PARKS, ARTS & RECREATION COMMISSION MEETING
THURSDAY

1. Call to Order.
Chair Brian Stoll called the meeting to order at 8:00 a.m. and declared a quorum.
2. Approve Minutes of Regular Parks & Recreation Commission Meeting from
December 5, 2019.
LYNN ANDERSON MOVED TO APPROVE THE REGULAR PARKS &
RECREATION COMMISSION MEETING MINUTES FROM DECEMBER 5, 2019.
MOTION SECONDED BY NANCY MCCAFFREY. MOTION CARRIED
UNANIMOUSLY, 5-0.
3. Consideration of adding to or removing items from the agenda.
None.
4. Citizens requests and comments.
None.
5. PARC Interviews:
a. 8:15: Maria Peterson
b. 8:30: Dawn Larson
After interviewing both candidates, the commission was in consensus to recommend
Peterson for the open PARC position but to inform Larson about an open seat on the
Bertram Chain of Lakes Advisory Council (BCOLAC) as she would be a perfect fit for
that board.

6. MontiArts Update.
• Open Mic and Potluck Saturday, February 8, at 7 p.m. You are invited to bring a
story, a song, a poem, etc. to Open Mic Night at MontiArts or just come to listen
and support local creatives. Music begins at 7 p.m. Bring a snack or dish to share if
you want to. Open Mic and Potluck happens every second Saturday of the month.

or have any questions.
• Glow Workshops at MontiArts on Mondays from 5-8 p.m. (all materials provided).
Anyone and everyone can make a glow piece of art to walk in the parade. The
MonticellGlo Parade will be held on Saturday, February 29th at 7 p.m. The parade
will begin at the Monticello Community Center and will end at West Bridge Park.
Bonfire, food, singalong and party at the park following the parade.
• MontiArts is located at 349 West Broadway. All questions can be emailed to:
artsgci.monticello.mn.us.
• Seeger noted that the core art group is was very inspired by the motivation of the
PARC to change the board name to include "Arts". They are now looking to branch
out to not only include downtown for MontiArts but also to encompass art to all
parks and trails in Monticello.
7. MCC Update.
Sara Cahill shared the MCC Update for January (see attached). The main project upcoming
in 2020 will be replacing the aging roof as it has begun leaking. Staff is working with the
City Engineer on putting together an RFP for the roof repairs.
Cahill noted that the Music on the Mississippi sponsorships are slow to come in. The goal
is to have four concerts this summer but that is dependent upon the number of sponsorships
received.
Cahill said the MCC receives a $3 reimbursement for the Silver Sneakers program so she's
requesting help to get the word out for people to sign in when walking on the track so the
MCC can get that reimbursement to put back into the community center.
Programming updates include:
• February -March: Potential adult pickleball league one evening/week (gymnasium)
• March 8: Men's spring hockey league begins
• March 15: Father Daughter Dance (this is a formal event in the Mississippi Room)
• April 3: Annual Easter Egg Dive (participants need to pre -register)
• May 9: Annual Pet Expo (in the gymnasium)

8. Consideration to review for recommendation park dedication requirements
for the proposed Monticello Business Center 8` addition residential
subdivision. (AS)
Angela Schumann said the PARC is asked to consider a formal recommendation related to
park dedication requirements for Monticello Business Center 81h Addition, a 92 -unit multi-
family residential plat proposed by Kjellberg Inc. MBC 8th is a subdivision plat which is
proposed to include residential land development. Under state statute, the City has the
option of either requiring a land dedication for park or the city can collect park dedication
fees for purchase of park land at another location, referred to as "cash in lieu".
The proposed plat is approximately 3.512 acres developable and requires a comprehensive
plan amendment, rezoning, preliminary plat and planned unit development. Only 2.5 acres
of the site is being platted as residential, with the balance of Outlot A having been
previously developed as common parking area. The balance of the property will retain its
current PUD/134 (Regional Business) commercial zoning and includes existing office and
veterinary service buildings.
The subject site is located along School Boulevard. In concept analysis of the developer's
proposal, the city officials expressed support for the conversion, especially given the
transitional location between existing commercial and multi -family townhome
development.
The proposed residential portion of the plat is 2.5 acres. An 11% land dedication
requirement would require a total land dedication area of .28 acres or 12,030 square feet.
The cash dedication would be based upon the value of the raw land at the time of final plat
and based on the 2019 taxable county market value at $323,700. The per square foot value
is $2.95 and, therefore, the required cash in lieu park dedication equivalent is
approximately $35,487.88.
Although staff would recommend a cash dedication given the density, size and location of
the project, pedestrian connections to this site will be critical. Access via pathway to
parkland at Pioneer Park (.5 miles by sidewalk) and Featherstone Park (.3 traversed and .8
by pathway), as well as the future park/water feature are being contemplated to the north)
will be important considerations for a successful residential environment. The developer is
proposing a sidewalk connection from the residential lot to School Boulevard along the
westerly commercial building. The developer is also proposing a private green space
courtyard central to the development on the south portion of the project.

STATUTE. MOTION SECONDED BY JACK GREGOR. MOTION CARRIED
UNANIMOUSLY, 5-0.

9. General Park Updates.
a. Bertram Athletic Complex: About 400 large boulders were hauled out to the athletic
park, and next week Parks staff will begin moving the boulders according to the
landscape plan to give definition between parking and driving lanes and the prairie
grass area.
b. MontiView Mountain Bike Race: Saturday, February 15th, race to begin at Noon
with registration opening at 10:30 a.m. DirtWirx volunteers will run the race and
all funds raised will go back into the park for future events and to pay for prizes,
etc. They will talk to the Methodist Church about using their back parking lot for
overflow parking on race day.
10. Next regular meeting scheduled for March 19, 2020.
The next regular PARC meeting is scheduled for March 19, 2020, at 8 a.m. in the Public
Works Conference Room.
