Consideration of addin items to the a e
The following items were added to the agenda: 1) Procedure for notifying residents of
changes in parks or park policies; 2) Parking for West Bridge Park; 3) Time table for
completion of work in East Bridge Park; 4) inal budget.
Larry Nolan suggested that the Parks Coml ission should give some thought to the first item
that was added to the agenda and this will b discussed further at the next Parks Commission
meeting. The budget was also discussed an the Parks Cominission specified the type of
format they would like to see. It was recom ended that an update on the budget be done at
each meeting.
4. Citizens comments and requests.
No one appeared under citizens comments.
5.
Park Maintenance.
A list of maintenance work completed by tl1 parks department was submitted. The Parks
Commission asked that Adam Hawkinson pI Ice straw muleh in the tulip bed at East Bridge
Park. Nancy McCaHi-cy asked about the en rance signs and if locations had been finalized

Country Club Park Dia2:ram.
The Parks Commission asked about remov 1 of the backstop at the Country Club Park. They
reviewed two proposed options for plaeem nt of new play equipment at Country Club Park.
The Parks Commission preferred the layou , which had the play equipment further away from
the volleyball court. Rick Traver asked i the play equipment was too close to the trees.
After further discussion the Parks Commis ion recommended Option #1 with the Parks
Department checking on how elose the pia equipment was to the trees and requiring that the

7. Tree Plantin2.
The Parks Commission discussed the infon ation submitted by Park Superintendent Adam
Hawkinson regarding the tree planting for 2004. Fran Fair stated that when the MCP donated
the money for the tree planting they envisio ed a community wide planting rather than just a
localized area. The Parks Commission not d that coordinating such an event would he a
considerable undertaking that because of w rk load and time constraints might not be able to
be done by a staff person. Fran Fair sugges ed that may be the Chamber of Commerce would
help in coordinating the event. She felt tha there may be some MCP money that could bc
used to hire an individual to coordinate the vent and referred to a letter the Mep sent to the
City on the use of the funds they donated. 1 was also suggested that a college student might
have some interest in possihly coordinating he event.
The Parks Commission discussed the use of hall and burlap trecs noting the higher cost of
such trees. Rick Traver suggested going ith "park grade" trees. Responsibility for
watering the trees was also discussed. Rick Traver suggested tabling discussion of this item
until Adam Hawkinson could be at the mee ing and the City could locate a copy of the MCP
letter.
8.
Review sketch
JefT O'Neill submitted a preliminary layout )f the proposed 250 acre development. He
reported that the staff was asking for 40 acr s of park f()r a hallfield complex. Since the
development is 250 acres, 1 ()<Yo of land wou d provide the City with 25 of the 40 acres needed
for the ballfield complex. Park dedication unds could be use to purchase the additional 15
acres needed. The proposed layout had th park fronting School Boulevard. A portion of
the park land does lie within the power line asement and on the sketch this easement area
was shown as parking area. On the prelimi ary sketch four ballfields were shown as well as
two soccer/youth foothall fields. On the oth r side of the parking lot was an open area where
play equipment could he placed.
The question of whether the developer shou d receive park dedication credit f()r that area
lying with the power line easement area was discussed. The Parks Commission felt that if the
developer put in a paved parking lot within 131 easement area they would give full credit.
Otherwise only partial credit would be consiered for the parking area and no credit would be
given for any open space or green space lyin' within the easement area. The wetland area is
on the southeast side of the development an JefTO'Neill indicated a pathway between the
wetlands and the ballfields is being propose . JefT O'Neill stated that the property has not

been annexed into the city so the Parks Co mission still has some time to study the layout
and comment on it further.
Ben Hitter expressed concern about having a ballfield complex so close to residential
developments especially if the fields were l'ghted. The Parks Commission felt the lighting of
the ballfields would have to be considered arefully in order to minimize complaints from
residents about the glare from the lights. T e Parks Commission was also concerned that the
ballfield complex might generate more noi e that one would usually find in a residential
neighborhood so it is really important for p ople who look at lots in this development to know
that a ballfield complex is being proposed .or the site.
Jeff O'Neill will present to the developer tl e Parks Commission position which is that there
should be 40 acres net of park land; 100% ark dedication credit given if the park land within
the power line easement is paved.; no park edication credit given for open space or green
area within the power line easement. The arks Commission reserved their right to comment
again on the detail layout for the park when the developer had it ready. It was suggested that
the Parks Commission look at the pathway ayout and how it will connect with adjacent
properties.
The developer would like start the develop ent this summer pending the resolution of the
annexation issues. The proposed developm nt has mixed uses consisting of single f~lmily
homes, townhomes and some commercial
Updates:
Jefl O'Neill reported to the Parks Commiss. on that in discussing collecting park dedication on
commercial property with the City Planner, the City Planner cautioned that additional
research should be done before imposing th - t fee. It was felt that the City needs to show that
the commercial development derives a ben fit liOIn the parks and pathway system. Jeff
O'Neill updated the Parks Commission on ommereial activity proposed to take place within
the City.
The Parks Commission directed that Adam awkinson select dates for the public hearing for
the various grants l~e.is ap.~ing fc?f. '~-he P rks Commis~ion .also wanted more ?etail on the
number and type of grant b1 bed for as ell as what Improvements were belllg proposed.
The Parks Commission reviewe the draft a Treement for the dock at the West Bridge Park.
The Parks Commission pointed out that the City would not own the dock structure but would
be responsible for maintenance. There was 'ome discussion on what happens if the DNR
does not have funds for major repairs to the dock and if there were any liability concerns
about the City doing maintenance on structL res they did not own. Larry Nolan pointed out
that the agreement calls for the City to cons ruct and pay for a hard surfaced, accessible
sidewalk/path which meets ADA requireme 1ts within one year of the date of the agreement
and questioned whether the City was willin to commit to that.
The review of the various segments of the Comprehensive Plan was discussed. The
commission members will continue to work on the revisions.

