UP Development: This has been carried oer for sevcral meetings. The developer is supposedly
submitting a revised plan. If there is a new Ian hopefully it will be made available for Parks
Commission review.

Riverside Cemetery: At a previous meetin the Parks Commission discussed long term
planning issues for Riverside Cemetery. A oPY of the minutes are attached for your review.
Adam Hawkinson is requesting that the Par s Commission formulate a recommendation to be
forwarded to the City Council on whether t ere should be any further expansion of the cemetery
or land acquisition for a cemetery at a differ nt site.
8.
Review of wetland replacement applicati n: At the September 13th Council meeting, the City
Council approved filling a portion of wetl d located in the back yards of some residents in the
Meadow Oaks area. To offset the loss of t is wetland area it is proposed to expand the wetland
area by the park. Council approval was co tingent upon review by the Parks Commission. A
copy of the agenda item the Council receive is attached.

No one spoke under citizen comments.
5.
Budget.
Parks Superintendent, Adam Hawkinson i formed the Parks Commission that the skyrocketing
price of steel will impact the budgeted pro ects. It is anticipated that most of the projects
involving playground equipment or [encin will run higher than planned because of the steel
price increases. He stated staff may try to install the fence for the hallfield this year that was
originally planned for next year in order to achieve some cost savings.

Tree Planting Event.
Adam Hawkinson reported that with the =ity requiring planting of two trees in the boulevard
area for each platted lot, there are no gre' t gaps of area that need to be filled in with trees.
'fhere was discussion on what areas sholl d be considered for the tree planting event It was
suggested that side yard plantings or plan ings along the pathway be considered. There was
some concern about doing any plantings n private property such as side yard plantings. Larry
Nolan questioned whether any survey ha been done to determine what areas needed additional
trees. Adam Hawkinson indicated that h d not been done. Rick 'fraver suggested that Park
Commission members when driving thro Igh the City should make note of any areas they feel
are in need of trees and pass this informa ion on to the Par}(s Department It was also
suggested that if the City could get some urrent aerial maps, that would also be useful in
pointing out areas in need of trees, It wa noted that one area that should be looked at is along
TH 25 going out of town towards Buffal .
The Parks Commission felt the tree plant ng should be held in April. The Parks Commission
will at the next meetings do more plannil g for this event

8.
Park Maintenance.
Adam Hawkinson submitted a list of the ork completed by stall and answered questions from
the Park Commission members on the st us of various projects. Larry Nolan asked about the
thistles growing in the MnDOT right-of- ay by the bridge, Park staff will cut the thistles,
spray the area and then mulch it Adam awkinson also reported that he had removed some of
the playground equipment at Balboul Par since it was in poor condition. Since only two
pieces of equipment remain at Balboul P' rk, Adan1 Hawkinson asked if the Park Commission
wanted those removed as well. The Park Commission determined that any pieces that met
ADA requirements and were not a safety on cern should remain. Fran Fair asked what work
the Parks Department was doing at Battle Rapids park. The Parks Department was mowing the
poison ivy and they still have some vines hat need to be removed there as well.
9.
Diseased Tree Program Update.
Adam Hawkinson brought up the existin ordinance relating to trees and suggested revising the
ordinance to bring it up to date with curre t practices and to expand the program to cover
diseases besides Dutch Elm disease. Si ce there arc other serious tree diseases such as oak
wilt, etc. that can inflict significant dama e to trees, he felt the program should include those as
well. The Parks Commission discussed what expanding the program would do as far as costs.
It was felt that this item should go before he Council for discussion as the Council needs to be
aware of other tree diseases that threaten he trees and they also need to determine what kind of
financial commitment they are willing to nake. Fran Fair also suggested that staff check with

the League of Minnesota Cities to see w at other communities are doing to address this
problem.

