2. APPROVAL OF THE MAY 19, 1 88 IDC MINUTES.
Ron Hoglund made a motion to approve the May 19, 1988
IDC minutes, seconded by , arvey Kendall, the minutes
stand approved.

3. CONSIDERATION OF THE JOIN MEETING BETWEEN THE PLANNING
COMMISSION, THE HOUSING D REDEVELOPMENT AUTHORITY, AND THE
IDC.
The date for the joint meeting between the Planning Commission,
the HRA, and the IDC was announced as Thursday, June 30, 1988,
6:30 PM at the Montice11 Fire Hall. Suggestions from the IDC
for the agenda included list of the commission/committee
members with an overview of their activities, and a letter
of confirmation to be ma led to all participants. Emphasis
of meeting to be a coope ative effect between the commission/
committee for common goa s, image of development within the
city and landscape, buil ing requirements for industrial
zoned land.

CONSIDERATION TO REVIEW T E MONTICELLO BUILDING RATE SCHEDULE
AND A REPORT ON THE INDUS RIAL BUILDING COMPARISONS.
Jeff O'Neill presented th IDC with a copy of the existing
residential permit fee su vey, June 16, 1988, and the recommended
changes, June 16, 1988, however, because of the relationship
between the residential a d industrial/commerica1 permit fee
survey, these recommendation may increase the industrial permit
fee, water fee, and sewer fee. The recommended residential
changes were 50% reduction in plan review, increase of 15%
for water fee and sewer ee, and thecertificate of survey
deleted for a 100% reduc ion (now optional) for a total net
reduction of $276 or 15% reduction. Previous total $1,842
and recommended $1,566. The committee futher discussed
"why" the reduction of r sidentia1 building in Monticello?

A. REFERENCE/BACKGROUND
Following is a rough draft of the tel phone survey and represents a
starting point for discussion. Staff hopes the proposed questions
address policy areas of interest to C uncil and City
Commissions/Committees. Council wi 1 be reviewing the survey and making
comments accordingly at the meeting 0 Monday, July 11, 1988.
Members of the BRA, Planning Commissi n and Industrial Development
Committee are receiving a copy of thi draft and have the opportunity to
make comments on the survey prior to he City Council meeting. If you
would like to prOVide input on this s rvey please call me prior to the
Council meeting and or provide your i put directly at the upcomming
meeting of the City Council. I would have liked to have obtained
formalized responses from the various commissions/committees on this
survey prior to Council review but ti elines do not permit it as we are
trying to have the survey completed p ior to budget review which starts in
early August.
