Public Works Director, John imola, reported the City staff,
along with OSM, has review d the proposals submitted by
Dynamic Systems and by Bentec Inc. Simola reported that both
proposals were reviewed on a step-by-step basis taking into
account both performance an cost considerations. Simola
reported that staff is reco ending that the City Council
select the proposal submitted by Dynamic Systems in the amount
of $79,875. Simola based the recommendation on the fact that
Dynamic Systems will comple ely remove and install a new
control center, whereas the proposal submitted by Bentec
called for utilization of a ortion of the existing system.
The system offered by Dynamic Systems will also provide 20
control screens, providing in ormation regarding the operation
of the system and its variou parts to the operator, whereas
the Bentec system utilizes a C system that may not be able to
provide the same level of reliability. The companies
utilizing equipment furnishe by Dynamic Systems have been
pleased with the work and equipment provided by Dynamic
systems; and in summary, Dy amic Systems provides the best
product for an industrial ap lication.
Ken Maus asked if Bentec has he right to challenge the City's
decision in light of the fact that Bentec's proposal was less
expensive. Simola respond d by saying that due to the
emergency situation, the equest for proposals process
provides the City with the fl xibility to make a selection on
factors other than cost fact r.

After discussion, motion was made by Fran Fair, seconded by
Warren Smith, to purchase t e wastewater treatment control
center and associated service from Dynamic Systems at a cost
of $79,875, including the pe formance bond. Motion carried
unanimously.

Other matters.
John Simola reviewed a propos 1 to install street lights along
Gillard Avenue in front of 1 ts created with the development
of the Sandberg East Second ddition.
Dan Blonigen noted may be jumping the gun in
installing the lights time, as there are no residences
established on the city side of Gillard. Ken Maus concurred
and suggested that we wait u til the housing density in the
area is increased. In the eantime, it may make sense to
place one light at the inte section of Gillard and County
Road 39.
After discussion, a motion wa made by Dan Blonigen, seconded
by Shirley Anderson, to direc Wright Hennepin County Electric
to place one light at the in ersection of Gillard and County
Road 39 and consider adding dditional street lights at such
time that the residential dev lopment along Gillard justifies
additional street lights. M tion carried unanimously.