The Commission reviewed the discussio at the last Parks Commission meeting concerning this
park and the proposed improvements.
11. Updates.
A. Ryan Properties - Nothing to rep rt on this development.
B. East Bridge Park - Larry Nolan pdated the Parks Commission on the work that has
been completed at East Bridge Par and the positive comments he has heard about the
improvements. It was suggested t 1at perhaps some kind of celebration of East Bridge
Park could be done in conjunction ith Walk and Roll or River Fest.
Added Items:

Bathrooms - At the budget workshop, the City Co 111cil had discussed monies budgeted for restrooms
at Ellison Park. Their discussion centered on whe her permanent restrooms should be part of the park
improvements. The Council felt portable units sh uld be considered as they would be a more cost
efficient option. What was not clear from the Cou cil discussion was whether they were not in
support of the restroom replacement at Ellison Par. The Parks Commission stated that because
Ellison Park is a premier park, there should be pen anent restrooms. Fran Fair indicated she would
talk to the Mayor and Council do see if they could et clarify their position on the restrooms for Ellison
Park.
Fence Extension - Hillcrest Park: Adam Hawkil son reported that he has received a request from the
youth ball association to have the fence at Hillcrest -'ark moved out. The association indicated that if
the fence was moved out they would help pay for a 'fence. If it is decided to ex lend the fence, tills
work would not be done unlil next. This item will e back before the Parks Comntission in February.
Welcome Signs - Nancy McCafJrey asked iflocatio s had been determined for thc last two "Welcome"
signs. Initial discussion was to have it located at the Shell site but boulevard improvements have been
made in that area and they would be disrupted by the installation of the sign. It was suggested that an
area closer to County Road 106 might be more appro riate. The location for the sign at the east
entrance to the city was also discussed. It was noted that if the CSAH 18/1-94 interchange is initiated,
this area of town would be torn up and mayhe locatin of this sign should be held off until more is
known about the scope of the project. One suggestio was to place the sign where the watermain
crossing ofI-94 was heing done in the general area of Sunset Ponds as there was a bermed area there.
Xce/ Ballfield - Adam Hawkinson informed the Parks Commission that there is a proposed
development that might move fiJfward the proposal fo an interchange at Orchard Road. If this
happens it could impact the City's plans for acquiring and from Xed for additional ball fields.

REFERENCE AND BACKGROU
This wetland replacement project prop ses to remove a remnant wetland from the back
yards of residents living on Oak Ridge Drive and Meadow Oak Drive. The existing
wetland is the remains of a larger wetl nd that was filled at the time of the residential
development and has been highly degr ded due to its close proximity to residential
landscaping activities. City officials h ve also received numerous complaints about the
location of the basin and the condition f its outlet. Once it was determined that the trail
reconstruction as part of the Area 2 Co e Street Reconstruction project would require
wetland mitigation, a total replacement plan was undertaken.
Approximately 4,356 ft2 of Type 3 wet and will be filled by this project to accommodate
trail and storm sewer improvements. itigation is proposed to replace the wetland
impacts at a 2: J ratio, creating 8,712 ft2 of new Type 3 wetland in Meadow Oak Pond
Park. Mitigation will expand on the ex sting wetland in the park along the outlet
channels and provide a Type 3 wetland, which is higher in function and value than the
wetland it is replacing.
This replacement plan application has b tween reviewed and found to be in conformance
with the Wetland Conservation Act.
B. ALTERNATIVE ACTIONS:
. 1. Accept the Wetland Replacemen Plan.
2. Do not accept the Wetland Repl cement Plan.
C. STAFF RECOMMENDATION:
It is the recommendation of the Public orks Director and City Engineer that the
exemption be accepted as identified in Alternative Action 1.
D. SUPPORTING DATA:
A copy of the Wetland Conservation Act notice, site location and replacement location
has been provided in this Council packet.

