IDC Minutes 03-17-1988 . MINUTES MONTICELLO INDUSTRIAL DEVEOPMENT COMMITTEE MEETING Thursday, March 17. 1988 - 7:00AM City Hall MEMBERS PRESENT: President She1 Harvey Kendall Winkelman, Ric Hoglund, and 0 y Johnson, Don Smith, Linda Mielke, Dale Lungwitz, Arve Grimsmo, Joel Wo1fste11er, Jay Morrell, Ron lie Koropchak. MEMBERS ABSENT: Dan Carlson and Lowell Schrupp. GUEST: Assistant Administrator . eff O'Neill. 1. CALL TO ORDER. President Sha11y Johnson cal, ed the IDC meeting to order at 7:05AM and welcomed Mr. O'Neill to the meeting. 2. APPROVAL OF THE FEBRUARY 18, 1988, IDC MINUTES. A correction to the minutes as made by Don Smith to substitute Terry Duffy's name,Winke1man's Vi e President of Construction, in place of Supt. Mike's name s a representative from Winkelman Building Corporation for a invitation to a joint meeting between the company and the IDC. Joel inke1man made a motion to approve the February 18, 1988 minut s, seconded by Harvey Kendall. With no further discussion, the motion passed 11-0. . 3. CONSIDERATION TO REVIEW THE MEETING HELD BETWEEN THE IDC AND WINKELMAN BUILDING CORPORAT ON. President Johnson summarize the joint meeting held between: the Winkelman Building Corporat on and the IDC as a productive meeting. Keeping in mind t e IDC objectives, President Johnson, asked the IDC for heir reactions and for follow-up recommendations to resolve he concerns voiced by the builder. Does the City hav guidelines for developers? Jeff O'Neill is in the proc ss of writing a manuel for sub-divisions, Rick Wolfstel1er indicated other policies need to be written. Mr. Ke dall expressed he didn't feel a builder needed to ask for guidelines but the city should automatically hand them out with new development. Who approves permits and plans for the City? Once the city has approved the plans, no more surprises should come to the developer/builder f r additional cost of change of plans, this should be a sorbed by the city. More than one committee member expre sed this concern both for residential and commerical industrial building. CONSIDERATION TO UPDATE THE ONTICELLO LABOR SURVEY. The IDC members were in agre ment that the Monticello Labor Survey needs to be upd ted. This verified by Winkelman's opinion, Hutchin. on Technology's needs, and Mr. Foster Merrill's con erns of available labor force. A committee of Harve Kendall, Jay Morrell, and Ollie Koropchak will researc' options for collection of labor data and make a recomm ndation to the IDC at the next meeting. 5. CONSIDERATION TO CONTINUE ES ABLISHMENT OF AN ECONOMIC REVOLVING LOAN FUND. Jeff O'Neill explained that n Watertown the city made a cash deposit in the bank f r the bank to use to assist economic development t 2% below prime up to five years. Another funding method for the Revolving Loan may be a percentage of rofits from the sale of pull tabs in Monticello. Th committee is to continue with the formation of a revolving loan fund and report back to the IDC. . . 6. REPORTS.
