MINUTES MONTICELLO INDUSTRIAL DEVELOPMENT COMMITTEE MEETING Thursday, April 21, 1988 - 7:00AM City Hall MEMBERS PRESENT: President Shelly Johnson, Bud Schrupp, Linda Mielke, Dan Carlson, Arve Grimsmo, Rick Wolfsteller, Harvey Kendall, Ron Hoglund, Joel Winkelman, Dale Lungwitz, and Ollie Koropchak. MEMBERS ABSENT: Donald Smith and Jay Morrell. 1. CALL TO ORDER. The IDC meeting was called to order by President Shelly Johnson at 7:05AM. 2. APPROVAL OF THE MARCH 17, 1988 IDC MINUTES. Arve Grimsmo made a motion to approve the March 17, 1988 IDC minutes, seconded by Harvey Kendall, the minutes stand approved. 3. CONSIDERATION TO REVIEW THE IDC FINANCIAL STATEMENTS. The committee members reviewed the budget reports, thereafter, Joel Winkelman made a motion to approve the proposed 1988/1989 IDC Budget, motion seconded by Ron Hoglund. Further discussion included the suggestion to place $1,000.00 per year in a reserve fund designated as a Labor Survey Fund which allows available funds every five years to update the labor survey which is within the requirements for Star City Recertification. The IDC agreed that under the current resource of revenue (The IDC Banquet) the IDC budget would not cover operating expenses and project costs to remain competitive with other communities and meet the requirements of Star City. Arve Grimsmo suggested that the IDC prepare a Economic Development Budget to cover proposed projects and submit to the City's 1989 Proposed Budget. With no other discussion, the motion on the floor passed 11-0. . 4. CONSIDERATION TO REVIEW THE SUBCOMMITTEE'S RECOMMENDATION FOR A LOCAL LABOR SURVEY AND TO CONSIDER THE APPROVAL OF IT'S FUNDING. After the committee reviewed the three proposals submitted verbally and written from Business Development Services, Inc., Telephone $3,775.00 or Mail $3,275.00; Small Business Development Center, SCSU, Mail $2,633.32; and SNG Research Corporation, Telephone $4,400.00 or Mail $4,295.00 and heard the subcommittees recommenation to negotiate .a contract with BDS (cost flexible) for a Local Labor Survey by mail with IDC participation of the preliminary drafting of the survey questions and survey area, and to negotiate a guarante:ed number of responses. The subcommittees recommendation was based on 1) the professionalism of the company, 2) the cost is within the IDC budget, and 3) for IDC identification with the company for potential continued use of their additional services. The mJtion was seconded by Linda Mielke and passed 11-0. 5. CONSIDERATION TO REVIEW THE SUBCOMMITTEE'S PROGRESS AND SCHEDULE FOR THE ESTABLISHMENT OF A ~OCAL ECONOMIC DEVELOPMENT SURVEY. Koropchak gave a brief summ ry of the Revolving Loan Subcommittee's meeting held with MDTED Dav"d Nelson on April 19. The meeting gave the subcommittee's gui elines to establish policies and operation procedures for a evolving loan. Encluded in the agenda supplement was a wri ten account of the summary. Some of the IDC members voiced c ncerns of the application process becoming too complex and su gested to keep it simple to remain competitive. A motion was ade by Arve Grimsmo for the sub- committee to present a fina draft of the revolving loan policies and operation procedures at the June 16, 1988 IDC meeting. At that time the IDC with r view the policies and operational procedures, recommend alter atives if necessary, thereafter, make a recommendation to th City Council for approval of establishment and policies f the Revolving Loan. The motion was seconded by Bud Schrupp and carried unanimously. Request for establishment funds wou d be presented to the City Council at the same time. . 6. CONSIDERATION OF FOLLOW-UP AND PROJECTIONS FOR THE CIT UP-FRONT FEES, CITY ORDINAN CITY STAFF COOPERATION. N THE INDUSTRIAL UP-FRONT FEES OF MONTICELLO, ON RESIDENTIAL ES, CITY DEVLOPMENT MANUEL, AND Koropchak reported she has, sked Jeff O'Neill to compute industrial comparative up-front fees al d projections over a five year span on the computer. For the ptrpose of recruitment of industries the increased taxes and up- ront fees by the City may be a hinderance, the question s "Why should the City make a profit?" The example of ne~otiations with Sun Patio was discussed. After the projected land cost for Lot 6, Block I, Oakwood Industrial Park, anc based on the assumptions of 22,000 ft sq facility, Korolchak was able to write down the land cost, however, Mr. LaTour indicated that land cost in neighboring communities were less expensive. Koropchak proceded to contact the Oakwood Partnership for renegotiations, land cost Wlite down was reduced to approx- imately $3,000. Approachin~ the City Staff to reduce the $3,000 to $1.00 with the rationale of the assessments being paid up front would allow tt eC'tity to invest'this money at x percent interest, howe,er, Rick Wolfsteller questioned whether he could invest that money at the same rate of interest or higher than on the interest being charged on the assessment roll, he felt it came out in the wash. Koropchak unable to make co tact with Mr. LaTour with the new write down cost, asked President Johnson to assist in reaching Mr. LaTour. The IDC questioned if we initially would have responded with a $1.00 land cost, would they have looked elsewhere? Do we present a turn off message by a second offer? Koropchak recommended a subcommitee from the IDC be created and proceed to address each of the concerns voiced by Winkelman Bui1di g Corporation. Subcommittee from the IDC is Shelly Johnson, Dale Lungwitz, Dan Carlson, and Rick Wo1fste11er, they wi1 hold a joint meeting with City Staff members to resolve t e issues. OTHER BUSINESS. . Jeff O'Neill presented the IDC with a building permit fee survey for a residential home in ontice110, Buffalo, Big Lake, Elk River, Watertown, Rockford, and Maple Grove. In comparison Monticello remain in the m'dd1e range. Mr. O'Neill reported that the Monticello guidelne for ratio percentage of allowable single dwellings comparati e to multi dwellings is 55%/45%. However, this is based on vai1ab1e sites not actual build or proposed dwellings. To date this year,IO single dwelling permits and permits for 42 units have been issued. The committee inquired about c mparative costs in the townships. Basically you get what you paid for (city streets, curb, water, sewer, etc. 9. ADJOURNMENT.