Council approval. He noted that the head in parking would only add 1 -2 spaces over what
already exists. He suggested making a r p and a pathway to the viewing site. Fran Fair
asked if plantings or fencing could be use to screen the parking lot from the residence. It was
pointed out that in the winter because of t e snow, the cars can't park as close to the curb which
restricts the f10w of traffic. The consensu ' was that parking would need to be restricted on one
side of the street.
Adam Hawkinson suggested with the han icapped space that there should be a pathway right
behind the curb so that the individual ends up disembarking from their vehicle directly onto the
pathway. Adam Hawkinson indicated h has been approached by an Eagle Scout who is
looking at doing this as a project. The Ea Ie Scout would do the prep work and the City would
do the paving. Susie Wojchouski cautione that the pathway installation should not adversely
impact drainage.
Nancy McCaffrey asked about the using th cul-de-sac area. John SimoIa had indicated that
because that area is adjacent to the wastew ter treatment plant there would be some security
concerns. Also utilizing the cuI-de-sac ar a would mean that parking would be a block away
from the viewing area.
After discussion it was determined to restri t parking to one side of the street; install the
pathway and ramp for the handicapped and work on better signage for the area. Susie
Wojehouski stated it was a bad location for a park with an activity but they will make the
improvcments noted and monitor how it go s this year. The final plan for parking would have
two handicapped stalls with two additional on-handicapped stalls on either side on the park
entrance side and allow parking on the nort side of the street only. Susie Wojehouski will
work on this with John Simola and also kee the neighborhood informed of what is happening.
6.
Cemete
Adam lIawkinson submitted a summary of ecommendations that the Cemetery Committee had
proposed for long term improvements. It w s suggested that money be budgeted for the
acquisition of land for future cemetery use. Since there is not land available at the present
cemetery site for expansion, the City would ave to look outside that area for land.
The Parks Commission discussed the monie that were available in the cemetery funds. Since
these funds are very limited it was felt that f nding for major improvements such as land
acquisition would have to come through the ark funds. The Parks Commission discussed
whether the City should continue to operate cemetery with the feeling of the Parks
Commission being that cemetery operation i more of a church function than a city function.
The Parks Commission suggested getting ad itional information on how many cities operated
cemeteries. Fran Fair suggested getting the inisterial association involved in this process.
Rick Traver suggested going to the church gr up with specific numbers as far as lots available
at the present cemetery, annual burials and at estimate of when the cemetery would be filled.
Adam Hawkinson will review this with John imola, the Public Works Director. Rick Traver

also suggested that different fee schedul s for residents and non-residents be established.
Since River Street is proposed to be imp oved as part of next years Core Street Reconstruction
area, John Simola asked that the Parks C mmission look at making certain improvements to the
cemetery as part of this project. One of t e proposed improvements is a pathway along the
cemetery which would be connected to t e sidewalk proposed for West River Street. Normally
part of the pathway cost would be assess- d but in this case since the cemetery is city owned, the
funds for the pathway would need to co e from the parks/pathway fund. Parks Commission
also felt that the entrances and exit from e cemetery should be paved as well. There was
some discussion on the condition of the e isting fence and what options to consider Lor
replacing it such as a hedge or plastic fen ing.
7. UP Development

8.
Acquisition of land- Ballfield Complex.
It was briefly discussed whether any progess had been made in acquiring land Lor a 40 acre
ballfield complex. Possible sites that we e discussed were Sehluender, Gold Nugget and Our
Backyard. Rick Traver suggested getting the various softball and baseball groups involved in
the selection process.
Adam Hawkinson updated the Parks Com ]ission on the City's request to obtain additional
land from Xeel Energy for ballfield use.
9.
2005 Budeet Discussion.
Adam Hawkinson stated that some items t at had been proposed as part of the 2004 budget had
been eliminated due to budget cuts. Items that were going to be considered Lor 2005 included
replacement of the Bolens tractor, fence at he Xeel Ballfields, ADA structure upgrades for the
playgrounds and $30,000 for land purchas for ballfields. Adam Hawkinson also noted
changes in the budgeting process and how hat would impact the Parks Department.
10. Park Maintenance
Adam Hawkinson submitted a list of the w rk completed and noted some improvements being
proposed for the Park West Park and the C rdinal Hills Tot Lot. He also reported that the
pathway along CR 18 has been paved.

