RESOLUTION NO. PC -2019-015
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF MONTICELLO RECOMMENDING APPROVAL
OF THE PRELIMINARY PLAT AND REZONING FROM B-3, HIGHWAY
BUSINESS TO B-2, LIMITED BUSINESS FOR
RIVER MILL 6TH ADDITION
LEGAL DESCRIPTION: OUTLOTS A AND B, RIVER MILL
WHEREAS, the applicant is the owner of two parcels consisting of Outlots A and B, River
Mill; and
WHEREAS, one of the subject parcels (Outlot B) has no public street frontage; and
WHEREAS, the two outlots have separate and differing zoning designations; and
WHEREAS, the applicant proposes to combine the two outlots and plat them for a single
development; and
WHEREAS, the subject parcels are zoned B-2 and B-3, and the proposed lot following re -
platting and rezoning will continue to meet the applicable zoning requirements; and
WHEREAS, the proposed subdivision meets the requirements of the Monticello Subdivision
Ordinance; and
WHEREAS, the Planning Commission considered the matter at its regular meeting on July
2nd 2019, and the applicant and members of the public were provided the opportunity to
present information to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the staff
report, which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following
Findings of Fact in relation to the recommendation of approval:
1. The proposed subdivision is consistent with the intent of the Monticello
Comprehensive Plan.
2. The proposed subdivision creates a parcel that will meet the requirements of the
Monticello Zoning Ordinance.
3. The proposed rezoning is consistent with the existing and surrounding commercial
uses, and will limit impacts on neighboring residential property.
4. The proposed subdivision, with the concurrent rezoning, will make the lot
arrangement a more conforming condition.
5. The proposed subdivision will not create undue burdens on public systems, including
streets and utilities.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of
Monticello, Minnesota, that the proposed subdivision is hereby recommended for approval,
subject to the conditions found in Exhibit Z of the staff report on the matter, as follows:
1. Compliance with the recording requirements of Wright County.
2. Execution of a development agreement for necessary site development items as
required by staff.
3. The preliminary and final plat shall reflect the final southerly lot line configuration
based on property ownership.
4. Compliance with the requirements of the City Engineer and other staff as identified.
