ADJA ENT MEADOW OAK PARK. BEN

Ellison Park
There is $60,000 budgeted in 2004 to rebui d the bathrooms at Ellison Park. A new
building to coordinate with the existing log strllcture will be placed on the same site, new
concrete slab will be poured around the exi ting plumbing slab. Adam Hmvkinson will
bring the plans to the Parks Commission fo review. The goal is to have the bathrooms
completed before Riverfest 2004.
West Bridue Park
The $4.800 climbing wall \vill be installed .n Spring 2004. Adam Hmvkinson brought
documentation of other climbing walls that were far more expensive than the one chosen.
Ball/Athletic Fields
There was discussion about the slow progr ss in obtaining an additional site for hall
tidds. An increascd need for ball tields beg n in 1992 \vith temporary lixes to date. and
the need has bcen demonstrated and docum nted. Adam Hawkinson \\ill requcst that the
City Council direct the city planner to \\.or. to identitY and purchase property so new ball
tields are completed for the 2005 season.

Adam Hawkinson stated that Xcel Energ has brushed out the buckthorn and wild growth
in the back area of the park and city work have removed accumulated trash. A plant
screen will be installed.
Grants
Adam Hawkinson announced that the gra t submitted to create a fishing pier in West
Bridge Park has been approved, Two of t e five grants submitted in 2003 have been
approved. The first grant received is to re 0 the path along County Road 18.
In 2004 Adam Hawkinson plans to apply r grants to pave the pathway at the top of the
River Mill sliding hill and another grant to complete the bathrooms at Groveland Park

Revisions to Comprehensive Plan
At the last meeting, the Parks Commission disc ssed changes to the park dedication portion of
the ordinance. The recommendations of the Par s Commission did not go forward to either the
Councilor Planning Commission. leffO'Neill felt this item needed to be discussed at the staff
level tirst and since there were no plats coming p for immediate consideration, he felt there was
time for staff to address this.
9. Park Commission Appointments
The term of Fran Fair will expire on December L 2003. If Fran is interested in continuing on
the Parks Commission, the Parks Commission s ould recommend her re-appointment.
10. Identifying Goals/Projects for 2004 Focus
Ifti~e allows, this might be an opportunity for the Parks Commission to communicate with
Adam and his statT what things the Parks Comn ission \vould like to see accomplished in the next
year and likewise Adam can outline the prioritie of the Park Department.
