BCOL Advisory Board Minutes 05-03-2019MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, May 3,2019,8:00 a.m. Bertram Lake Chalet Members Present: Jim Davidson, Mark Daleiden, Bill Fair, Jim Hayes, Tom Jahnke, Jim Lindberg, Eric Olson, Wes Olson, Darek Vetsch Members Absent: Lynn Anderson, Martyn Dibben, Scott Peterson Staff Present: Beth Green, Marc Mattice, Ann Mosack, Tom Pawelk, Angela Schumann 1. Call to Order. Wes Olson called the meeting to order at 8:00 a.m. 2. Consideration of approving minutes from March 2, 2019. MARK DALEIDEN MOVED TO APPROVE THE MINUTES FROM THE MARCH 2, 2019 REGULAR MEETING. MOTION SECONDED BY DAREK VETSCH. MOTION CARRIED UNANIMOUSLY, 9-0. 3. Consideration of adding to and approving the agenda. MARK DALEIDEN MOVED TO APPROVE THE AGENDA AS PRESENTED. MOTION SECONDED BY DAREK VETSCH. MOTION CARRIED UNANIMOUSLY, 9-0. 4. Athletic Park Phase 1 Construction Update. New Look Contracting started moving dirt on site in April and the city held the ground -breaking ceremony on April 24th. Construction will continue throughout the summer and is expected to be completed in late October to early November. 6. Campground Support Facilities Design Build Update. Marc Mattice said he is working on preparing the design build RFP for the comfort station, contact station, and camper cabins. The footprint of these buildings will need to be developed before they start the grading plan. He is hoping to have the contractor in place by the end of May. The septic designer is under contract. By the last quarter of 2019 the goal is to have the final grading plans, site development plans, and utility plans complete and ready to go out for bids in December, with construction to start in the Spring of 2020. 7. Wright County Park Ordinance Update. Marc Mattice said proposed ordinance changes will be brought to the County Parks Board for approval at their July meeting date. The changes to Bertram will allow alcohol use authorized with shelter rentals provided it is beer or wine with no glass bottles allowed. This ordinance affects not BCOL Regional Park Advisory Council Meeting Minutes: May 3, 2019 only Bertram but all county parks. The City Parks & Rec Commission supports this recommendation as well for the future Athletic Complex, so the entire park will be covered under the County ordinance. 8. Friends Update. Spring Cleanup was a bust so we may look at another date for a cleanup. There is an upcoming Membership Open House scheduled for May 16th from 6-8 p.m. at the Bertram Lake Chalet. Requests were sent out to all members, along with the Advisory Council. RSVP's are due in by May 10th. The event will be catered by Von Hanson's. There will also be presentations from the City of Monticello Parks, Wright County Parks and the YMCA. Friends approved the use of funds from the Ellison donation to construct seating around the fire pit and to add a raised border around the fire pit ring. 9. Discussion of Added Items. a. Vetsch and Daleiden provided the members with an update related to the Briarwood Avenue Traffic Study. A meeting was held with representatives from the Township, City and County, at this point it seems that the County and City will be responsible for turn lanes into the entrances of the Ballfields and the Regional Park. There is a possibility that Briarwood Avenue could be included in the County annual Bidding Process in 2023 at County Road 39 in scheduled for Pavement Preservation. 10. Schedule Next Meeting. The next regular meeting is scheduled for June 7, 2019, at 8 a.m. at the Bertram Lake Chalet. 15. Adjourn. MEETING ADJOURNED AT 8:41 A.M.
