Planning Commission Minutes 08-12-1986 . . . MINUTES REGULAR MEETING - MONTICELLO PLANNING COMMISSION August 12, 1986 - 7:30 p.m. Members Present: Richard Car~son, Richard Martie, Warren Smith, Joyce Dow~ing, Barbara Koropchak. Members Absent: None. Staff Present: Gary Anderson. 1. The meeting was ca~~ed to order by Chairperson Richard Car~son at 7:33 p.m. 2. Motion by Warren Smith, seconded by Joyce Dow~ing, to approve the JU~y 8, 1986, p~anning Commission minutes. Motion carried unanimous~y. 3. Pub~ic Hearing - A request for pre~iminary p~at approva~ of a subdivision to be known as Victoria Square Addition. A rezoning request to rezone said Victoria Square Addition to a p~anned unit deve~opment. A conditiona~ use request to a~~ow in excess of 12 mu~tip~e fami~y housing units in said B~ock 1, Lots 1-55, portion of a proposed Victoria Square p~anned unit deve~opment. App~icant, Mike Reher. Mike Reher was present to propose his Victoria Square Addition p~at before p~anning Commission members. Mr. Reher is proposing to be a~~owed to have the previous~y approved Victoria Square Addition put back into a p~anned unit deve~opment to be known as Victoria Square P~anned Unit Deve~opment. By a~lowing the planned unit deve~opment to take place, it wou~d a~~ow him to create outlots which would take final p~atting and recording at another time when deve~opment is ready for it. Mr. Reher indicated his request tonight would be allowing him to create the planned unit development with just the development of Block 1, Lots 1-55, at this time. Mr. Reher is also looking at development stage and final stage approval of this portion, Block 1, Lots 1-55, of his proposed Victoria Square P~anned Unit Development. Also within Block 1 Mr. Reher is proposing to construct 27 townhouse units with detached garages. Mr. Reher needs a conditional use request to allow more than 12 multiple units to be constructed on one single size parcel. Commission members questioned as to the parking lot layout and any type of green area to be put in; and Mr. Reher indicated that his p~ans are now to get started as soon as possible upon final recording of the plat and get started with four of the first eight units to the easter~y most part of Block 1, Lots 1-55. Once a unit is established and completed, it would be used as a model unit to be sold. The intentions are to get the other four townhouses in as part of the eight townhouses to start out with yet this fa~~ before freeze up. Also as part of Mr. Reher's plat, he is proposing to have the landscaping done as the units are being finished and keep the area looking nice and give a finished look as the townhouses are built down the road. Planning Commission Minutes - 8/12/86 to use for access to his townhouse units, would have to be hard surfaced to meet the minimum City design standards. With no further input from Planning Commission members or from City staff present, motion was made by Barbara Koropchak, seconded by Richard Martie, to approve the pre~iminary p~at of a planned unit development to be known as Victoria Square P~anned Unit Development; to approve the rezoning as proposed in Out~ots A, B, C, and D, and a~so Block 1, Lots 1-55; and to approve the conditional use request to allow in excess of 12 multiple family housing units in said Block 1, Lots 1-55, with the conditions that all platting charges on this plat be paid up front to the City prior to recording; and all delinquent special assessments, and taxes be paid prior to recording; and a hard surfaced Dundas Road be put in and also hard surfacing with curb and gutter be put into the four or eight townhouses which are proposed to be constructed on or before freeze up. If this is not completed, there be money set aside in an escrow account to see that completion of the hard surfacing be done first thing in the spring. Motion carried unanimous~y. Additional Information Items 1. The Planning Commission members recognized the previous request before them and also the minutes of the City Council meeting on the simple subdivision request of Mel Wolters. 4. It was the general consensus of the Planning Commission members to set the next tentative date for the Monticello Planning Commission meeting for Tuesday, September 9, 1986, 7:30 p.m. 5.
