BCOL Advisory Board Minutes 01-04-2019MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, January 4, 2019, 8:00 a.m. Bertram Lake Chalet Members Present: Lynn Anderson, Mark Daleiden, Martyn Dibben, Bill Fair, Tom Jahnke, Jim Lindberg, Eric Olson, Wes Olson, Scott Peterson, Darek Vetsch Members Absent: Jim Hayes, Brian Stumpf Staff Present: Beth Green, Brad Harrington, Marc Mattice, Angela Schumann Others Present: Jeremiah Mack, Monticello Community Ed 1. Call to Order. Marc Mattice called the meeting to order at 8:00 a.m. 2. Election of Officers, Chair & Vice -Chair. WES OLSON MOVED TO NOMINATE MARTYN DIBBEN FOR THE BERTRAM CHAIN OF LAKES ADVISORY COUNCIL CHAIR. MOTION SECONDED BY MARK DALEIDEN. MOTION CARRIED UNANIMOUSLY, 10-0. SCOTT PETERSON MOVED TO NOMINATE WES OLSON FOR THE BERTRAM CHAIN OF LAKES ADVISORY COUNCIL VICE CHAIR. MOTION SECONDED BY MARK DALEIDEN. MOTION CARRIED UNANIMOULSY, 10-0. 3. Consideration of approving minutes from November 2, 2018. MARK DALEIDEN MOVED TO APPROVE THE MINUTES FROM THE NOVEMBER 2, 2018 REGULAR MEETING WITH CORRECTIONS. MOTION SECONDED BY JIM LINDBERG. MOTION CARRIED UNANIMOUSLY, 10-0. 4. Consideration of adding to and approving the agenda. a. Nature Preschool. MARK DALEIDEN MOVED TO APPROVE THE AGENDA WITH THE ADDED ITEM. MOTION SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY, 10-0. 5. Camper Cabin Design Considerations. Marc Mattice reviewed the camper cabin design considerations with the advisory council. The design proposals were submitted by Frontier Structures. There were two designs submitted and both include electric baseboard heat. There is an additional cost to add air conditioning. The cabin specs include metal roofing, tongue and groove knotty pine and vinyl plank flooring. The proposed BCOL Regional Park Advisory Council Meeting Minutes: January 4, 2019 rental rate is expected to be $65/night. The plan is to have a total of six cabins constructed with two different cabin sizes. The cabins are pre -built modular cabins with a cost of around $35,000/each. The plans show a flat roof and the consensus of the council Is to have the option of a gabled roof to remain consistent with the look of the other buildings within the park. Mattice will go back to the contractor to request new designs and work up a price difference between the flat roof structures vs. gabled roof structures. Council members asked for Mattice to email them the new designs and costs when that information becomes available. 6. Campiround Grant Notice and Engineering Status. Marc Mattice said that the county received notice of the grant award for the campground implementation. After the agreements are signed the planning can begin later this summer with construction in 2020. Currently the county is working with the campground design contractor, Louck's, on the grading plan. 7. City of Monticello Project Update. Angela Schumann said the Advertisement for Bids for Phase 1 of the Athletic Complex has been posted with bids due on February 11, 2019. Construction should begin in the spring and City staff will be working with the county on a parking plan during the construction. 8. Friends Update. There are no new updates from the Friends group. Marc Mattice said that the viewing scope has been purchased for the new Long Lake Overlook. The scope was purchased with funds donated to the Friends group from the Ellison Foundation. The new overlook will be completed this summer. Brad Harrington said the YMCA hired a new camp director and they will extend an invite for him to come to the next meeting. 9. Discussion of Added Items. a. Nature Preschool: Jeremiah Mack said the levy for lease was approved by the School Board to initiate the nature based preschool program at Bertram. The school will be set for Monday -Thursday mornings, and if there is enough participation, they will expand to afternoons. Class times will be from 9 a.m. to noon. Class size is limited to 20 kids with 3 staff members. The agreements will be developed and signed this summer with the preschool slated to open in the fall of 2019. 10. Schedule Next Meeting.
