MEMBERS ABSENT: Lowell Schru p, Dale Lungwitz, Rick Wolfsteller,
Linda Mielke and Dan Carlson.

1. CALL TO ORDER.
Chairperson Shelly Johnson called the IDC meeting at 7:05 AM.
2. APPROVAL OF THE MAY 19, 19 8 IDC MINUTES.
Ron Hoglund made a motion; 0 approve the May 19, 1988
IDC minutes, seconded by H rvey Kendall, the minutes
stand approved.

3. CONSIDERATION OF THE JOINT MEETING BETWEEN THE PLANNING
COMMISSION, THE HOUSING AN REDEVELOPMENT AUTHORITY, AND THE
IDC.
The date for the joint mee ing between the Planning Commission,
the HRA, and the IDC was a nounced as Thursday, June 30, 1988,
6:30 PM at the Monticello ire Hall. Suggestions from the IDC
for the agenda included a ist of the commission/committee
members with an overview 0 their activities, and a letter
of confirmation to be mail d to all participants. Emphasis
of meeting to be a coopera ive effect between the commission/
committee for common g6als, image of development within the
city and landscape, buildi g requirements for industrial
zoned land.

Koropchak reported Elmer L. Anderson had declined the IDC
invitation to be guest spe ker at the banquet, September 19,
1988 because one, other co mittment; and second, retirement
from public speaking. The' committee suggested the following
list of potential speakers:
1. Roger Moe, Senate Majority Leader
2. William Schreiber" House Minority Leader
3. Glenn Taylor
4. Skip Gage, Carlso Corporation
5. Garman McNeilius, McNeilius Trucking and Mfg., Dodge
City, Minnesota.

5. CONSIDERATION OF THE LABOR SURVEY MEETING.

Koropchak reported to the DC committee that the Labor Survey
Subcommittee will meet wit Pat Pelstring of Business Development
Services, Inc. on Wednesda , June 22 at 8:30 AM to review first
draft of the survey. Comp eted survey, analysis, and report is
scheduled for September 15, 1988.

CONSIDERATION OF THE REVOL ING LOAN FUND.
The RLF Subcommittee estim tes the RLF policies are 75-80%
complete. Three main issu s to be resolved are legality of
City to transfer funds to non-profit organization; second,
legality of the public mee ing law with the HRA or Council
serving as the Board of Di ectors (confidentiality of client
most important), and third, city staff's role in administrating
the policies. Koropchak a ked for potential Board members
from the IDC to attend a meting on credit analysis for policy
makers of RLFs or developm nt corporations on Thursday and
Friday, June 30 and July 1, 1988 at the Sunwood Inn, St. Cloud.
The committee suggested Je f O'Neill and Ollie Koropchak
serve as representatives. Mayor Grimsmo commended on the
timeliness of City Council committment of funds with the upcoming
city budget and their need to review overall 1989 operational
expenses. Suggestion was a matching fund between the city
and the community as a sou ce of monies for the RLF. Mayor
Grimsmo also suggested the city look at new promotional
information; logo, brochur s, and maps. Jeff O'Neill was
advised to take the lead 0 this issue.
