City Council Minutes 04-28-1986MINUTES REGULAR MEETING - MONTICELLO CITY COUNCIL Monday, April 28, 1986 - 7:30 p.m. Members Present: Arve Grimsmo, Fran Fair, Jack Maxwell, Dan Blonigen. Members Absent: Bill Fair. 2. Approval of Minutes. Motion was made by Blonigen, seconded by Maxwell, and unanimously carried to approve the minutes of the April 14 Council meeting as presented. 4. Consideration of Ratifying Union Contract. City Administrator Eidem informed the Council that he has been negotiating with the Union representatives on a new 2 -year labor contract which represents seven members in the City's Public Works Department. A final offer was recommended by the Administrator which included language changes in the grievance procedures, a language change in respect to compensation time in lieu of cash payment for overtime, the inclusion of $25.00 per month for dental insurance for the employee, an additional one holiday for Martin Luther King Day, an additional 24 hours of vacation time for an employee with 13-15 years of service, a language change permitting the City to place an employee on unpaid, inactive status when determined to be medically unfit to do the full Job. In addition, the contract recommended would increase wages 60c per hour during the first year and 42� per hour the second year of the contract. The Administrator noted that prior to the meeting, the Union representatives rejected the proposed new contract and requested that the second year of the contract include an additional 10� per hour raise to 52� rather than 42�. It was the Administrator's recommendation that the salary package and changes in the contract were equivolent to what was recently granted to non -Union employees and recommended that no further increases be granted. It was also the consensus of the Council members that the proposed new contract was similar to what non -Union personnel received during 1986 and didn't feel an additional increase in salary the second year of the contract was appropriate. As a result, motion was made by Blonigen, seconded by Fran Fair, and unanimously carried to instruct the Administrator to notify the Union representatives that the offer presented would be the City's final offer in regards to language changes and salary increases and to notify the Union that they could proceed with mediation if they so desired. Council Minutes - 4/28/86 5. Discussion Item - Orderly Annexation. Council members briefly discussed the Orderly Annexation Study and the upcoming meeting with the Monticello Township Board on Tuesday, April 29, at 8:00 p.m. It was noted that it was the Council's desire that hopefully orderly annexation is a workable approach and can be agreed upon between the Township Board and the City Council. 6. Consideration of Bills for the Month of April.
