MINUTES MONTICELLO POLICE ADVISORY COMMISSION Wednesday, April 15, 2009 - 7 p.m. Members Present: Brad Fyle, Jim Roberts and Tom Perrault Members Absent: Dick Slais, Glen Posusta Ex -Officio Representatives: Lt. Dan Anselment and Sgt. Butch Darsow - Wright County Sheriff's Department Bruce Westby - City Engineer Others Present: N/A 1. Call to Order Commissioner Fyle called the meeting to order at 7:03 p.m. It was noted that a quorum was present. 2. Approval of minutes of January 21, 2009 Police Advisory Commission meeting. COMMISSIONER ROBERTS MOTIONED TO APPROVE THE MINUTES OF THE JANUARY 21, 2009 POLICE ADVISORY COMMISSION MEETING AS WRITTEN. COMMISSIONER FYLE SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY (3-0). 3. Consideration of adding items to the agenda. • Lt. Anselment — New District Sergeant Supervisor position • Commissioner Fyle — Extra patrol • Commissioner Fyle — Vacant Police Advisory Commission position • Commissioner Roberts — Budget discussion • Lt. Anselment — Police Academy Program 4. Wright County Sheriffs Department updates / O&A session. Lieutenant Anselment updated the Commission on several items including: • Wright County's 2008 year-end crime statistics are complete. • In general, crime was down county -wide in 2008 from 2007. • No new crime trends/patterns to report. • Fraud complaints, stolen credit cards and ID theft are on the rise, likely due to the economy. Detectives are busy solving some elaborate fraud cases, mainly at big -box stores. • The 6 to 10 PM shift handles extra calls for duties typically. • The Wright County speed trailer is due out on May 1 st. Lt Anselment noted good coordination with Monticello staff in using speed trailer for traffic enforcement. Police Advisory Commission Meeting Minutes April 15, 2009 Page 2 Traffic violations have been minimal recently. • Sheriff's Deputies book people in the jail for gross misdemeanors and felonies. • School resource officers have been very busy lately. The Wright County Sheriffs Office strives for continuity with resource officers so kids get to know them so they are more approachable. • Deputies try to move around the City when sitting in their cars completing paper work or making phone calls. Often misconstrued as doing nothing. NO FORMAL ACTION REQUIRED/TAKEN. 5. Update on adoption of Outstanding Citizen Recognition Award. The Commission reviewed the proposed award certificate and approved it as is. They also reviewed the nomination form and authorized placing the nomination form on the City's web site for applicants to use. Commissioner Fyle indicated he would be available to attend an upcoming City Council meeting to present the award to the Council for approval. Mr. Westby will then post the form on-line following City Council approval of the award. NO FORMAL ACTION REQUIRED/TAKEN. 6. Discussion of added items. New District Sergeant Supervisor Position: Lt. Anselment introduced Sgt. Butch Darsow to the Police Advisory Commission. Sgt. Darsow worked for the Howard Lake Police Department before coming to work for the Wright County Sheriff's Department a little over 10 years ago. Sgt. Darsow is now responsible for supervising the District Sergeants working in the NE quadrant of Wright County, which includes Monticello. Sgt. Darsow works the 2 to 10 PM shift, but can flex his hours if needed. Sgt. Anderson is our District Sergeant. Extra Patrol: Commissioner Fyle inquired whether the Sheriff's Deputies patrol the railroad tracks behind the Monticello Country Club golf course. A grass fire was intentionally set there recently. Lt. Anselment said they will try to keep an eye on it, but this area is not easy to access. Vacant Police Advisory Commission Position: Commissioner Fyle requested that the City advertise for this position ASAP, and that we keep it open for at least 30 -days to get a good pool of applicants. Commissioner Roberts asked if a special meeting may be needed to appoint the successful applicant. All Commissioners agreed that a background check of applicants might be a good idea. Budget Discussion: Commissioner Roberts asked if revenues generated by traffic enforcement stops go to the City or the Wright County Sheriff's Department. Lt. Anselment indicated that all such revenues go back into Wright County's general fund. Police Academy Program: Lt. Anselment indicated that Wright County is considering starting up a Police Academy program for about 20 to 25 people. This program would be in the evening for about 2 hours and would last for 7 to 8 weeks, targeting different areas each week. Police Advisory Commission Meeting Minutes April 15, 2009 Page 3 7. Tour of new Wright Countv Law Enforcement Center. The Commission toured the new Wright County Law Enforcement center from 7:50 to 9:00 PM. 8. Adiourn. REFERENCE AND BACKGROUND: Representatives from the Wright County Sheriff s Department will provide updates on recent crime statistics and issues affecting the City of Monticello, and will respond to questions and/or concerns from the Police Advisory Commission members and any citizens in attendance. B. SUPPORTING