PURPOSE: It is the purpose ofthi chapter to protect and promote the public health,
safety, and general welfare of the eople of the city by regulating the planting and
maintenance of trees in order to pr tect trees and to prevent and abate hazardous and
nuisance conditions within the cit .
PROHIBITED TREES: It is unla fill to plant any species of elm trees within the city.
(Until such time a DED resistant variety is developed, proven and approved by the

ORDER TO TREAT OR REMO E: The City may order the trimming, treatment, or
removal of trees or plants upon P blic or private property when they shall determine
that such action is necessary to th public safety or necessary to prevent the spread of
disease or of insects harmful to tr es and shrubs.
REGULATIONS FOR PLANT G IN PUBLIC PLACES:
(A) No tree shall be planted 0 placed on public property or right-of-way without
the approval of the City E gineer.
(B) Permits:
1. No person shall p ant or remove trees or shrubs in public places without
first filling out an application and obtaining a permit from the City.
2.
The following pr visions apply to the issuance of permits where
required for plant ng in public places.
(a) Applicati n Data: The application required herein shall state

location, and specific name of each tree or plant.

(b) Standards for Issuance: A permit shall be issued if it is found
that the proposed plantings will be in the best interest of the
community.

REQUIREMENTS APPLICABLE TO TREES IN NEW SUBDIVISIONS:
(A) In new subdivisions, on lots with frontage on a single right-of-way, it is
required that two (2) trees be planted per platted lot if no trees are in existence.
For lots with frontage on more than one right-of-way, it is required that four (4)
trees be planted per platted lot if no trees are in existence. Two (2) trees must
be planted in the boulevard adjoining each yard having street frontage. (They
must be two different varities and be planted in accordance with
specifications set by City Forester or Building Inspectors.)

(B) In subdivision plantings, not less than two (2) or more than three (3) species of
trees shall be planted in any block, and neither less than twenty percent (20%)
nor more than fifty percent (50%) of the total trees planted in a block may be of
the same species. Only trees listed in Section 8-3-2 of this chapter shall be

(C) Required trees shall be planted in the boulevard at a location ranging from 4 ft
to 10ft from the curb. Precise location within this range to be determined by
the City.

(D) Required subdivision trees must have a trunk diameter of at least two inches
(2") at one foot (1 ') above the ground.

(G) No required subdivision tree shall be planted in soil too poor to ensure the
growth of such tree unless twenty-seven (27) cubic feet (3'x3'x3') of soil is
removed and replaced with suitable loam.

(A)
Forester: Duties: The po ers and duties of the City Forester as set forth in
this code are hereby conti rred upon the Park Inspector. It is the duty ofthe
Forester to coordinate, u der the direction and control of the Council, all
activities of the municipa ity relating to the control and prevention ofBtrteh
Elm disease (tree disease r). He shall recommend to the Council the details of
a program for the control of Dnteh Dim (tree) disease and perform the duties
incident to such a progr adopted by the Council.
(B) Program: It is the intenti n of the Council of Monticello to conduct a program
of plant pest control purs ant to the authority granted by Minnesota Statutes
1961, Section 18.022. T is program is directed specifically at the control and
elimination of Dutch EI disease fungus and elm bark beetles and is
undertaken at the reco endation ofthe Commissioner of Agriculture. The
City Forestershall act as oordinator between the Commissioner of Agriculture
and the Council in the co duct of this program. (Future tree diseases will be
addressed in the same m nner.)
(C) Nuisances: The followin things are public nuisances whenever they may be
found within the city of onticello.
1.
Any living or stan ing Elm tree or part thereof infected to any degree
with the Dutch EI disease fungus Ceratocystits ulmi (Buisman)
Moreau or which arbors any of the elm bark beetles Scolytus
Multistriatus (Eic .) or Hylurgopinus rufipes (Marsh).
2. Any dead Elm tre or part thereof, induding logs, branches, stumps,
firewood, or othe Elm material from which the bark has not been
removed and b ed or sprayed with an effective Elm bark beetle
insecticide.
3. (Any living Oak r part there olto a degree in which it may spread
the lungus throu h Gypsy Moth.
It is unlawful for any per on to permit any public nuisance as defined in +-and
2:--(1 - 4) to remain on an premises owned or controlled by him within the city
of Monticello. Such nuis ces may be abated in the manner prescribed by this
chapter.
(D) Inspection and Investigafon: The forester shall inspect all premises and places
within the city as often as practicable to determine whether any condition
described in (C) exists th reon. He shall investigate all reported incidents of
infestation of Dutch Elm ungus, elm bark beetles (oak wilt or Gypsy moth
mats.).
(E)
Entry on Private Premise : The forester or his duly authorized agents may
enter upon private premis s at any reasonable time for the purpose of carrying

