BCOL Advisory Board Minutes 06-07-2019BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, June 7, 2019, 8:00 a.m. Bertram Lake Chalet Members Present: Mark Daleiden, Martyn Dibben, Jim Hayes, Tom Jahnke, Jim Lindberg, Jeremiah Mack, Scott Peterson Members Absent: Jim Davidson, Bill Fair, Wes Olson, Darek Vetsch, Lynn Anderson Staff Present: Beth Green, Brad Harrington, Marc Mattice, 1. Call to Order. Chair Martyn Dibben called the meeting to order at 8:06 a.m. 2. Consideration of approving minutes from May 3, 2019. MARK DALEIDEN MOVED TO APPROVE THE MINUTES FROM THE MAY 3, 2019 REGULAR MEETING. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 7 -0. 3. Consideration of adding to and approving the agenda. Add Item: a. Osprey Nesting Platform. MARK DALEIDEN MOVED TO APPROVE THE AGENDA AS AMENDED. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 7-0. 4. Athletic Park Phase 1 Construction Update. Construction is on schedule and will continue throughout the summer and is expected to be completed in late October to early November. The old farm fields to the east of the project have been seeded into additional turf grass (to the campground). The building permit has cleared with Wright County so the contractor will be starting on the well house construction with footings going in next week. The deep well is scheduled for next week. Phase 1 of the project includes additional trails but does not include blacktopping of the trails. 5. Appoint Subcommittee to Review Campground Support Facilities Design. In order to keep moving forward, Marc Mattice said he is looking to put together a subcommittee for the plan review for the campground design. The subcommittee will review and fine tune designs to come back for final approval at the August meeting. Mattice asked the council to email him with any ideas on the comfort station design. BCOL Regional Park Advisory Council Meeting Minutes: June 7, 2019 MARK DALEIDEN MOVED TO APPROVE THE APPOINTMENT OF MARK DALEIDEN, MARTYN DIBBEN AND TOM JAHNKE TO THE CAMPGROUND PLAN REVIEW SUBCOMMITTEE. MOTION SECONDED BY JIM LINDBERG. MOTION CARRIED UNANIMOUSLY, 7-0. 6. Update Monticello Schools — Nature Preschool. Jeremiah Mack said that ECFE has advertised the nature preschool for Monday -Thursday from 9 a.m. — 12 p.m. To date there are 12 students registered and the maximum class size is 20. There are two staff members currently on staff and a 3rd staffer will be added if the class maxes out. They are currently advertising for a part-time teacher for the class. Marc Mattice reminded Mack to include in their advertising that the preschool is a partnership with the regional park. Mack said that after visiting a number of other nature -based preschools, it has been decided to do an outdoor classroom so they will be working with the county to focus on an outdoor classroom space. The class will be spent outside the majority of the time. Details are still being worked out for an MOU on the building and park use with Wright County and the YMCA. Marc Mattice said he has been in contact with the Jane Goodall Science Academy. There are 159 students enrolled at the academy and they would like to bring their students over to work with the preschool class. Mattice said that the academy is a very good resource for the school district and he will set up a meeting with between the academy, the YMCA and ECFE. Mack said they will work on putting a curriculum together for the preschool prior to the meeting. Mattice will try to arrange for a meeting in July. With the school running Monday — Thursday, from a park maintenance standpoint, park reservations will not be allowed on Fridays (during the school year) as that will be the "maintenance day", so during that time, reservations will only be allowed on Saturdays & Sundays. 7. Summer Program Schedule. Brad Harrington shared the summer programming schedule There is an upcoming evening canoe ride on Bertram on June 15th. The triathlon is scheduled for July 20th. New this year, participants can sign up for just the mountain bike race only or the full triathlon or duathlon. 8. Scout Projects. The Eagle Scout porta toilet screen is complete on the trailhead side (901h Street) and they are in the process of working on the porta toilet screen for the beach parking lot (Briarwood). 9. Friends Update. The Membership Open House on May 16th went very well. A big thank you to Marc Mattice for the Wright County Parks presentation and Tom Pawelk for the athletic park update from the city. K BCOL Regional Park Advisory Council Meeting Minutes: June 7, 2019 The last day for the Friends fundraiser is today. All membership dues help to pay for Friends events and other amenities in the park. https://www.parksandtrails. org/friends-groups/meet-friendsibertram-lakes/donate/ Friends approved the use of funds from the Ellison donation to construct seating around the fire pit and to add a raised border around the fire pit ring. 10. Discussion of Added Items. a. Osprey Nesting Platform: Martyn Dibben said he would like to see a nesting platform put in to introduce wildlife into the park and/or to maintain wildlife. Dibben pointed out that there is an excellent site that would visible with the binoculars from the viewing platform on Long Lake (across from the overlook). This is an area where there isn't a lot of interference from park visitors. Mattice will check with the phone company to potentially put in a pole that could be used as a perching pole. He also said the Jane Goodall Academy has a carpentry class that may be interested in building the platform. Dibben said this is a project the Friends of Bertram could potentially fund or maybe some funds could be donated from others. Consensus from the BCOLAC is for Dibben and Mattice to do a little more research on what would go into putting in the platform and what the cost would be. 10. Schedule Next Meeting. SCOTT PETERSON MOVED TO CANCEL THE JULY 5TH MEETING. MOTION SECONDED BY MARK DALEIDEN. MOTION CARRIED UNANIMOUSLY, 7-0.
