Planning Commission Minutes 01-20-1976 . .. -.... :",." -,"." MONTICELLO PLANNING COMMISSION MEETING January 20, 1976 7: 30 P.M. Members present: Dr. Bauer, Henry Doerr, Howard Gillham, Jim Ridgeway, J. W. Miller. Members absent: Fred Topel. 1. Appointment of Chairman. Motion by Bauer, seconded by Doerr and unanimously carried to appoint Howard Gillham as chairman for 1976 of the Monticello Planning Commission. 2. Approval of minutes of December 16, 1975. There being no objections, the minutes stand as presented. 3. Review of Roy Lauring's Plat Plan #4. Mr. Lauring indicated he is following Howard Dahlgren's suggestion in revising the plat and only had one street running through the area. Consensus of commission was to refer to Howard Dahlgren for his views on curve of the proposed street. 4. Consideration of building permit request by Bureau Investment Corporation. Mr. Howard Rekstad of Bureau Investment Corporation pre- sented plans for a Kentucky Fried Chicken to be built on the southwest corner of the intersection of Seventh Street and Minnesota State Highway 25. Forty-three parking stalls were planned and the restaurant would have seating capacity for 76 people. Motion by Doerr, seconded by Bauer and unanimously carried to recommend to City Council approval of building permit. There was some question as to whether the Kentucky Fried Chicken establishment was a restaurant or convenience food operation according to the definitions prescribed in the Monticello City zoning ordinances. A possible public hearing might have to be scheduled as the proposed site is in a B-3 area which allows a convenience food establishment as a conditional use. -.- .... ", "'::-" . . " Planning Commission Meeting January 20, 1976 - cont'd. 5. Consideration of building permit - Al Joyner. Mr. Al Joyner reviewed proposed 17,000 square foot building with planning commission. Building consists of 16 bowling lanes, bar for the serving of intoxicating liquor, nursery, pro shop, lounge area, dining area, kitchen and office space. Proposed location would be in Oakwood Industrial Park which is zoned I-I and 1-2 so there would be no problems pertaining to use etc. Motion by Doerr, seconded by Gillham and unanimously carried to recommend approval of building permit. 6. Consideration of allowing truck garage in an R-l zoning district. Motion by Bauer, seconded by Ridgeway and unanimously carried to allow Charles Ritze to expand his truck garage with the stipulation the front yard would require fencing. Public hearing still to be held as a conditional use permit would be required.
