MINUTES
REGULAR MEETING - PARKS COMMISSION
Thursday, June 24,1999 - 4:30 p.m.

I. Call meeting to order.
The meeting was called to order by Chairman Larry Nolan.
2. Approval of the minutes for the regular meeting on May 20. 1999.
Nancy McCaffrey suggested that the name of the park be added to the minutes in item #6.
EARL SMITH MADE A MOTION TO APPROVE THE MINUTES AS AMENDED.
SECONDED BY RICK TRAVER. Motion passed unanimously.
3.
Consideration of adding items to the agenda.
Discussion on the Pioneer Park and Bridge Park were added to the agenda.
4.
Discussion on selection of a meeting time for the annual tour.
The annual tour of the parks was scheduled for July 7, 1999 at 4:30 p.m.
5. Review the park and trail plan for the Groveland preliminary plat. - Jeff O'Neill
Jeff O'Neill, Deputy City Administrator, reported on a new subdivision application called
Groveland in the southwest area. Mr. O'Neill reviewed the comprehensive park plan
with the commissioners. This area is targeted for a regional park, however, the
Grovcland area will also need a neighborhood park. The Commissioners agreed to the
location of a four-acre park shown on the preliminary plat, however, did not agree with
location of the cul-de-sac. The park would not be sufficient for the entire park dedication
requirements. The remaining park requirement would be requested in cash. The reason
the Commissioners decided on cash instead of land was that the regional park targeted for
this area would provide the area with additional ball field space. Mr. O'Neill also
reviewed the pathway system with the Commissioners. There was some concern with the
pathway system along the power line corridor.

Discussion on dcvelopment of park area adiacent to Klein Farms park - Pioneer Park.
Mr. Jeff O'Neill, Deputy City Administrator, reported to the Commissioners that the
property owner with the land to the south of Pionccr Park is intcrcsted in dcveloping the
area in the near future. 'fhe property owner would dedicate the portion of land next to the
park if the Parks Commission would like to extend the park area. Mr. O'Neill added this
area is wooded and would be a buffer between the park and the residential area. The
Commissioncrs decided that the wooded area would be a nice addition to the existing
park. It was decided to add this to the park tour on July 7th.
7. North Anchor reoort. - Earl Smith, Rick Traver
Earl Smith and Rick Traver reported that the North Anchor Committee's work would be
completed after their next meeting and a recommendation would be made to the City
Council at the first meeting in July. Mr. Smith stated a subcommittee from the Park
Commission should be formed to decide what the next step should be for the Park's
Commission. A subcommittee of Rick Traver, Earl Smith, Grcgg Engle, and Wanda
Kraemer was formed to review the previous suggestions.
8.
Park Maintenance reoort.
Gregg Engle, Park Superintendent, reported on the maintenance projects.
9. Update on Riverfest Committee
Wanda Kraemer, Administrative Assistant, reported that the plans for Riverfest were
going good. The City Staff and City Commissioners had been requested to help with the
concessions at the Saturday Night Riverfest Dance. Ms. Kraemer added if anyone could
assist with concessions to let her know. There would also be a float for the new
community center if anyone wishes to ride in the parade also contact Ms. Kraemer.

BY NANCY MCCAFFREY. Motion passed.
