A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF MONTICELLO RECOMMENDING DENIAL OF AMENDMENTS
TO THE ZONING ORDINANCE RELATING TO LOT SIZE REQUIREMENTS
FOR MULTIPLE FAMILY USES IN THE R-2, SINGLE AND TWO FAMILY
DISTRICT
WHEREAS, the City finds that accommodation of limited three and four unit
multiple family structures in the R-2 zoning district is consistent with the intent of the district
and the character of the neighborhoods subject to such zoning; and
WHEREAS, the density for such units should be managed to both encourage
reinvestment and housing opportunities in larger structures, but avoid conflicts with
neighborhood land use patterns; and
WHEREAS, three and four unit multiple family dwellings are currently allowed in
the R-2 District by Conditional Use Permit; and
WHEREAS, an application has been filed to increase allowable density for multiple
family dwellings in the R-2 zoning district; and
WHEREAS, added density within the original plat areas regulated by the R-2 zoning
would result in potential for redevelopment of inconsistent land uses and conflicts between
incompatible development styles; and
WHEREAS, increased density allowances for multiple family uses in the R-2 zoning
district would shift the incentives for reinvesting in existing housing stock from maintaining
neighborhood character to an alteration of essential land use patterns; and
WHEREAS, the Planning Commission held a public hearing on July 2" d, 2019 on the
application and members of the public were provided the opportunity to present information
to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the
staff report, which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following
Findings of Fact in relation to the recommendation of approval:

1. The proposed changes to the ordinance are out of scale with neighborhood
character and would result in making changes to said character inconsistent with
the objectives of the Comprehensive Plan.
2. Establishing the proposed regulations is inconsistent with the City's goals for R-2
district use and development.
3. The proposed amendments accommodate densities that would raise more widely
spread issues of utility service needs, traffic generation, stormwater management,
and other public services and/or public safety concerns.
4. The proposed amendments alter the essential character of the neighborhoods by
encouraging investments in higher densities, rather than maintenance of the
existing nature of the R-2 zoned areas.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of
Monticello, Minnesota, that the Planning Commission hereby recommends that the
Monticello City Council denies the proposed amendment to the zoning ordinance.
ADOPTED this 2nd day of July, 2019, by the Planning Commission of the City of
Monticello, Minnesota.