out any ofthe duties assigned him under this chapter.
(F) Diagnosis: The forester shall, upon finding conditions indicating Dutdl Elnl .

(take) samples to the COnlnli55iollGr of Agriculture. for analysis or take such
other steps for diagnosis as may be recommended by the Commissioner.
Except as provided in (H), no action to remove infected trees or wood shall be
taken until positive diagnosis ofthe disease has been made. (Too time
consuming - as determined by a Minnesota Certified Tree Inspector.)
(G) Abatement of Nuisances: In abating the nuisances defined in (C), the forester
shall cause the infected tree or wood to be sprayed, removed, burned, or
otherwise effectively treated so as to destroy and prevent as fully as possible
the spread of Dutch Elm disease fungus, elm bark beetles, and (Dutch Elm
Disease, Oa~. Wilt or other diseases). Such abatement procedures shall be
carried out in accordance with current technical and expert opinions and plans
as may be designated by the Commissioner of Agriculture.
(H) Procedures for Removal of Infected Trees and Wood:
1. Whenever the forester finds with reasonable certainty that infestation
defined in (C) exists in any tree or wood in any public or private place
in the city, he shall proceed as follows:
(a)
If the forester finds that the danger of infestation of other elm
trees is not imminent because of elm dormancy, he shall make a
written report of his findings to the Council which shall proceed
by (1) abating the nuisance as a public improvement under
Minnesota Statutes, Chapter 429, or (2) abating the nuisance as
provided in 2 of this section.
.
(b) If the forester finds that danger of infestation of other elm trees
is imminent, he shall notify the property owner by certified mail
that the nuisance will be abated within a specified time, not less
than 5 days from the date of mailing of such notice. The
forester shall immediately report such action to the Council; and
after the expiration of the time limited by the notice, he may
abate the nuisance.
2. Upon receipt of the forester's report required by 1, part (a), the Council
shall by resolution order the nuisance abated. Before action is taken on
such resolution, the Council shall publish notice of its intention to meet
to consider taking action to abate the nuisance. This notice shall be
mailed to affected property owners and published once not less than
one week prior to such meeting. The notice shall state the time and
place of the meeting, the streets affected, action proposed, the estimated .
cost of the abatement, and the proposed basis of assessment, if any, of

