RESOLUTION NO. 2020-83
A RESOLUTION ADOPTING THE MONTICELLO 2040 COMPREHENSIVE
PLAN UPDATE, A COMPILATION OF POLICY STATEMENTS, GOALS,
STANDARDS, AND MAPS FOR GUIDING THE OVERALL DEVELOPMENT
AND REDEVELOPMENT OF THE CITY OF MONTICELLO
WHEREAS, Minnesota Statutes section 462.355 provides that the planning
agency for the municipality shall prepare a comprehensive municipal plan and shall
periodically review the plan; and
WHEREAS, the City of Monticello adopted a Comprehensive Plan in 2008; and
WHEREAS, it is in the City's best interest to reevaluate its comprehensive plan
and consider and analyze changes that have occurred over the years, and
WHEREAS, the City of Monticello authorized the review and update of its
Comprehensive Plan in 2019; and
WHEREAS, the proposed Monticello 2040 Comprehensive Plan reflects a
community planning process conducted in the years 2019 and 2020 involving elected
officials, appointed officials, city staff, community organizations, the public at large,
developers, and other stakeholders; and
WHEREAS, the City, through its Planning Commission and other committees
and groups, has undertaken a thorough analysis of changes occurring since the last
Comprehensive Plan and studied projected future development, and anticipated demands
regarding public infrastructure, facilities and services, and;
WHEREAS, the proposed Monticello 2040 Comprehensive Plan is a planning
tool intended to guide the future growth and development of the City of Monticello; and
WHEREAS, the attached 2040 Comprehensive Plan for the City of Monticello
has been prepared for review and approval by the City Council, and;
WHEREAS, the Planning Commission held a public hearing on November 2"d,
2020 on the draft Monticello 2040 Comprehensive Plan and members of the public were
provided the opportunity to present information to the Planning Commission; and
WHEREAS, the City Council has considered all of the comments and the staff
report, which are incorporated by reference into the resolution;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Monticello, Minnesota, that the Monticello 2040 Comprehensive Plan is adopted and is
effective as of the date of this resolution.
