SPECIAL MEETING — MONTICELLO CITY COUNCIL

1. Call to Order
Mayor Brian Stumpf called the special meeting to order at 4 p.m.
2. 4 p.m. City Administrator Evaluation — CLOSED MEETING
3. 5 p.m. Arts Consultant Space Discussion
Rachel Leonard, Communications & Special Project Coordinator, provided background
on how the Monti Arts Initiative is intended to use art as a catalyst for economic and
community development. The focus of the projects is to drive downtown revitalization
and create connections between people and place. Creative Arts Consultant Sue Seeger
expanded on this idea to describe possible projects in 2019 and how the use of 349 West
Broadway would provide the Arts Initiative space to complete these projects and
incorporate the necessary public participation.
The City Council discussed the space. Mayor Stumpf questioned if the area would be
adequate space or if the program would require additional space in the future. Ms. Seeger
responded that the space is sufficient. Mayor Stumpf noted that he is in favor of the
program, however, not in favor of this specific space.
There were questions why the initial costs of renovating the space were much lower than
currently presented. Ron Hackenmueller, Chief Building Official, responded that they did
not he did realize how the space was going to be utilized and underquoted the work that
needed to be done. Tom Pawelk, Parks Superintendent, reviewed the scope of work that
would need to be completed for the project.
Tom Pawelk and Ron Hackenmueller reviewed the proposed renovation plans and
support moving forward with the project. The item is on the regular agenda for approval.
4. 6 p.m. 2019 Budget Review
Wayne Oberg, Finance Director, gave a brief overview of the 2019 Property Tax Levy
and Budget. He reviewed the history of the tax capacity rate and the tax levy. The
proposed total city levy is $9,962,000, an increase of 4.3%, and the proposed HRA levy
is $348,000, a 7.7% increase. Also presented was the change in tax base. Specifically

discussed was the Xcel nuclear power plant - its market value decrease and the portion of
the city levy that now must be absorbed by residents.
There was some discussion on the increase in city taxes versus county taxes.
Commissioner Vetsch spoke on behalf of Wright County and noted that the county
received additional mandates.
The budget is on the regular agenda for approval.
