BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL
Friday, March 2, 2018, 8:00 a.m.

Members Present: Lynn Anderson, Mark Daleiden. Martyn Dibben, Joe Dockendorf, Bill Fair,
Tom Jahnke, Jim Lindberg, Wes Olson, Scott Peterson, Darek Vetsch

1. Call to Order and Introduction.
Chair Martyn Dibben called the meeting to order at 8:05 a.m. and declared a quorum.
Lynn Anderson was introduced as the new representative from the Monticello Parks & Recreation
Commission and Joe Dockendorf was introduced as the new interim representative from the
Monticello School District.
2. Consideration of approving minutes from January 5, 2018.

REGULAR MEETING. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED
UNANIMOUSLY, 10-0.
3. Consideration of adding to and approving the agenda.
MARK DALEIDEN MOVED TO APPROVE THE AGENDA AS PRESENTED. MOTION
SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY, 10-0.
4. Aquatic Invasive Species in Wright County and Management Objectives.
Alicia O'Hare, Water Resource Specialist from the Wright Soil & Water Conservation District
presented management objectives in regard to aquatic invasive species (AIS) in Wright County.
Strategies highlighted include:
a. Regional Inspection Program, inspections on site at boat ramps. DNR trained inspectors
educate and offer identification of aquatic invasive species. Can potentially catch AIS
entering or leaving a lake.
b. Decontamination program: If a boater wants to clean their boat, they are offering free
decontamination cleaning.
c. Assist with AIS treatments at lakes: Through a grant program.
d. Education programs: Usually do pump toppers at gas stations. This year's concept is to win
the jackpot if you "clean, drain and dry your boat". Also, a smaller campaign such as a yard
signs that says we support clean, drain, dry. Able to get the message as close to the access

as possible by home owners close to the access. Will also put signs at bait shops and are
looking at restaurants as well.
e. The minor ad campaign for 2018 is to do the adhesive cell phone wallet the slot is enough
for a credit card or fishing license and would say I support clean, drain, dry. These will be
brought to bait shops for distribution. There is also some education done at the Wright
County Fair.
For lakes like Bertram the risk is reduced by not having motors in the lake. The goal for Bertram
will be on education at the boat docks by placing signage to remove AIS off boats, kayaks, etc.
Any plant matter left on trailers is considered a violation.
5. Selection of campground design and engineering consultant and project schedule.
Marc Mattice said that Loucks was selected as the campground designer and project manager. Their
team has a high level of campground experience. The survey work was completed last week. By
the end of April there should be a completed market and financial analysis, review and
recommendation of the concept plan, and general site conditions and surveys. The complete revised
concept is expected by the end of May. Work will be done on the schematic and design development
June thru August. By the end of November should be completed with project and ready for grant
application submittals.
6. 2018 Wright County Parks and Recreation work plan goals at Bertram Park.
Marc Mattice noted the work plan goals at the BCOL Regional Park for the season include:
a. Campground planning and construction documents.
b. Demo and reconstruction of the Long Lake overlook.
c. Installation of a beach shower.
d. Landscape the beach house.
e. Reconstruction of the northern single-track trails to sustainable standards.
f. Installation of bike repair station at trailhead.
g. Bertram hike/ski trail work — complete layout and start brushing the alignments.
7. 2018 Summer program sand events.
The summer programs and events at the BCOL Regional park include:
a. Earth Day Event — YMCA and Friends: Saturday, April 21 from 9 a.m. —1 p.m. Volunteers
needed.
b. Bertram Blast Triathlon: Scheduled for Saturday, July 21St. Online registration open.
c. Family campout at Bertram — June 22-23
d. Mother Nature Done Wright at Bertram — August 17
e. SUP's, canoes & kayak rentals at county campgrounds and beach: Working with
Clearwater Outfitters and the YMCA to provide rentals every weekend at the park during
the summer.

8. Athletic Field Phase I Progress.
The City has contracted with WSB for the development of plans and specifications for Phase I
development with construction to begin in 2019. The cost to the City for Phase I is $2.5 Million.
9. Friends of Bertram Update.
The Friends will host the First Annual Membership Appreciation Dinner on May 17th from 6-8
p.m. at the Bertram Lake Chalet. This will be an invitation only, catered event for all Friends
members, their families and the BCOLAC and their families. RSVP's must be received by May
1St. the Friends are asking for presentations at the event from Wright County Parks & Rec.,
Monticello Parks, the YMCA and are also planning live music and a campfire.
Martyn Dibben is reaching out to the Jane Goodall Science Academy to put together a bio blitz at
the park with the students.

11. Schedule Next Meeting.
The next regular BCOLAC Meeting will be held on April 6, 2018, at 8 a.m. at the Bertram Lakes
Chalet.
