A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF MONTICELLO RECOMMENDING APPROVAL OF A
CONDITIONAL USE PERMIT
FOR A THREE UNIT MULTIPLE FAMILY DWELLING IN THE
R-2, SINGLE AND TWO FAMILY RESIDENCE DISTRICT

WHEREAS, the applicant has submitted a request to occupy an existing building as a
multiple family dwelling, with up to four residential units; and
WHEREAS, the site is zoned R-2, Single and Two Family Residence District, which
allows limited multiple family residential use by Conditional Use Permit; and
WHEREAS, the proposed use and development are consistent with the
Comprehensive Land Use Plan designation of "Places to Live" for the area; and
WHEREAS, the applicants have provided materials documenting compliance with
the terms of the applicable zoning regulations; and
WHEREAS, the uses are consistent with the intent and purpose of the R-2 zoning
district; and
WHEREAS, the uses will not create any unanticipated changes to the demand for
public services on or around the site; and
WHEREAS, the Planning Commission held a public hearing on July 2°d, 2019 on the
application and the applicant and members of the public were provided the opportunity to
present information to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the
staff report, which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following
Findings of Fact in relation to the recommendation of approval:
1. The proposed uses are consistent with the intent and purpose of the R-2,
Single and Two Family District.
2. The proposed uses are consistent with the existing and future land uses in the
area in which they are located.
3. The impacts of the improvements are those anticipated by commercial land
uses and are addressed through standard review and ordinances as adopted.

4. The proposed three unit multiple family dwelling meets the intent and
requirements of the applicable zoning regulations, pursuant to the conditions attached to the
Conditional Use Permit.
5. Parking is found to be adequate based on the available off-street parking on
the property.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of
Monticello, Minnesota, that the Planning Commission hereby recommends that the
Monticello City Council approves the Conditional Use Permit for Multiple Family Dwelling
for four units, subject to the conditions listed in Exhibit Z as follows:
1. Verification of adequate lot size by survey to qualify for the approved number of
dwelling units.
2. Preparation of revised unit plans for three units meeting the minimum requirements of
the R-2 District.
3. Provision of a site plan reducing paved surfaces to the minimum necessary to
accommodate required parking and reasonable circulation on the site.
4. Calculation of impervious surfaces to comply with the minimum 30% green space for
multiple family dwellings in the R-2 District.
5. Comments and recommendations of other staff.
