PARKS & RECREATION COMMISSION MEETING

1. Call to Order.
Chair Larry Nolan called the meeting to order at 9:15 a.m. and declared a quorum.
2. Approve Minutes of Regular Parks Commission Meeting July 27, 2017.

REGULAR PARKS COMMISSION MEETING. MOTION SECONDED BY JACK
GREGOR. MOTION CARRIED UNANIMOUSLY, 4-0.
3. Consideration of adding items to the agenda.
A. Replat/Preliminary Plat, Carlisle Village 4th (review and discuss).
B. Dog park update.

ADDED ITEMS. MOTION SECONDED BY JACK GREGOR. MOTION
CARRIED UNANIMOUSLY, 4-0.
4. Citizens requests and comments.
None.
5. Motion to accept Lions splash pad partnership for Pioneer Park.
Mike Benedetto and Wes Olson from the Monticello Lions presented the splash park plan
and partnership program to the Commission. This is a unique opportunity with the Lions
approaching the City to partner for a splash pad at Pioneer Park. Lions have been working
with Aquatix and have received a proposal for the splash pad and want to move forward

with a splash pad at Pioneer Park. Benedetto shared a draft rendering of the proposed plan
just to give a concept of what it could look like and explained that the Monticello Lions
are asking the Parks & Recreation Commission to make a decision on the location and
secondly, to make a recommendation to enter into a partnership program for this project.
The total commitment from the Lions would be $150,000 towards the project in three equal
installments of $50,000. The total project cost is estimated at the high end at $300,000. The
splash pad would function as a recirculation system which is the most environmentally
friendly by recirculating the water. There will be a maintenance expense with the project,
and the staff will have to become certified pool operators to check the water two times
daily. Other issues discussed included parking. Tom Pawelk said in addition to the existing
parking lot there is on -street grass parking along Fallon Avenue but there definitely would
need to be additional parking added. Pawelk said there is a possibility for expansion to the
parking lot to the south.
BRIAN STOLL MOVED TO RECOMMEND PIONEER PARK AS THE LOCATION
FOR A FUTURE SPLASH PAD. MOTION SECONDED BY KAREN VETSCH.
MOTION CARRIED UNANIMOUSLY, 4-0.
NANCY MCCAFFREY MOVED TO RECOMMEND ENTERING INTO A
PARTERSHIP WITH THE MONTICELLO LIONS TO DEVELOP A SPLASH PAD
AT PIONEER PARK IN 2018, WITH A FUNDING COMMITMENT OVER A
THREE-YEAR PERIOD FROM THE MONTICELLO LIONS. MOTION SECONDED
BY BRIAN STOLL. MOTION CARRIED UNANIMOUSLY, 4-0.
6. Motion to approve Featherstone Park improvement for 2018.
Tom Pawelk presented the plan for developing the Featherstone Park. The park (in
planning) was previously graded and seeded in native grass. Pawelk noted that this is the
final neighborhood park in the Parks & Pathway Plan to be developed. The proposed park
development includes a new playground, open air shelter and pathway to the road. The
equipment is on sale in 2017, so the city can save nearly $40,000 if purchased now and it
will be billed in 2018, which includes $80,000 in the budget for park development. The
low quote based upon state contract pricing is from Miracle Recreation for $61,000 plus
the addition of wood chip mulch for $2,500. Pawelk said the goal is to provide minimum
play for 20 years and for ages 2 to 12. The city has been using Miracle Recreation for the
current play structures and staff has been very happy with the quality of the play structures.

7. General Park Updates.
a. Sunset Ponds: The grading is done for the basketball court and Parks is waiting for
the Street Department to run the paver for the asphalt later this fall.
b. Rolling Woods Park: All of the new equipment is in and the chips are being
installed in the play area. Next summer staff will build the shelter and add the trail.
c. Budget: There are three capital improvement items in the 2018 Budget, including
developing Featherstone Park, a new replacement tractor, and equipment at
Bertram.
12. Discussion of added items.
A. Replat/Preliminary Plat, Carlisle Village 4th: The Commission is asked to
acknowledge that the developer is providing a new preliminary plat for Carlisle
Village 4th. In this case for the park dedication, the developer has already pre -paid
all of their fees as cash in lieu of park dedication.
b. Dog Park Update: The third year of the Wag & Walk Festival went well. It was a
nice day and the participants had fun. The committee did not ask for any funding
this year as the event was promoted as a "Thank You" to the community and for
everyone's help in getting the dog park initiated.
McCaffrey noted that there is a lack of interest amongst some Paws for Parks
Committee members to volunteer as many feel the mission has been
accomplished with fundraising to get the park installed. With that being said, the
original Facebook fundraising page for Paws for Parks is still up and there have
been some issues with whether or not they are the voice to "police the park" with
various issues at the park.
The general consensus of the Commission is to keep the subcommittee in place
for future fundraising needs or attendance at events to hand out educational
materials, etc. However, the Facebook page should be transferred over to City
staff for administering as the official park page.

FACEBOOK PAGE BE TRANSFERRED OVER TO ADMINISTRATION BY
CITY STAFF TO ACT AS THE OFFICIAL VOICE FOR THE PARK.
FURTHERMORE, ANY ISSUES AT THE PARK SHOULD BE DIRECTED
TO THE CITY PARK SUPERINTENDENT, ANIMAL CONTROL OR 911.
