SPECIAL MEETING MONTICELLO CITY COUNCIL
Monday, February 22, 2021— 4 p.m.

Present: Lloyd Hilgart, Jim Davidson, Charlotte Gabler (arrived 5:30 p.m.), Brian
Hudgins, Sam Murdoff
Absent: None
Others: City staff. Rachel Leonard, Sarah Rathlisberger, Angela Schumann, Matt
Leonard, Jim Thares, Ron Hackenmueller and Jennifer Schreiber
1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 4 p.m.
2. 4 p.m. FiberNet Discussion
Rachel Leonard, City Administrator, gave a presentation on FiberNet. The presentation
included information about FiberNet, costs, management, and the City's current
responsibilities. Also provided was background information and timeline of FiberNet and
a summary of FiberNet costs, including management/operating costs, capital costs, and
settlement bonds.
The City is currently at the end of their 5 -year management agreement with Arvig, which
expires in June 2021. Staff requested direction on how to proceed with Arvig and long-
term plans for the system. Council discussed various options to address the expiring
contract.
Following discussion, the City Council was in consensus that staff further research the
value of FiberNet, the required timeline and process for preferred options, and obtain
feedback from the community.

By consensus, the meeting was adjourned at 6:16 p.m.