DATA: None. Police Commission Agenda: 7/15/09 5. Review of 2010 budget for Wright Countv Sheriffs Department. (BW) A. REFERENCE AND BACKGROUND: The City is in the process of preparing our budget for fiscal year 2010. Law enforcement is one of the City's budget items and this service is provided to all our residents by the Wright County Sheriff's Department. In the past, Council liaisons to the Police Advisory Commission have requested that the Sheriff's Department discuss their recommended services for the coming year during Police Advisory Commission meetings to assist the Council is approving the law enforcement budget. The Wright County Sheriff's Department is therefore being asked to make a recommendation on what level of service is likely to be needed in 2010, including a discussion on which enforcement areas may need expanded service such as traffic violations, neighborhood or park patrols. During fiscal year 2009 the City budgeted for a total of 18,980 hours (52 hours per day) for law enforcement services at a rate of $56.00/hour totaling $1,062,880. This included 24-hour call and general service. Sheriff's Department representatives are encouraged to provide feedback to the Police Advisory Commission during the meeting on any issues that may be causing them to have a hard time in providing any of the required services, or if there is anything the City can do to help them increase their level of service provided in specific areas. B. ALTERNATIVE ACTIONS: 1. Motion to City Council recommending approval of law enforcement services at the same amount of hours defined in the 2009 Law Enforcement Contract. 2. Police Advisory Commission Agenda: 7115/09 6. Update on efforts to develop Sheriffs Office space within Monticello Communitv Center. (BW) A. REFERENCE AND BACKGROUND: Bruce Westby will provide a brief update to the Police Advisory Commission on the efforts of City staff to develop a secure space within the Monticello Community Center for a local Sheriff's Office. Update on application for Economic Stimulus Funding for development of Wi-Fi application in conjunction with FiberNet Monticello. (BW) A. REFERENCE AND BACKGROUND: Bruce Westby will provide a brief update to the Police Advisory Commission on efforts to secure Economic Stimulus Funding for development of Wi-Fi services in conjunction with the build -out of FiberNet Monticello to assist law enforcement and emergency services personnel in completing their duties. B. ALTERNATIVE ACTIONS: None required. C. SUPPORTING DATA: None. Police Advisory Commission Agenda: 7/15/09 8. Update on current River Street / TH 25 access modification pilot project. (BW) A. REFERENCE AND BACKGROUND: Over the last year or so the City has modified access at the intersection of River Street and TH 25 in the form of two pilot projects that were intended to last 60 -days each however, due to comments received from the public, and in light of input received from Mn/DOT, the projects have lasted longer than anticipated. Currently, all access to East River Street at TH 25 is closed while access to West River Street from TH 25 is open in all directions. The only access allowed to TH 25 from West River Street is onto SB TH 25. City staff was planning on bringing this issue before the Council again on July 13th, but in late June the City received a request from the Monticello Downtown Business Association (MDBA) to delay further action by the City while the MDBA hired a consultant to perform an independent traffic study in the downtown area to assist them in developing their own conclusions about what modifications should be made at this intersection, if any. Staff has honored this request and plans on meeting with the MDBA this week to review the results of their study and to discuss specific access modifications at the intersection of TH 25 and River Street that may work better than others to support their needs. It should be noted that the needs of the business community and the residents along River Street are not necessarily the same though. The City has been gathering traffic data throughout the two pilot projects and has shared this data with the City Council and the public during various Council meetings, and we have also offered to share this data with the MDBA for their use if so desired. Staff is hoping to bring this item back to Council on July 27th for further discussion, but this date will depend on the progress made by the MDBA's consultant and on our ability to meet with them in a timely manner to develop a solution that everyone can hopefully support. REFERENCE AND BACKGROUND: To date the City has received one application to fill the vacant seat on the Monticello Police Advisory Commission which was vacated in April. The application was just received on July 91h and a copy of the application is included in your packet for review. The applicant was invited to attend tonight's meeting to witness first-hand what a typical meeting is like, and if the current Commissioners have any questions for him he said he would be happy to answer them as best he can.
