City Council Minutes 01-13-2020 SpecialMINUTES SPECIAL MEETING — MONTICELLO CITY COUNCIL Monday, January 13, 2020 — 5 p.m. Academy Room City Hall - Monticello Community Center Present: Brian Stumpf, Jim Davidson, Bill Fair, Charlotte Gabler, Lloyd Hilgart Absent: None Others: City staff: Jeff O'Neill, Tracy Ergen, Rachel Leonard, and Sarah Rathlisberger 1. Call to Order Mayor Brian Stumpf called the special meeting to order at 5 p.m. 2. 5 p.m. CLOSED MEETING Closed meeting to consider attorney-client review under M.S. §13D.05, proposed retirement separation agreement for Finance Director. 3. 5:30 p.m. Compensation Study Discussion Jeff O'Neill, City Administrator, presented the study and the transition plan provided by the consultant. Tracy Ergen, Human Resources, commented on the plan and noted that if the plan is adopted by City Council all employees will be moved to their closest step. Ms. Ergen reviewed timeline if approved on January 27, 2020: personal information distributed to employees by January 31, 2020; employees have opportunity to request a review their position/points; grade changes reviewed by Personnel Committee on February 19, 2020; and updated reflected on March 19, 2020 paychecks. There was some council discussion between adjusting the pay scale and hiring more employees. Increase in pay doesn't reduce workload. Tracy Ergen noted that the consultant recommended completing a compensation study every five years moving forward. This item, as presented, will be brought to City Council for approval on January 27, 2020. 4.