costs. At such earing or adjournment thereof, the Council shall hear
property owner with reference to the scope and desirability of the
proposed projec. The Council shall thereafter adopt a resolution
confirming the riginal resolution with such modifications as it
considers desira Ie and provide for the doing of the work by day labor
or by contract.
3.
The forester sha 1 keep a record of the costs of abatements done under
this section and hall report monthly to the City Clerk all work done for
which assessme ts are to be made stating and certifying the description
of the land, lots, and parcels involved and the amount chargeable to
each.
4.
On or before Se tember 1 of each year, the Clerk shall list the total
unpaid charges r each abatement against each separate lot or parcel to
which they are a tributable under this ordinance. The Council may then
spread the charg s or any portion thereof against the property involved
as a special asse sment under Minnesota Statutes, Section 420.101, and
other pertinent st tutes for certification to the County Auditor and
collection the fol owing year along with current taxes.
The City Council ofMo ticello has determined that the health of the Elms,
(Oaks or other) trees wi 'n the municipal limits is threatened by a fatal
disease know as ( Dutch Elm Disease, Oak Wilt or other) diseases.
It has further determined that the loss of Em (diseased and dying) trees
growing upon public an private property would substantially depreciate the
value of property within he city and impair the safety, good order, general
welfare, and convenienc of the public. It is declared to be the intention ofthe
Council to control and pevent the spread offuis disease, and this ordinance is
being enacted for that pose.
It is declared to be the in ention of the Council to establish a policy for sharing
the cost of abatement of (tree) disease nuisances with the property
owners. The municipal s are shall be 50 percent and the property owner's
share shall be 50 percent. ($225.00 maximum contribution by the City.)

Interference Prohibited: No person shall prevent, delay, or interfere with the
forester or his agents while they are engaged in the performance of duties
imposed by this chapter.

ABUSE OR MUTILATION: No person shall (A) damage, cut, carve, kill, or injure
the bark of any tree or plant on any public property; (B) attach any rope, wire, or other
contrivance to any tree or plant on public property; (C) dig in or otherwise disturb
public grass areas, or in any other way injure or impair the natural beauty or usefulness
of any area or public property; (D) cause or permit any wire charged with electricity or
any gaseous, liquid, or solid substance harmful to trees or plants to come in contact
with them.

RIVERSIDE CEMETERY LONG TERM PLAN OUTLINE

The Lon Term Plan is itemized below in or
1. Landscaping main entrance area and ong path towards flagpole
The Committee would like to see the Cit work with a landscaper in developing a plan for
this. The Committee was not aware of hat expertise the parks staff had in this area and
doesn't know whether the Park Departm nt could do the work or whether they would have
to go to an outside source. The Park Dep ent has indicated that they did the plantings at
Ellison Park and that firms such as Steve s Nursery and Cedar Street Garden Center would
help in preparing layouts and planting lis s.
2. Sprucing up the entrance area includin better lighting for the area
The Committee feels the brick columns y the entrance are deteriorating and agree that the
lighting should be incorporated in the I dscaping plan (item #1).
3. Entrance monument with Riverside Ce etery name on it
The Committee wants recommends th t the monument has enough clearance for the
contractor equipment to pass under. The efore, the monument would be incorporated with
the archway at the entrance (item #7).
4.
Paving and widening of road
This may be an expensive item to budget ut the Committee feels it is necessary.
5. New fencing
The fencing would be across the front but it is also suggested that fencing be considered on
the east side where the cemetery abuts pri ate residences.
6. Planting 3' shrub hedge in areas withou fencing
The Committee recommends some sectio s where the shrub hedge should be planted, along
the east side and a section along the west s de. The shrubbery is being suggested as the cost
of fencing can get rather expensive. How ver, it is felt that areas where the cemetery abuts
private yards it should be fenced. The Co mittee feels the Public Works Department can
determine the height and type of fencing t be used such as4' chain link or 4'+ wrought iron
fencing. The location of the shrub would e from the side entrance going to the east and it
is suggested that an evergreen hedge be pI nted. At the present time nothing is there.
7. Archway at the entrance
The Committee feels Bailey Station on C unty Road 14 at Big Lake is very attractive and
that something such as this would work w 11. It was felt that this should be done as part of
the entrance monument (item #3).

