1. Call to Order.
Vice -Chair Jack Gregor called the meeting to order at 8:05 a.m. and declared a quorum.
2. Approve Minutes of Regular Parks & Recreation Commission Meeting from
September 26, 2019.

3. Approve Minutes of Special Parks & Recreation Commission Meeting from
November 6, 2019.

4. Consideration of adding to or removing items from the agenda.

b. Resignation of Anna Bohanon: Due to increased work demands, Commission

5. Citizens requests and comments.
None.
6. Great River Regional Trail Presentation and Authorization for Approval of
Resolution Supporting Regional Park or Trail Designation Application in
Greater Minnesota.
City Administrator Jeff O'Neill introduced Gabrielle Grinde from the consulting firm
HKGI, the landscape architect working on the Great River Regional Trail Master Plan.
Grinde shared a detailed presentation with the group followed by a Q & A session. Grinde
noted that this important planning project represents a collaborative effort between
Monticello, Clearwater, Otsego, and Wright County and sets the stage for obtaining State
Legacy funding and subsequent development of this regional trail corridor over time. The
report was created to satisfy future successful grand funding application requirements.
The development of this plan is consistent with the City of Monticello Comprehensive
Planning effort, which most likely will include pathway and trail development as a critical
quality of life infrastructure. Information within this plan will help shape trail investments
within Monticello, which may be eligible for Legacy Funding.
In reviewing the document, it should be noted that the full price for land acquisition and
construction is estimated at $39 million. Rather than submitting the entire trail for funding,
sections of trail will be prioritized and submitted for grant funding as opportunities arise.

7. MontiArts Update.
Sue Seeger introduced Ben Lundquist and Ali Yaeger as two individuals who have been
instrumental in advocating for MontiArts. Lundquist is working on the Humans of
Monticello project and he also started the Open Mic Nights on the second Saturdays of the
month. Yaeger facilitates the Open Studio Nights on Wednesdays where intermediate level
adult and teen artists come out to work on their own projects and inspire one another.
Seeger then shared a video outlining all of the programs, progress and happenings at
MontiArts in 2019, and reminded the Commission about the Unsilent Night glow parade
on December 15th from 4-6 p.m. Seeger also shared upcoming events and projects planned
for 2020, including the glow lantern event in February, the Community Art Show in May,
and the Riverfest Parade with the "Art Car" in July. There are two grants being submitted
this year to CMAB (Central Minnesota Arts Board); one from the school district for the
teen art club, and the other grant is for a concrete art project which would pay for an artist
to hold a workshop for 16 weeks. The Commission thanked Seeger for all of her hard work,
dedication and creativity in making MontiArts a success in such a short period of time.
8. MCC Update.
Ann Mosack shared the MCC Update for November, and Sara Cahill shared the
programming update (see attached). The main project upcoming in 2020 will be replacing
the aging roof as it has begun leaking. Staff is working with the City Engineer on putting
together an RFP for the roof repairs.
9. Bertram Chain of Lakes Athletic Park update from Special Council
Workshop.
Tom Pawelk said the City Council participated in a tour of the athletic complex. A new
needs assessment for the park is planned for 2023. Discussion followed regarding funding
and prioritization of all future park projects. Planned for 2020 will be the turn lanes from
the athletic complex onto Briarwood Avenue. This will be a joint project in conjunction
Wright County's pavement project and planned improvements to the regional park entrance
for access to the future campground.
10. General Park Updates.
a. Ellison Park Log Shelter: Tom Pawelk said that the shelter is closed for the season
while construction is underway. The contractor is building the roof trusses by hand
and then staff will help to set the trusses.
b. Other: Park Staff has been working on building the bridge over the stormwater
outfall on the Riverwalk Trail.

11. Next regular meeting scheduled for January 23, 2020.
The next regular PARC meeting is scheduled for January 23, 2020, at 8 a.m. in the Public
Works Conference Room.
