REVIEW OF COMPARATIVE IND STRIAL START-UP AND OPERATING COSTS FOR A PERIOD OF TEN YEARS. Koropchak reported to the IDC that to do an accurate ten year projection comparison, she would need to contact each community to establish a past percentage rate increase graph than apply this information to the projections. The IDC felt that time was crucial for the visit of potential and existing industries, yet recognized the importance of an accurate study to document if the City of Monticello costs are out of line or if we re competitive? The committee questions if the City is willing or unable to change the sewer hook-up costs? Don Smith made a motion for Koropchak to continue the research a d projections of utility rates and indirect costs associated with industrial development inorder for the committee to make recommendations to the city staff or city council. This to be completed by the March meeting. Motion seconded by Lowell Schrupp and with no further discussion the otion passed. Koropchak advised the IDC bout previous concerns by Winkelman Building Corporation regar ing the City staff's attitude and procedures for development within the city. She told of Mr. Harold Jesh telephone onversation with her stating the their company would no lon er tolerate working under the same conditions with the City staff and asked to have the message related to the Cit Administrator and/or Mayor. Koropchak had spoke with t e City Administrator whom agreed a meeting should be set up to ~prove the working relations, however, administration ha taken no action. Koropchak . . . . IDC - 2/18/88 recognized the busy sched Ie of the City Administrator without an Assistant. The IDC fe t more immediate action should be taken as this attitude co cern of the city staff has existed for several years. With ontinued comments and the addition of local realtors concern of the City's interest to participate with enhancement of indus rial development. Also. the IDC questioned whether this is a precept on or reality. or if the city lives in the shadow of previous ad inistration. The IDC is interested in the City staff's attitude. the City's industrial development requirements. and how the rules are applied. The committee felt this was an opportune tim for them to receive direct information from an outside developer on comparative state and city trends. how Monticello fits into hese trends. Recommendation by the IDC was for Koropchak to rrange a meeting date with Winkelman Building Corporation Pres dent Duane Schultz. Marketing Director Harold Jesh, and Supt. Mi e and the IDC for a direct and honest exchange of information, hereafter. the IDC can develop an action plan for recommendation if need be. It was of the opinion of the IDC that no other City staff erson attend this meeting to allow the builder/contractor ease of open expression. The IDC is interested in Winkelma preception and the meeting is not to justify staffs positio. Also, the IDC agreed that it is essential for the City Administrator to attend the IDC regular meetings to develop continuity between the city, the IDC, and developers (to help optain the IDC goals and solve problems). Koropchak reminded the IDC of Monticello's scheduled date for the Recertification Visitation with three state technicial assistance representatives on Wednesday, March 23, 1988, 9:30AM at the City Hall.
