SUBJECT: Staff Appointment.
Because the appointment of a staff person is a significant issue,
I have made it the only agenda it for this coming Thursday.
(I anticipate the banquet finance report to be handed out to
each member, be given a brief rev"ew, about 5 minutes). To date,
considerable discussion has been eld regarding the nature of the
staff appointment. There are s who have indicated that they
think the position should be of a highly professional nature
with the person being qualified t meet with corporate VIP's,
etC. Another group have referred to a staff person who could
pickuP a great deal of the cleric 1 type duties, seeing
through the legistical planning f r the banquet, etc., and
other similar type duties. Clea ly, it is absolutely
essential that a unified descript on of the position be developed.
A short time ago Gary Wieber and I had lunch together and dis-
cussed this position and the two ptions that to date had been
discussed. We arrived at the conclusion that there is a third
option which we should seriously consider and, in fact, I will
be arguing in favor of at the me ting. It is my contention that
through CETA, and in light of th wide spread unemployment, we
could find an accomplished busin ss person who could assume the
role of community development di ector. Such a position through
CETA would require matching fund on our behalf (most of which
is already in our budget) and wo ld last until september 30th,
when the Federal fiscal cycle e pires. I envision a person who
can be properly trained and supe ised wi thin city Hall, who
can playa role with the HRA [)eVl lopment, who can implement the
decisions of the Business commit ee and who can guide a developer
through every step short of act ally signing on the bottom line
on his behalf. on october 1st, if the partnership and .:robs and
Training Act is activated throu h the St. Cloud CETA office, it
is conceivable that we could co tinue to partially fund the
position. with a trial time pe iad, the appointee would under-
stand clearly that the job may ollapse. It would also be a
certain incentive for that pers n to perform effectively in
that if his development efforts can secure enough new jobs and
i.ndustry, his position becomes ell worth a full time salary in
the 18 to 20 range. For such a position to become permanent in
the city, it will require joint funding, and to secure said
funding from both the city and Chamber, a demonstrated excellence
will have had to occur. There ust be an obvious succesS rate.

In preparing for Thursday's meeting, I took the liberty to inquire
with CETA as to Whether or not there Were any likely candidates
for such a Position. The CETA case Worker that I have worked with
has indicated she has one Possible candidate. The individual has
a business background and has been involved with insurance sales.
He was a victim of the economic crunch and the resulting lay offs,
and consequently is in a Position to be eligible for CETA funding.
I indicated to the CETA worker that I would like to postpone any
action until this proposal was presented to the conunittee at large
and then if seen as a viable alternative by the c~nmittee, an in-
terview panel would be selected and we would meet with. the 'candidate.
I think of the two original alternatives discussed, the notion of
finding a three piece suiter who can hob knob with COrporate
VIP's would be the least workable. Each of us on the committee,
to some extent, have the ability to perform that task, to be the
welcoming committee, to be an invitation committee. That, as I
understand it, is the very function of the Conunittee and to
delegate that role to a single individual destroys the purpose
of the committee. What is really needed, as I see it, is someone
who can finesse developers as well as release the committee as a
unit and its members as individuals of the day to day tasks and
duties that each of us have assumed thus far. At the same time,
searching for a person who handles little more than clerical and
errands would do little to alleviate the load that is thrust upon
me and I am sure many other committee members in order to actually
assist a developer along the way to a financing package or the
Closing of a particular deal. In my estimation, we need someone
who can accomplish both.

In a slightly related matter, I am also investigating aCETA
person to use in City Hall for filing, typing, and various
and sundry tasks that need to be done Over the summer months.
If we elect to create a community development director, the
CETA clerical person could be also assigned to this community
development director so that he/she need not be a secretary
as well.
ONE FINAL NOTE: For the July meeting, I anticipate that each
subcommittee chairman will be requested to report on the
progress they are making On those programs identified in their
one year action plan. Similarly, at the July meeting, the
c'ommittee's preliminary 1984 budget should be presented. This
budget then will be reviewed in light on the City's contribution
during the City's normal budgeting period and will need final-
ization from tte Business Committee either in AU911st and
certainly no later than September.
