City Council Minutes 05-19-1986 Board of ReviewMINUTES MONTICELLO BOARD OF REVIEW May 19, 1986 - 7:00 p.m. Meeting of the Monticello City Board of Review was called to order at 7:07 p.m. The Mayor opened the meeting for public testimony from affected property owners, and they were as follows: 1. John Miller. Mr. Miller objected to the high value which was placed on his rental duplexes in the Par West Addition when the FHA appraisal came in at $105,000.00 and we had $120,000.00 total Estimated Market Value. Mr. Doug Gruber, County Assessor, indicated by using the next lower grade the value could be adjusted to come in line with the $105,000.00 FHA appraisal. 2. Mike Muller. City Assessor, Gary Anderson, indicated that Mike Muller, owner of the Monticello Theater, had talked to him that his value be adjusted or looked at so he would be paying an equitable amount of taxes with the other commercial property owners. 3. Larry & Frederick Jude. A letter was received from Larry and Frederick Jude objecting to the high amount of property value placed on their newly purchased 4-plex apartment building. It was suggested that the City and County Assessor get a hold of Mr. Jude to review his property and come back to them with a new property value. 4. Armand Dierson. Mr. Armand Dierson questioned the value being too high on his newly completed addition to an existing house. The new addition with the existing house will comprise a duplex rental property. The value which they have applied for insurance replacement cost is around $70,000.00, with the value placed from the Assessor's office at $82,000.00. The consensus of the Board of Review members was to look at this property and come back to them with a recommendation. 5. Con Johnson. Mr. Con Johnson, owner of Johnson Properties, was present to represent fellow downtown businessmen in regards to the excessive high assessment on their commercial properties. Mr. Johnson questioned as to when the original re -assessment was made back in 1979 if a percentage could be added to them across the board for the entire properties. The Assessor's staff questioned if by adding a percentage would it just merely bring lower values up and higher values up with not accomplishing anything but the gap still being the same in the re -assessment process. Mr. Johnson questioned if the two assessors could come out and look at the commercial properties with each individual property owner and come up with a valuation and come back to the City Board of Review with these adjusted values. Consensus of the City Board of Review members was to have the City and County Assessors set up appointments with property owners which signed their names to the list and go out and meet with these property owners and come back to them with their recommendations. Also as part of their consensus was to look at the other property owners which were not present at the meeting to look at their properties either with physical inspection -1- Monticello Board of Review Minutes - 5/19/86 or to go through the values which were placed on them and adjust them accordingly. 7. Stan Douglas. Mr. Stan Douglas, owner of two commercial buildings, contested the high values placed on his two properties, with the percentage being 150% increase over seven years. The City Board of Review suggested that he sign his name to the list and the two assessors will meet with him to come up with a recommendation to them at a later date. 8. Kevin Fair, Fair's Garden Center; Floriano Brion, Northwest Medical Clinic; Dr. Dunn/Dental office. Motion by Fran Fair, seconded by Bill Fair, to have the City Assessor and the County Assessor set up appointments to meet with each individual commercial property owner that is on the list which will be signed after the meeting tonight to review their properties with them and get back to City Board of Review members to set up the reconvening of the City Board of Review for July 9, 1986, at 6:00 p.m. Also as part of the motion was for the property owners that weren't present tonight to review all of the older downtown property values. Motion carried unanimously. Motion by Dan Blonigen, seconded by Jack Maxwell, to adjourn the City Board of Review.
