Planning Commission Minutes 09-10-1985 . MINUTES REGULAR MEETING - MONTICELLO PLANNING COMMISSION September 10, 1985 - 7:30 P.M. . Members Present: Joyce Dowling, Richard Carlson, Richard Martie. Members Absent: Jim Ridgeway, Ed Schaffer. Staff Present: Gary Anderson The meeting was called to order by Chairman Elect Richard Carlson at 7:39 P.M. A motion by Joyce Dowling, seconded by Richard Martie, to approve the minutes of the August 26, 1985, Special Planning Commission meeting. Motion carried unanimously with Jim Ridgeway and Ed Schaffer absent. 3. Public Hearing - A Variance Request to Allow a Driveway Entrance Within 40 Feet of an Intersection - Applicant, Winkleman Building corporation. . Mr. Keith Schupp, representing Winkleman Building corporation was present to explain the proposed variance request. Mr. SChupp cited the deficiencies which lie with the lay of the land, necessitating two driveway entrances off of Walnut Street, with one proposed driveway entrance within 40 feet of the intersection of Walnut Street and 7th Street. Planning Commission members placed their concerns with the close proximity of the driveway entrance with the future closing of the main entrance to the Monticello Mall, there would be more traffic coming out of the entrance at 7th Street and Walnut with more traffic going down Walnut Street. zoning Administrator Anderson indicated a proposal the City had came up with for placement of the driveway within 40 feet from property line on 7th Street having an entrance on 7th and also an exit on 7th street. This was proposed this morning to Mr. Schupp, and Mr. SChupp was in agreement with the location of the proposed new driveway recognizing that he would lose some parking spaces on the parking lot on top, but would pick up the difference in the parking spaces in the parking lot below. With this information as presented there would be no need for a variance request, and Mr. Keith Schupp at this time withdrew his request for a variance. 4. Simple Subdivision Request to Subdivide Existing Metes and Bounds Description Land to Residential Lots - Applicant, Harold Ruff. . . Zoning Administrator Gary Anderson indicated to Planning Commission members Mr. Harold Ruff's request to subdivide existing metes and bounds description land into two residential lots. Rather than make Mr. Ruff go through a whole new subdivision requestJ we suggested that he go with a simple subdivision request. -1- Planning Commission Minutes - 9/10/85 . . In doing so Mr. Ruff has created two lots which will be called lot 1 and lot 2, block 1) Ruff's Addition to the City of Monticello upon a registered survey being done of the unplatted property. The newly created lots would meet the minimum square footage for residential lots in an R-2 zone. Taking the above information into consideration and no input from the public, a motion by Richard Martie, seconded by Joyce Dowling to approve the simple subdivision request with the park dedication fee being paid on or before occupancy on each lot. The motion carried unanimously with Jim Ridgeway and Ed Schaffer absent. 5. Request for Final Approval of a Subdivision Request to be Called Victoria Square Addition - Applicant, Mike Reher. . Mike Reher was present for Planning Commission members to propose final platting of this proposed new subdivision request to be called Victoria Square Addition. He high-lighted the additional changes that were made to the final plat. He increased the size of the garages from 10 1/2 feet in width to 12 feet in width and also on outlots C and D will now become block 2, lots 1 & 2. Everything else seemed to be in order except it was not in the hard shell form in which it will be for the Council to review at their next scheduled meeting, September 23. A motion by Joyce Dowling, seconded by Richard Martie to approve the final plat of a subdivision to be called Victoria Square Addition. The motion carried unanimously with Jim Ridgeway and Ed Schaffer absent. Additional Information Items. 1. It is the consensus of the members present to set the next tentative date of the Monticello Planning Commission for Tuesday, October 8, 1985, at 7:30 p.m. 2.