Parks Commission Minutes - 1/22/04
Larry Nolan stated that a schedule for gett ng the various projects done that are currently in
progress at East Bridge Parks is needed so that the garden group can do their planning. 'fhey
would also like to know the status of the lant material that was removed when the
improvements to the park were started.
Parks Commission discussed a request fro the Public Works Director to consider
designating 2-3 parking spaces along Loc st Street as 2 hour parking to alleviate parking
pressures that result in the installation of t e fishing pier. After discussion, the Parks
Commission felt the situation should be m nitored for a period of time before a decision is
made to designate any parking spaces as r stricted spaces.
The Parks Commission reviewed some ch nges proposed to in the rules and regulations for
Riverside Cemetery. There was some que, tion on the placement of markers on veterans
graves which they felt needed clarification

This letter is on behalf of the City of onicello Parks Commission. We have
struggled for years with the shortage of athl tic fields. At this time, Xcel and the
City of Monticello have an agreement for I d use where the City Ballfields are now
located just above your training center on th hill, just off River Street West. Since
we have a facility and an agreement already in place, we are asking you to consider
allowing us to use more of the land adjacent to the present ballfields. Ibis area
would be used for soccer/youth football fiel s. The property is located in Wright
County in the City of Monticello. The legal description of the area we are
discussing is the NE comer of section 4, T . 121N, R. 25W. The East line of the
. NW 114 of the NW1I4 of section 4 intersect on this property.
There is a great advantage to having . s area available for public use. Both
soccer and youth football have become very popular and we could use these fields
for multiple purposes. We would be able to ave lights for the added fields and have
a water resource available for maintenance. At this point we don't know if we can
afford irrigation but it would be an amenity e would wish to include on the site.
We would use the existing parking lot and c eate a pathway for access to the fields.
Bleachers would be set out along the outfiel fences at fields three and four. We
would have them on concrete pads to reduce maintenance costs. The only other
structure that may be set on site would be a ortable concession stand. It would
only be used during the season and then mo ed and stored elsewhere during the
winter months to avoid vandalism problems.

Modification of the existing site woul be minimal. We would only need to
level the area needed for play. I have includ d a map along to give your company
an idea of how much area we are requesting d how that may affect the person
currently farming the property. After talking with the fanner, Mr. Marv Gnan, he
indicated that he doesn't have any problem a ~usting his practices that he currently
applies to the area. The City would do all th modification, erosion control, and turf

Mr. Onan said that his crop would b harvested by the end of July or
begining of August. This would be an appr priate time for us to begin to grade and
seed. We are anxious about the project and would appreciate any suggestions you
may have to help this agreement become a r ality as soon as possible. In the past it
has always been a wonderful experience to ork with Xcel personnel and we are
looking foreward to continuing our relations . p well into the future.

Re: Agreement for Mississippi River Fishing Pier
Dear Adam:
As you requested during our recent phone co versation, I am sending this letter to
address a few concerns the city had concerni g items in the operation section of the draft
fishing pier agreement.

Letter c regarding hours of operation. I believe the current wording that the pier
;.e open during certain hours or in con 'unction with existing 1l11rie~iahli3hed heurs
of park use is basically the same as sa ing per current ordinance but I will change
the agreement to reflect that language.
Letter d regarding free and adequate p rking as well as handicap requirements. It
appears your parking plan along the s uth side of Front Street will meet this
requirement.
Letter i regarding the city's concern a out future replacement costs. I discussed
this item with staff in St. Paul and at e time the pier needs replacement, the site
will be re-evaluated and if the facility s serving it's intended purpose to the
satisfaction of the state, the costs to r lace the structure will be the state's
responsibility subject to availability 0 funds. Of course any contribution from
the city would be much appreciated.
Letter k regarding taking the necess action to protect the pier from damage and
if necessary, returning the pier to its 0 'ginallocation. The dates identified for
this to happen are not set in stone and he city has flexibility here as long as the
necessary steps are being taken to ens re this happens.
Also, you asked about any lighting requireme ts for the pier location. The state does not
require lights at fishing pier locations under th se agreements. The installation of
lighting is totally up to the discretion of the ci y and all associated cost would be their
responsibility.

