Planning Commission Minutes 02-25-1974 , February 25, 1974 ~ Special meeting of the Planning Commission - Feb. 25, 1974 City Hall ----- 7:30 P. M. . . The minutes for the meeting of January 30, 1974, were approved as read. A discussion was held concerning the request of Tom Holker for a zoning change in parts of Block 1. In this regard, a motion was made by J. W. Miller, seconded by Fred Topel, to recommend to the City Council that a variance permit (Para. 8-6 (B), Monticello Zoning Ordinance), be issued to Dick and Tom Holker with the stipulation that alterations can be made to the pre- sent structure only -- the permit to be issued for an inde- finite period of time -- building to be used as a real estate office or a related business. Voting in favor: Miller, Stumpf, Topel, Worth. Absent: Maus, Muehlbauer, White. (Motion carried, but quorum of 5 members not present). Planning Commission consensus, no vote, for recommendations on a building inspector: 1. Feeling of members present that a person from the immediate locality could serve more efficiently for the following reasons: A. More prompt service could be provided. B. More time to review each request and plans or specifications. C. The individual would be more familiar with the area and what has been developing or will be developing. D. The individual would be more readily available for attendance at Planning Commission meeting and/or council meetings - or attendance at other commission meetings. E. A local inspector could issue all permits at the1 same time (building, plumbing, possibly sewer). F. He could help in seeing that the Zoning and Sub- division ordinance is being properly followed. A motion was made by J. W. Miller, seconded by Mel Worth, to approve the issuance of a building permit by Wright County to the V.F.W. Club on the property described in Enclosure 1. Voting in favor: Miller, Stumpf, Topel, Worth. Opposed: None. Absent: Maus, Muehlbauer, White. Motion carried - quorum of 5 members not present. !-' . . . Special meeting of Planning Commission February 25, 1974 Page 2 If annexation should occur, the Planning Commission recommends the City Council consider the hiring of a graduate engineer with an assistant for the following reasons: 1. A full-time employee would be available to review all engineering problems. 2. All mpps can bekkept current. (e.gg.new sewer and water stub-ins or hookups could be drawn in; new sewer or water lines would be shown). 3. Individual projects would have closer supervision. 4. Daily supervision of sewer and water problems (e.g. daily studies of constantly arising problems such as the present infiltration problem). 5. Could participate in Planning and Zoning problems and attend other Commission meetings as recommended by the Council. 6. Increased obligations of annexation would warrant full-time service - increased income would allow this. A motion to adjourn was made by Mel Worth, seconded by J. W.
