Spring/Summer Newsletter 2017Sir- It. PWS: IN The Bertram Chain of Lakes Regional Park reached a major milestone in 2016. In December, the City of Monticello and Wright County closed on the last 245 acres of the originally planned park area. Now totaling 1,258 acres, the regional park represents four lakes, acres of undisturbed shoreline, natural habitat, oak forest, and wetlands — now preserved forever for public enjoyment and recreation. The road to a regional park at Bertram started to gain momentum in 2008 when Wright County and the City of Monticello partnered in an effort to acquire 1,200 acres of open space in Wright County, known as the Bertram Chain of Lakes. The City and County's mission in creating the park was clear: acquire, develop, operate, and maintain the Bertram Chain of Lakes as a regional park and recreation area which enriches the quality of life for our residents and visitors alike, and preserves a natural resource for future generations. The series of eleven land purchases over nearly 10 years would not have been possible without grants from r Outdoor Recreation, Metro Greenway Corridors, Non -Metro Regional Parks, Parks & Trails Legacy, Legislative —Citizen Commission on Minnesota Resources (LCCMR), and Environment & Natural Resources Trust Fund. The work of the City and County was also supported by many partners, including the State of Minnesota, YMCA of the Greater Twin Cities, Bertram Chain of Lakes Advisory Board, Friends of Bertram, Minnesota Off -Road Cyclists, Monticello Rotary, Cargill Kitchen Solutions, and many, many more. The common vision for the park is outlined in a 2015 Joint Powers Agreement between the City of Monticello and Wright County. The City and County are 50/50 co-owners of the park, and the joint powers agreement spells out the format of operations and maintenance between the two entities. There is also an ongoing partnership with the YMCA of the Greater Twin Cities. The YMCA will continue to lease land at the Bertram Chain of Lakes to run their summer day camp. Day Camp Manitou has created a lifetime of memories for youth throughout Minnesota, and the City and County welcome the opportunity to create new memories through this partnership. These partners and this process have secured the Bertram Chain of Lakes as a promise for generations to come. It's my privilege to continue to serve the residents, businesses, and organizations of this community, and it's exciting to feel the energy of a new term in office. This year city staff and city council members are completing a strategic planning effort focused on the future of our city. As we think about what Monticello could be, we want to build our future on our city's strengths and unique history. We're ready to plan ahead because we know it takes time and careful planning to turn a vision into reality. For example, it was almost 10 years ago that Wright County and the City of Monticello partnered to methodically purchase land at the Bertram Chain of Lakes. It's taken continued effort from the city, county, and numerous volunteers since 2008 to create a beautiful regional park. There's still work to be done, but last December the last land purchase was finalized and over 1200 acres of natural space is ready for citizens to enjoy. Now is the perfect time to explore the lakes, trails, and other recreational opportunities at the park. You'll be amazed how quickly you're transported by nature just a short drive from the center of activity in our small city. And there will definitely be a lot of activity in Monticello this summer! Streets will be posted in advance and parking restrictions will be in effect during the project. Project areas are highlighted in yellow on the map at the right. Sealcoating Is a street maintenance program where the road surface is sprayed with an emulsified hot asphalt and covered with a layer of crushed trap rock. Streets are swept of excess rock within a week. This process extends the life of the road surface by protecting it from wear and premature deterioration. Grading for the new beach house site will occur in May and early June. The beach house itself is scheduled to be BERTRAM LAKES SINGLETRACK constructed after Labor Day, when Enjoy riding over 10 miles of single track trails at Bertram. Trails are built and maintained by MORC (Minnesota off -Road Cyclists). More trails are in store for this season along with a number of tweaks and improvements to make the trail ever better! MORC needs your support and has launched a new membership model where all member dollars stay 100% local! If you use the trail, please become a member of MORC and support the trails you ride. Each day will showcase a different Monticello park where fun water activities are set up for campers. This course will be the first of its kind because of the extreme elevation changes on the property which make for unique skill building opportunities. New obstacles will be built and featured in the "testing lab" in the open area by the water tower. Riders can work on rocks, drops, jumps, skinnys, elevated features, and hill climbing. Visit the park today and ride the boulder feature already in place, or take a picture with the metal deer sculpture made from recycled bike parts. Plus, the views from the hilltop are amazing if you just want to enjoy an afternoon picnic! To use the dog park, dogs must be at least 6 -months old and licensed with the City of Monticello or their city of residence. The license fee is $20 for two years (2017-2019). Purchase your dog's license at Monticello City Hall, and be sure to bring your proof of rabies vaccination. Please park in the lot on Oak Ridge Drive (no parking on roadside) and walk with your dog on -leash across Meadow Oak Drive at the crosswalk and then follow the pathway to the park. There is a double gated entry where you can unleash your dog, a separate play area for small or timid dogs, and a large play area for all dogs. A successful sweeping program helps keep Monticello in compliance with the Federal Clean Water Act. Sweeping operations begin in the spring as soon as the streets are clear of snow and ice. Spring sweeping is designed to pick up the bulk of aggregate left behind from winter sanding operations. It normally takes six to eight weeks to make a complete round of the entire city. The Street Department moves into general maintenance sweeping following spring sweeping. Sweeping is a slow process with gutter line speeds as low as 2 to 3 mph. As a motorist, please slow down when you approach a sweeper. When you hear or see the sweeper in your neighborhood, please help us clear the streets of garbage and recycling containers, cars, basketball hoops and other obstructions. Citizens can meet and make exchanges from popular online websites such as Craigslist or Facebook. Signs have been placed in the parking lot designating the area as a Safe Exchange Zone. It's a place for residents and visitors to come together for commerce and recreation. The downtown area is also a central focus of planning efforts to recapture its vibrancy. In 2010, the City of Monticello completed a guide to redeveloping downtown called the "Embracing Downtown Plan." Since its adoption, changes in the downtown have impacted the desire and ability to implement the land use part of the plan as it was originally intended. The City of Monticello Economic Development Authority (EDA) recently authorized a small area study of the core downtown area. The study is designed to: • Establish a long range vison for the core blocks of downtown — the blocks around Pine Street (TH 25) and Broadway. The plan will examine ways the downtown can be more walkable, memorable and enjoyable. • Offer a fresh look at the current market conditions, how they have changed since 2010, and what the popular trends are. Monticello is now billing sewer & water monthly rather than quarterly. The bills are for service in the previous month and are due on the first day of the next month; for example: Use in April . Billed in May. Due June 1st HOW TO RECEIVE DISCOUNTS: • Sign up for ACH (Electronic) Payments and receive a 504C discount each billing period. • Sign up for E -Bills and receive an additional 50C discount each billing period.