Waterlirrigation improvements
The Committee suggests the City incorporate additional irrigation as the cemetery expands
to the west.
9. Clean up secondary growth area along the river
The Committee recommends cleaning up this area along the river bank to deter problems the
City has had in the past with individuals parking in the cemetery and climbing down the bank
to go fishing, as well as the dumping of leaves, garbage, mattresses, etc. It was felt that
clearing out the area would make any activities taking place there more visible to the public
and law enforcement personnel.
10. Planting of some flowering trees
This could be covered under the landscaping plan (item #1). The Parks Department has
recommended the dwarf variety flowering trees are not planted.
11. Placement of benches along river and the pathway
This would be incorporated in the memorial fund plan. The Committee suggests offering
maintenance free benches such as recycled plastic materials to be set on cement pads.
12. Replace existing shed
The Committee recommends that when the shed is replaced that it should be moved to a
more remote location towards the back ofthe cemetery for aesthetic purposes.
13.
Suggestion to chain off the other entrances to the cemetery
The Committee is not in complete agreement on this item. One member feels that for safety
and security reasons, chaining off all other entrance/exits other than the main entrance should
be considered. The member feels that if you force people to use the same entrance and it is
well lighted, it is less likely that they will go into the cemetery for other purposes. Other
members feel that chaining the entrance/exits that are used would make it seem
unweicoming. It should be noted that at the present time the main entrance does not stand
out that much and it may not be obvious to people visiting the cemetery for the first time that
this is the main entrance to use. Upon completion ofthe entrance area improvement, it will
be more of focal point and this item can be looked at again at that time.
Other Considerations and Items for Future Concern:
1.
Acquisition of land for future cemetery development
The Committee feels this is something that needs to be accomplished within the next five
years. The Committee suggests that it will be important for the Public Works Director to
initiate setting aside funds each year in the budget so that when a suitable site may become
available, the funding will be established for this purchase. It is preferred and recommended
that the City acquire an open flat parcel of at least 10 acres for a future cemetery. The City
would then be able to landscape and plot the site, as well as incorporate a pathway or
walkway throughout the cemetery.

2.
Mark walkways
The Committee feels that planting s bs, etc. would help better define what is considered
a pedestrian walkway and what is a . veway in Riverside Cemetery. This could also be
incorporated into the landscape plan (i em #1).
3. Tree maintenance/care/trimming tre s
The Committee feels that the City shou d be trimming trees in the area especially on the west
side where they are so thick. The Park Department shonld be in charge of detennining if
any trees need to be removed.
4. LeveVcompaction of graves/fill in Sun en graves
The Committee the City should make ure the excavating contractor is backfilling graves
properly and it is important that the c ntractor compact in layers as the grave is being
backfilled. This should help with the cu ent problem of sinking graves throughout Riverside
Cemetery. The sunken graves need t be filled in because they cause problems when
mowIng.
5.
Look at caretaker position for future stem
The cemetery may be something the Par s Department may end up handling and possibly
this may not continue to be a contract p sition. The Committee feels there are many pros
and cons of a contract caretaker versus a City employee caretaker. One member feels that
a contract caretaker position would not s e to the seeding, watering and other maintenance
on the grave sites. Other members feel he contract position could Cover that work but it
would require monitoring by City staff to see that it was enforced. One member noted that
with City employees they would generall be off from Friday at 4:30 p.m. until Monday at
7:30 a.m. and this could create a pro lem. If the City considers taking over this
responsibility, a rotating shift is suggeste for items that would come up on the weekend.
6. Find a program to ensure seasonal mai tenance plan
The Committee would like to see snow re oval at the main entrance and exits be done in a
timely manner and not just when there is funeral as there are many individuals who visit
the cemetery in the winter months to plac holiday wreaths, and ornaments, etc.
7. Plant grass and get it to grow
The Committee feels that regardless ofwh se responsibility it is (the City or a Contractor)
there has to be a greater emphasis on getting the new grave areas seeded and maintained until
the grass grows. It is felt that from this poi t going forward the City should see to this, but
it may not be feasible for the City to re-seed old graves as they are too numerous. The Parks
Department has suggested that the use of a lber mat to hold the seed and moisture in might
be utilized in getting the grass started. It sh uld be cautioned that there are some problems
mowing around the fiber mat but once t e grass is established the mat could then be
removed.
