Planning Commission Minutes 08-06-2019 (Joint Meeting)MINUTES SPECIAL/JOINT MEETING - MONTICELLO PLANNING COMMISSION AND CITY COUNCIL Tuesday, August 6th, 2019 - 4:45 p.m. Mississippi Room, Monticello Community Center Commissioners Present: John Alstad, Marc Simpson, and Paul Konsor Commissioners Absent: Sam Murdoff and Alison Zimpfer City Council Present: Brian Stumpf, Jim Davidson, Bill Fair, Charlotte Gabler, and Lloyd Hilgart Staff Present: Angela Schumann, Steve Grittman (NAC), Ron Hackenmueller 1. Call to Order Brian Stumpf called the Special/Joint Meeting of the Planning Commission and City Council to order at 4:45 p.m. 2. Concept Stage Planned Unit Development proposal for a 4 story, 80 -unit residential multi -family apartment complex Applicant: Kent Kiellberg Steve Grittman introduced the staff report for the item. He noted that the original PUD was in place for the parcel to contain all multi -tenant commercial space. The request was to amend the remaining vacant space of the PUD for a multi -family development. Grittman noted staff concerns with having no direct access from a public street. It contained surface parking and at grade covered parking. He noted the project would use the R-4 zoning. Grittman noted the site sits within a transitional zoning area to the mix of residential and commercial uses. It was noted the parcel is currently zoned B-4. Overall, the Planning Commission and City Council were concerned about access onto School Boulevard. It was noted that a traffic study to determine the amount of traffic would be important for a commercial or residential project. The design of the building was favorable. The boards also discussed the powerline easement. It was noted that the easement does not affect the parcel. Road and trail connections were discussed using this easement. Tom Wasmoen, the applicant's engineer, explained that the drawing was preliminary and could change. He said that he would work on addressing the access and traffic concerns. Grittman summarized the conversations from the boards. The applicant could apply for development stage PUD as a next step. 3.
