RESOLUTION NO. 2020-24
A RESOLUTION ADOPTING THE 2040 MONTICELLO COMPREHENSIVE PLAN
COMMUNITY VISION GUIDING THE OVERALL DEVELOPMENT AND
REDEVELOPMENT OF THE CITY OF MONTICELLO
WHEREAS, Minnesota Statutes section 462.352 authorizes local government units to
prepare a Comprehensive Municipal Plan, a compilation of policy statements, goals, standards,
and maps for guiding the physical, social and economic development, both private and public, of
the municipality and its environs for the future development of the community; and
WHEREAS, it has been eleven years since the last update of the Monticello
Comprehensive Plan; and
WHEREAS, the City Council of the City of Monticello has authorized the review and
update of its Comprehensive Plan; and
WHEREAS, the proposed Monticello 2040 Vision + Plan Comprehensive Plan is a
planning tool intended to guide the future growth and development of the City of Monticello in a
manner; and
WHEREAS, the City of Monticello is completing both a Vision and Plan for the
Monticello 2040 Comprehensive Plan; and
WHEREAS, in 2019 and 2020 the City of Monticello has undertaken the preparation of
the Community Vision for the Monticello 2040 Vision + Plan; and
WHEREAS, the proposed Monticello 2040 Community Vision reflects a community
planning process involving elected officials, appointed officials, city staff, community
organizations, the public at large, developers, and other stakeholders; and
WHEREAS, the Monticello 2040 Community Vision will be utilized as a foundation for
the planning to occur for the Comprehensive Plan, including Land Use, Transportation, Parks &
Open Space, and Economic Development.
WHEREAS, the Planning Commission acts as the "Planning Agency" for the City of
Monticello as per Minnesota Statutes section 462.352; and
WHEREAS, the Planning Commission has considered the proposed Monticello 2040
Community Vision and all public comments; and
WHEREAS, on February 4th, 2020, the Monticello Planning Commission conducted a
public hearing on the proposed 2040 Comprehensive Plan; and

WHEREAS, the City Council has considered all of the comments and the staff report,
which are incorporated by reference into the resolution; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Monticello, Minnesota, that the City Council approves and adopts the Monticello 2040
Community Vision.
ADOPTED this 24" day of February, 2020, by the City Council of the City of Monticello, Minnesota.
