Council Members Absent: Dan Blonigen. Staff Present: Gary Anderson, Rick Wolfsteller, 011ie Koropchak. County Staff Present: Doug Gruber. The Monticello Board of Review was called to order by Mayor Arve Grimsmo at 7:07 a.m. Mayor Grimsmo explained to the public, that the for hearing any complaints on their assesment properties on the estimated market value on individual or commercial property owners would be on a first come first serve basis with the appointments as set up with the county assessor to be heard first and the sheet would be handed out to those who have not signed up for it. They would be heard in the following order after the original scheduled list has been hear. 1. Brad Fyle, 2616 Meadow Oak Lane, PID# 155044-004060, Residential, single family house. Motion by William Fair, seconded by Fran Fair. Reduce the total estimated market value from $96,000 to $92,100. Motion carried unanimously with Dan Blonigen absent. 2. Mr. Joseph LaFromboise/Construction 5 Incorporated. PID# 155050 first parcel of five parcels 001010, 001020, 001030, 001040, 001050. Commercial appartment building property. Motion by William Fair, seconded by Fran Fair to reduce the total estimated market value from $1,717,900 to $1,629,900. Motion carried unanimously, Dan Blonigen absent. 3. Mr. Roger Dunn, commercial business property. PID# 155010-035060. Motion by William Fair, seconded by Fran Fair to leave the estimated market value as it appears on the 1988 assesment card of $37,000. Motion carried unanimously, Dan Blonigen absent. 4. Connie Kanthak, 209 Keven Longley Drive, residential homeowner. PID# 155048-001060. Motion by Fran Fair, seconded by Warren Smith to reduce the 1988 estimated market value from $93,800 to $87,100. Motion carried unanimously, Dan Blonigen absent. 5. Kevin and Karen Doty, 1225 Sandy Lane, residential homeowner. PID# 155012-001030. Motion by William Fair, seconded by Warren Smith to reduce the 1988 estimated market value from $89,400 to $83,000. Motion carried unanimously, Dan Blonigen absent. 6. Patricia Schwarz, 103 Hillcrest Road, residential property. PID# 155013-002061. Motion by William Fair, seconded by Warren Smith to reduce the 1988 estimated market value from $85,900 to $83,700. Motion by William Fair, seconded by Fran Fair to reduce the 1988 total estimated market value from $1,119,000 to $725,000. Voting for the motion was William Fair and Fran Fair. Voting against the motion would have been Warren Smith and Arve Grimsmo. No discision with Dan Blonigen not present, on a motion by Warren Smith, seconded by Arve Grimsmo to reduce the total 1988 estimated market value from $1,119,000 to $700,000, motion carried unanimously, with Dan Blonigen absent. 8. Monticello Roller Rink, 102 Thomas Drive, commercial property owner, PID# 155018-001011. Motion by William Fair, seconded by Warren Smith to leave the total 1988 estimated market value at $176,900. No change. Motion carried unanimously, with Dan Blonigen absent. 9. Mr. Kurt Markling, 246 and 248 Marvin Elwood Road, residential rental property owner. PID# 155035-001060. Motion by Fran Fair, seconded by William Fair to reduce the 1988 total estimated market value from $104,700 to $89,900. Motion carried unanimously, with Dan Blonigen absent, also, at recommendation of the Wright County Assesor, Doug Guber, and City Assesor, Gary Anderson, all of the duplexes similiar to Mr. Markling's would be looked at. 10. Mr. Ken Maus, representing Maus Foods, leasee in the Sixth Street Station Building owned by Raindance Partnership. Commercial property 508 Pine Street. PID# 155010-015010. Motion by William Fair, seconded by Fran Fair to leave the 1988 total estimated market value at $1,330,500 no change. Motion carried unanimously with Dan Blonigen absent. 11. Mr. Dan Forsberg, 1322 W. River Street, residential property. PID# 155023-001021. Motion by William Fair, seconded by Fran Fair to reduce the 1988 total estimated market value from $93,400 to $88,500. Motion carried unanimously with Dan Blonigen absent. 12. Nancy Spivak, 1607 W. River Street, residential property. PID# 155013-002030. Motion by Fran Fair, seconded by Warren Smith to reduce the 1988 total estimated market value from $94,700 to $85,200. Motion carried unanimously with Dan Blonigen absent. 13. Mary Brion/Northwest Community Medical Clinic, 103 Pine Street, commerical property. Motion by Warren Smith, seconded by Fran Fair to reduce the 1988 total estimated market value from $221,900 to $210,000. Motion carried unanimously with William Fair apposed and Dan Blonigen absent. 14. Mark Eaton, renter of Broadway Square Building, Commercial rental property, in Broadway rental building. PID# 155010-053070, 053090, 053100. Total 1988 estimated market value $234,200. Parcel 053070 consensus of the City Council members present was to defer this until Monday evening when the City and County Assesor can go out and take a look at this property. 15. Mr. David Capek, 1208 Sandy Lane, residential property. PID# 155013-002060. Motion by Fran Fair, seconded by William Fair to reduce the total 1988 estimated market value from $78,500 to $74,500. Motion by Fran Fair, seconded by William Fair to reduce the total 1988 estimated market value from $45,500 to $41,700. Motion carried unanimously with Dan Blonigen absent. 17. Mr. Leon Greenslit, PID# 155010-020030. The consensus of the board of review members present to have the City Assessor, Gary Anderson, and the County Assessor, Doug Gruber, view this property and come back to them with a recommendation on this. 18. Mr. Gary DeBoar, 1009 Golf Course Road, residential property. PID# 155500-101203. The motion by William Fair, seconded by Warren Smith to reduce the total 1988 estimated market value from $58,600 to $52,200. Motion carried unanimously with Dan Blonigen absent. 19. Mr. Jim Maus, 911 West River Street, residential property. PID# 155010-061030. The motion by William Fair, seconded by Fran Fair to leave the total 1988 estimated market value at $122,500 no change. Motion carried unanimously. 20. With all the public having been heard, with additional letters to be read and acted on, a motion by William Fair, seconded by Warren Smith to adjourn the 1988 Monticello Board of Review and have the City Assessor, Gary Anderson, and the County Assessor, Doug Gruber review the properties in which the letters were received and report back to them.
