City Council Minutes 08-01-2006 MIN TES SPECIAL MEETING - MO TICELLO CITY COUNCIL Tuesday Augus 1, 2006 - 6 p.m. Members Present: Clint Herbst, Wayne Maye , Tom Perrault, Glen Posusta and Brian Stumpf. Members Absent: None 1. Call to Order. The meeting was called to order at 6 p.m. or the purpose of continuing discussion on the two applicants interviewed for the positio of City Administrator. Mayor Herbst noted that legal counsel will be preparing some contr ct options that can be used by the Council in offering the position to a selected candidat . After reviewing the qualifications of the 0 applicants interviewed, motion was made by Brian Stumpf and seconded by Clint Herb t to offer the position to Jeff O'Neill, current Deputy City Administrator. Voting in fav r ofthe motion were Stumpf and Herbst, voting in opposition were Perrault and Posusta w'th Wayne Mayer abstaining from voting at this time. Additional discussion of the candidates co tinued with Council member Mayer noting his concern about a new administrator being a pointed by a divided Council. Councilmember Mayer felt it was important that this positi n have support from the entire Council and the Council continued discussion on possible ays to achieve Council solidarity in any hiring decision. It was the opinion of Councilmember Pos sta and Councilmember Perrault that there may be public perception that the Council did ot interview enough candidates even though one of the applicants dropped out at their own hoosing. As a result, motion was made by Glen Posusta and seconded by Tom Perrault to e-advertise the position prior to making a final choice. V oting in favor were Posusta and Perrault. Voting in opposition were Mayer, Herbst and Stumpf. Discussion by the Council continued on wether re-advertising the position would generate any additional applicants who could be int rviewed and it was suggested that the advertisement include a salary range and n te that the salary was dependent on qualifications. In an effort to achieve Council solidarity i any hiring decision for the job of City Administrator, a motion was made by Wa ne Mayer and seconded by Tom Perrault to renew the process by re-advertising the po ition with the League of Minnesota Cities, available league organizations from adjoin'ng states and in the Minneapolis Star Tribune. Deadline for submittal of applications wo ld be August 18, 2006. Voting in favor were Mayer, Perrault and Posusta. Voting in op osition were Herbst and Stumpf. a
