MINUTES
REGULAR MEETING - MONTICELLO PLANNING COMMISSION
December 11, 1984 - 7:30 P.M.
Members Present: Jim Ridgeway, Richard Car~son, Joyce Dow~ing,
Ed Schaffer.
Member Absent: Interim Member, Wi~~iam Fair.
Staff Present: Gary Anderson.
The meeting was ca~~ed to order by President Jim Ridgeway at
7:31 P.M.
Motion by Ed Schaffer, seconded by Richard Car~son, to approve
the minutes of the November 13, 1984, Planning Commission meeting.
3.
Public Hearing - Variance Request to Allow Additiona~ Driveway
Access Width than the Maximum Allowed and No Curb or Gutter
Along the West Side of the Parking Lot - App~icant, Security
Federal savings & Loan Association.
No one was present from Security Federal Savings & Loan Association,
but we did receive a letter from Security Federal to myse~f,
the Bui~ding Inspector, which copies were made for each Planning
Commission member. It stated that due to a conflict, they would
have no representative from Security Federal present at the
public hearing. zoning Administrator was questioned as to the
need for the wider driveway access width. He indicated the
need was for additional width to accommodate easier traffic
f~ow throughout their parking lot and driveway area through
the wider driveway widths of 26 feet. There was no one present
from the public and no further discussion from Planning Commission
members.
Motion by Joyce DOWling, seconded by Richard Carlson, to allow
the variance of 2 feet to extend the driveway access width to
a 26-foot maximum width. Motion carried unanimously.
Discussion then centered over the need for no curb or gutter
along the west side of the property. Zoning Administrator Anderson
indicated to Commission members the intent was a cost cutting
move, as there have been several other cost cutting measures
done to the previously proposed new building and site than what
is currently existing on the plans before them. As of right
now, there is no development on the west one-half of the block
on which Security Federal is building. With the current layout

of the Security Federal lot, additional shared parking could
be utilized on the south end of the property with a driveway
entrance to the north end of the property. Commission members
noted that any development on the west one-half of the property
could occur this upcoming year, or it could be 5-10 years from
now, with no definite plans for the other half of the property.
Motion by Joyce Dowling, seconded by Richard Car~son, to deny
the request for no curb and gutter along the west side of the
property. Motion carried unanimous~y.
4.
Public Hearing - Conditiona~ Use Request to Allow an Addition
to be Built onto a Non-Conforming Bui~ding in a B-3 Zone - Applicant,
Danner Trucking.
With no one present from Danner Trucking, Zoning Administrator
Anderson indicated to p~anning Commission members the ~etter
in front of them which I had received earlier this past week.
Mr. Danner, due to the nature of his work, is on the road trucking
and is unab~e to be at the meeting at this time. Zoning Administrator
Anderson put the map on the viewer to indicate to Planning Commission
members Mr. Danner's existing business and the proposed addition
he would like to add onto it. Mr. Danner's business is not
allowed in the zoning in which he currently is located. Due
to the area in which he is in, Mr. Danner has problems with
high vandalism at his present site. What he would like to do
is to build an addition onto his existing building to accommodate
a~l exterior items which are stored outside right now and put
them in under cover. In doing so. it wou~d allow him to free
up one half of his 30 x 48 portion of his building to accommodate
two semi-truck tractors on that one-half side of the bUilding;
and the other half of the building would accommodate one semi-truck
tractor. Commission members questioned as to when any curb
or gutter or hard surfacing of his driveway or parking lot would
take place. Zoning Administrator indicated to Commission members
that we are negotiating with Mr. Danner the possibility of relocating
him into a zone which would accommodate his type of business.
In doing so, in a new location Mr. Danner would be allowed
to put up a building of large enough size to accommodate all
of his semi-truck tractor equipment. Commission members felt
very uneasy about allowing Mr. Danner to put up the addition
onto his existing building. With no concrete time table
set up for a possible relocation of his business to another
property not known at this time, they felt that all we were
doing is compounding the problem.
Motion by Ed Schaffer. seconded by Joyce Dowling, to deny the
conditional use request to allow an addition to be built on-
to an existing non-conforming building in a B-3 Zone. Motion
carried unanimOUSly.

Additional Information Items
It was the consensus of the Planning Commission members present
that the next tentative date be set for January 8, 1985, at
7:30 P.M.
Planning Commission members questioned Zoning Administrator
Anderson in regards to what our current time table is on the
Comprehensive Plan, feeling very strongly that we should get
at this and get it over with. We are approximately a year into
the making since we originally started with it, and they would
like to get into the zoning aspect of it, have the public hearings,
and go on from there. Zoning Administrator Anderson countered
he would contact the City Administrator, Thomas Eidem, to get
a definite time table set up for when we would be again working
on the zoning aspect of the new Comprehensive Plan.
Motion by Ed Schaffer, seconded by Richard Carlson, to adjourn
the meeting. The meeting adjourned at 7:58 P.M.
