Adjournment (8:00am) MINUTES INDUSTRIAL & ECONOMIC DEVELOPMENT COMMITTEE (IEDC) Tuesday, May 7th, 2019 — 7:00 a.m. North Mississippi Room, Monticello Community Center Members Present: Darek Vetsch, Kevin Steffensmeier, Wayne Elam, Luke Dahlheimer, Dick Van Allen, Don Roberts, Andrew Tapper, Mike Carr, Elizabeth Calpas, Randy Skarphol, and Kari Moorhouse Members Absent: Steve Johnson, Joni Pawelk, Don Roberts, and Christopher Church Liaisons Present: Mayor Brian Stumpf, Jeff O'Neill, Angela Schumann, Jim Thares, Marcy Anderson, and Duane Northagen 1. Call to Order Darek Vetsch called the meeting of the IEDC to order at 7:00 a.m. 2. Approve Minutes: a. April 2nd, 2019 meeting minutes ANDREW TAPPER MOVED TO APPROVE THE APRIL 2ND, 2019 MEETING MINUTES. LUKE DAHLHEIMER SECONDED THE MOTION. MOTION CARRIED, 11-0. 3. Consideration of Adding Items to the Agenda None. 4. Consideration of providing recommendation regarding proposed Zoning Ordinance amendment allowing Industrial Self Storage in the I-1 and I-2 Districts. Angela Schumann introduced the item and noted the City recently received a land use application to allow self -storage in an industrial district. The Planning Commission asked for comment from the IEDC on this matter. Schumann introduced City Planner, Steve Grittman. Grittman explained the land use request in further detail and explained that in a previous approval, the City granted eight lots for units of about 7,000 square feet each. It was noted that the developer came back to the City, to amend the types of uses that would be allowed on these lots. These uses would include self -storage, a relatively new use otherwise known as man caves". There are some suburban communities that have recently allowed these uses in industrial zoning districts. Grittman noted that the zoning ordinance does not currently allow such uses. Grittman noted that he was looking for any comments or suggestions that the IEDC may have. The IEDC discussed in length the proposal. Conversation revolved around parking, Industrial and Economic Development Committee Minutes — May 7, 2019 Page 1 1 3 traffic, and the use (self-storage/general warehousing). It was noted that the City does not have small industrial lots for developing. LUKE DAHLHEIMER MOVED TO RECOMMEND THE AMENDMENTS TO THE ZONING ORDINANCE ESTABLISHING "COMMERCIAL" AND "INDUSTRIAL" SELF -STORAGE LAND USES AS PROPOSED IN THE MAY 7TH, 2019 STAFF REPORT AND ORDINANCE. LIZ CALPAS SECONDED THE MOTION. MOTION CARRIED, 11-0. 5. Consideration of Update of BR&E Visits/Schedule — Verbal updates to be provided Jim Thares provided an update regarding the BR&E visits and remaining schedule. The first visit occurred on April 16th with FBM (Foundation Building Materials). It was noted that they were looking for assistance on getting their name out to the general public. A second tour occurred on April 25th with Aroplax. Thares noted that they were looking at a potential expansion project. Thares explained that a tentative visit was scheduled for May 21St with Midwest precision Machining. A visit is also scheduled at WSI/Polaris on May 28th. Kari Moorhouse and Liz Calpas indicated that they would be willing to represent the IEDC at this visit. 6. Reports (Verbal Reports): a. Economic Development Jim Thares provided the Economic Development report. He gave the following updates: • Briggs Companies — Rivertown Suites is continuing to progress. • Monticello RV — The EDA approved a gap financing loan for $118,500 for the construction of a new facility on Chelsea Road. • Headwater's Development — They are expected to begin construction in July or August pending land use approvals. • Fire Station — The City will hold a groundbreaking ceremony on Friday, May 10th • LaMont (Crown Bay — The development is expecting to open on in mid to late June. The first tenant is a laundromat facility. • Pinewood Elementary School is completing HVAC upgrades • Carlisle 6th Addition is approved for the development of 72 attached townhome units Thares also briefed the members on the prospect list as indicated in the agenda. b. Planning Commission Agenda (attached) Angela Schumann explained the Planning Commission items as indicated in the agenda. Chamber of Commerce Marcy Anderson stated that the Chamber Golf Tournament was being held on Thursday, May 16th. She explained that the registration is filled and a lot of sponsorships were received. Anderson also noted that Chamber memberships are steadily increasing. 7.
