Township — Brian Kolbinger; City of Big Lake — Raeanne Danielowski, Clay Wilfahrt, Layne
Otteson, and Hannah Klimmek; Big Lake Township — Bob Hofer and Steve Pfleghaar; City of
Monticello — Brian Stumpf, Jeff O'Neill, Jennifer Schreiber, and Rachel Leonard; and Wright
County — Virgil Hawkins
Others Present: Stacy Morse, Tom Emmer's Office; Claudia Dumont, MnDOT; Chuck Rickart,

1. Call to order.
The meeting was called to order at 7:30 a.m.
2. Election of Officers
Brian Stumpf nominated Raeanne Danielowski as Chair. By consensus Raeanne
Danielowski was appointed as chair, as there were no other nominations. Brian Stumpf
nominated Tracy Bertram as Vice -Chair. By consensus Tracy Bertram was appointed
Vice -Chair, as there were no other nominations. Raeanne Danielowski nominated
Hannah Klimmek as Secretary. By consensus Hannah Klimmek was appointed Secretary,
as there were no other nominations.
3. Consideration of approval of meeting minutes from meeting December 14, 2017.
Motion by Bob Hofer, seconded by Raeanne Danielowski, to approve the meeting
minutes. Motion carried unanimously.
4. Treasurer's Report
The account balance is at $100,942. Big Lake Township will be sending out dues notice.
5. Update on Highway 25 Corridor Study
Josh Maus, SRF, presented a review of the work completed to date. The presentation
included information on: the study's purpose; the TH 25 Coalition Mission; background
data; and transportation. It was mentioned that the TH 10/CSAH 11 intersection is
eligible for Corridor of Commerce funds. Mr. Maus then presented five options for a
potential river crossing. He commented on the proposed evaluation process and factors.
Of the five options presented Option A and Option E will attract the most traffic from the
existing TH 25 crossing. Mr. Maus then presented the study process and time frame and
what the next steps include.
An Open House on the study and the bridge options presented is scheduled for Tuesday,
February 13, 2018 at the Monticello Community Center. SRF will collect and summarize
public comments. After review of the open house on February 13, 2018, the development
of an area vision and implementation plan will be decided, followed by a second open
house and finalization of the study.
Raeanne Danielowski expressed concern in regard to the high current traffic numbers and
addressing the immediate issues. There was discussion on Corridors of Commerce funds
and Andrew Witter noted that this is an initiative of the county and is in need for letters
of support. Sherburne County is taking the lead and working with SRF on moving
forward.
There was consensus of the group to support the presentation and direction of the study.
Coalition members were invited to contact Mr. Maus with comments.
6. Transportation and related Economic Development or Land Use Updates
• Becker — Focus will be on industrial growth. The City is participating in a rail
feasibility study and has a significant number of road projects in 2018.
• Becker Township — None.
• Big Lake — Looking at further residential growth and commercial/industrial
development.
• Big Lake Township — Both residential and commercial growth.
• Monticello — There are a couple of industrial prospects. City is in process of
downtown development planning. There is a residential project in the works
which spans over next three years. There is some anticipation of increase in
traffic/growth due to the Bertram Chain of Lakes Athletic Complex.
• Sherburne County — Andrew Witter commented on the county's traffic study
and County Road Safety Plan update. He also mentioned that the Rail Impact
Feasibility study has begun. The project begins in Becker/Big Lake area. Steve
Taylor mentioned: 2017 there were 485 housing permits; $530,000 in broadband
grants; held a legislative meeting on January 4 to address transportation,
infrastructure, and health & human services; and Sherburne County is looking at
a local option sales tax.
• Wright County — County hired firm for their long range transportation plan.
Their County Road Safety Plan will be completed in spring. Construction of the
new county courthouse begins this spring. They are most likely selling their
current facility.
7. I-94 Update
There will be a legislative breakfast on Friday, February 16, 2018, in Rogers.

There being no further discussion, there was a motion by Tim Dolan, seconded by Tracy
Bertram, to adjourn the meeting. Motion carried unanimously.
