The IDC members received copy of estimated potential start-up
costs for the beverage pr cessing company and a copy of comparative
hook-up charges and build ng permit fees from Buffalo, Litchfield,
Elk River, and Big Lake. After some discussion, Joel Winkelman
made a recommendation and with the consensus of the committee
to establish a couple hyp the tical examples for start-up industrial
companies to determine th initial hook-up and building charges
and project the water and sewer cost over a five year period.
This to be a comparison a ong approximate five communities. If
continued studies warrant, thereafter, bring to the attention
of the City Council. It as agreed upon that initial sewer
hookup charges for the be erage processing company were out-of-
line. Mayor Grimsmo reported a St. Cloud company with special
water needs was allowed to have their own wells. City Administrator
Wolfsteller responded to a question that the city has in the past
generally upheld the hard nd fast rules of the zoning ordinance
for development. Mayor Gr"msmo representing the City Council
and Administrator Wolfstel er seeing no ramifications from the
City gave preliminary appr val to Shelly Johnson's recommendation
to notify the beverage pro essing company that the City of
Monticello remains in a ne otiable position to permit the use
of their own wells.

5. Consideration of 1988 IDC Ba uet S eaker, Charlie Herrmann.
It was by consensus of the I C that the committee could not
justify the cost of approxim tely $1,000 for a guest speaker
considering the banquets pur ose. Mayor Grimsmo suggested
Erik Fjerdingstad or Curt Ca lson. The committee asked Mayor
Grimsmo to pursue the invita ion to Curt Carlson. Koropchak
is to respond .to Charlie Her mann.