District, or other proper governmental unit. If the subdivider chooses not to dedicate an area in
excess of the land required under this sectio hereoffor such proposed public site, the Council
shan be required to act to approve or disap rove the plat of the subdivision for a period of ninety
(90) days after the subdivider meets all the rovisions of the subdivision title in order to permit the
Council, School Board, or other appropriat governmental unit to consider the proposed plat and
to take the necessary steps to acquire, throu h purchase or condemnation, all or part of the public
site proposed under the official map or mas r plan.
LOCATION AND CONFIGURATION OF DEDICATION: In such cases where the developer
is required to dedicate land area, the City C unci] of the City of Monticello shall have the right to

Possible Swan Viewin Sites
January 28,2004
.. Mississippi Dr. - The city owns pro erty across the street from the park. A
parking lot could be created at that ite. Positive attributes would be that we
wouldn't have to relocate the swan ite and the Lawrence's could still
monitor people's behavior around t e swans. Problems would be that we
would still have a busy dead end str et and the property has springs in the
hillside. Whether or not we could e en get a compacted site for parking,
would be a big concern. We would also be using property that may be
valuable if sold since there is a rive view.
..
Battle Rapids - The City has a small parcel of park land along Co. Rd. 39 that
is not suitable for devolvement into recreational park for the city residents.
It would be possible to build an off amp form of parking for swan viewing.
The positive aspects would be that t e road can handle the traffic and the site
would be close to the present site. I the future the County is going to be
adding a biking trail along the river. The trail is part of a 'County Wide' trail
system that is starting to be constru ed at this time. It would be a nice area
for bikers to view the swans in earl fall and spring. Problems would be the
expense of construction of a parkin area, DNR permits to implement the
construction, and how to keep the s ans attracted to the site since the feeding
is one factor that draws them to the site. There would also be no monitoring
the people that come to view the sw . There can be some big problems if
people get too friendly with them, w see the problem now with Canadian
Geese. There is also the possibility at they could scare the birds so that
they do not come to the desired site nd then they are no longer an attraction
for Monticello.

.. West Bridge - This park is not over sed in the winter. The wanning house
provides skaters and sliders a nice inter facility to warm themselves while
enabling people to enjoying the out oor recreations. Some positive attributes
to this site would be that there will e a pathway going down to the river
where the bank is low and observati n would be adequate. There are also
town homes that look over the site d this may help monitor people's
behavior. Possible problems would e that the swan viewers wouldn't have
many places to park or may displac parking for the people coming to use the
existing park outdoor recreations. F eding resources would be a concern as
well. People in this neighbor hood ay start to complain also.

Ellison Park - Ellison is one ofMon icello's premier parks. It is seldomly
used in the winter except for the occ sional fisherman that is hardy enough
for winter fishing. There is some vi wing there already. I have personally
seen the swans there on several occ sions. There are more positive attributes
such as sufficient parking, easyacce s to Co. Rd. 75, and the area below the
banks are similar to that at Mississi pi Dr.. The down fall is the Canadian
Geese! Once they are attracted to a site they don't want to leave. We have
many complaints from park users an neighbors about the geese. They cause
damage to the park, scare visitors, d defecate at will all over the park. We
have spent a lot of time, energy, and resources trying to keep them away and
out of the park. The last two years e have been quite successful. Feeding
the swans at this location would onI bring them back. The annual Riverfest
is held at this park and having a goo e problem at this location would not be
acceptable.

Montissippi Park - This site would ve to be evaluated and given the Ok by
Wright Co. Parks. Site assets woul be that it is more natural and there are
no neighbors to complain. There w uld be sufficient parking and the banks
of the river are not too high. They high enough to get good photos and
hold back people from going down t where the swans would be feeding.
The draw back to the site is that the e is no one there to monitor behavior of
people. Feeding would have to be d ne by volunteers or city staff. This last
statement would hold true for all alt mative sites other than Mississippi
Drive.

.. In closing, these are some of the site with their positive and negative
attributes that I have been told abou or thought about for solving the "swan"
view dilemma. I feel that we should continue to host the swans here at
Monticello. Their presences have b ought an interest and recognition to
Monticello and extra economic perk . I believe one of these sites can be used
but there will be draw backs and ex enses to be evaluated for each site.
